Report of Committee To Investigate The Fire and Police Signal System


To the Moderator and Members of the Limited Town Meeting of the Town of Saugus:


At the Special Town Meeting held September 30th, 1935, the matter of purchasing and installing a Fire and Police Signal System under Articles 12, 13, 14, and 15 of the war- rant for that meeting was referred to a Committee, composed of Messrs. Frank B. Sloan, Joseph Haskell, Ernest W. Homan, William H. Armstrong, and Lewis O. Stocker, for report at the next annual town meeting.


The Committee has inspected the old Fire Alarm equip- ment and found it antique, inadequate, and undependable.


The fact that the Public Works Building, where the board, batteries, and repeater are located, is now unoccupied except during ordinary business hours is an additional hazard now existing. It is doubtful if this old equipment would survive moving to other quarters, and fire damage from any cause would leave the Town virtually without an alarm system.


With luck, the old system may operate for some time longer as well as it has in the past, but it is decrepit, and your Com- mittee feels there is need of a new system.


A new Fire Alarm system will run into a very substantial amount of money, and your Committee has not as yet been satisfied with the layouts and prices which it has thus far been able to obtain.


Mutual Aid with other surrounding Towns has many very advantageous features for this Town, yet it appears that this facility will cost several thousands of dollars.


The installation of a modern Police Signal System, hanging wires for it at the same time that new Fire Alarm cables are hung, has many desirable features. Rented Telephone Com- pany equipment now in use for Police call boxes might be

done away with at a saving to the Town of $1,100 per year, if such a combined Fire and Police System were to be in- stalled. Even bearing this in mind, the estimated costs are not acceptable to this Committee.


It is the opinion of the Committee that reliably priced estimates are unobtainable until it is more definitely estab- lished just what our requirements are.


This Committee and, through the Committee, the Town should be in the position to know just what is best and most advantageous to buy, before making definite requests for ap- propriations for such systems.


The entire matter is much more complicated than would first appear. Further, the regulations of the New England Insurance Exchange and the National Board of Fire Under- writers should be strictly complied with on any new appara- tus which may be recommended and installed in the future for a Fire Alarm System. This Committee if continued will proceed on this basis: That whatever changes or improve- ments are recommended to be made, shall, when so installed, produce maximum credits on our insurance rating.


Therefore, the Committee recommends that a competent Engineer be consulted to draw up plans and specifications, in conjunction with this Committee and the Superintendent of Fire Alarm, for the best minimum facilities for the Town of Saugus.


The Committee further recommends that this report be accepted as a report of progress, and that the same Commit- tee be continued for report at a subsequent Town Meeting.

"On motion duly made and seconded, it was unanimously voted by the City Council as follows:


"The City Council of the City of Lynn hereby approved the terms of the written agreement herewith filed with the exception that there is to be added therein, at a point therein suitable to the City Solicitor, the following :


"The Town will not use the City's overflow sewer line, after connection thereto, unless in case of emergency and then only with consent of the Superintendent of Sewers of the City of Lynn or its Commission on Ways and Drainage, or other authority having charge of sewers in said City."

To see if the Town will vote to appropriate the sum of Two Hundred and Fifty Dollars ($250) to indemnify Ro- land Mansfield for expenses incurred by him in defense of certain actions of tort brought against him for damages al- leged to have been sustained as the result of certain acts and arrests made by said Roland Mansfield in the course of his duty as Chief of Police of the Town of Saugus; or to see what action the town will take in the matter.


ART. 3. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of laying out and con- structing a system of main drains and common sewers and a force main for discharging the Town's sewage into the outfall sewer of the City of Lynn, for acquiring land or easements and for paying an entrance fee to the City of Lynn as pro- vided by an "Agreement between the Town of Saugus and the City of Lynn Regarding Discharge of Saugus Sewage into Lynn Outfall Sewer," dated December 31, 1935, all in accor- dance with the provisions of Chapter 350 of the Acts of 1929 as amended by Chapter 259 of the Acts of 1933 and Chapter 259 of the Acts of 1929 as amended by Chapter 71 of the Acts of 1933, said appropriation to be used by itself or in conjunction with any funds which the Federal Government may make available for the project, or to take any action relative thereto, agreeable to the petition of the Board of Selectmen.


ART. 4. To see if the Town will vote to raise and appropriate a sum of money to be spent under the direction of the Sewer Committee, for the purpose of preparing an application or applications for funds from the Federal Government and the supporting data and plans for such applications and for doing all other work necessary to obtain funds from the Federal Government, said applications to relate to the construction of a part or all of a system of sewers, including the construction of a force main for discharging the Town's sewage into the outfall sewer of the City of Lynn and the payment of an En- trance Fee to the City of Lynn as provided by an "Agreement between the Town of Saugus and the City of Lynn Regarding Discharge of Saugus Sewage into Lynn Outfall Sewer," or to take any action relative thereto, agreeable to the petition of the Board of Selectmen.

ART. 5. To see if the Town will vote to raise and appro- priate a sum of money, to be spent under the direction of the Sewer Committee, for any or all of the following purposes- (1) negotiating for the acquisition of a right-of-way for con- structing, operating, maintaining and repairing a main sewer or force main to be built in Lynn along the right-of-way of the Boston & Maine Railroad and across private property and (2) preparing plans and specifications and securing necessary approvals for constructing a main sewer or a force main for discharging the Town's sewage into the outfall sewer of the City of Lynn as provided for by an "Agreement between the Town of Saugus and the City of Lynn Regarding Discharge of Saugus Sewage into Lynn Outfall Sewer," or to take any action relative thereto, agreeable to the petition of the Board of Selectmen.


ART. 6. To see if the Town will vote to appropriate the sum of $5,276.86 being the portion of the net expense so in- curred and appropriated by the County Commissioners upon the inhabitants of the Town of Saugus for the care, main- tenance, and repairs of the Hospital for the care of persons suffering from Tuberculosis, for the year 1935.


ART. 7. To see if the town will appropriate the sum of $500.00 for Fourth of July celebration, said sum to be ex- pended under the direction of the Board of Selectmen or to see what action the Town will take in the matter, agreeable to the petition of William S. Rockhill and others.


ART. 8. To see if the Town will vote to accept the layout of a town way on Charlotte Road in accordance with a report of Selectmen and plan filed in the office of the Town Clerk; or to see what action the Town will take in the matter.


ART. 9. To see if the Town will appropriate a sum not ex- ceeding Three Hundred and Four Dollars and Ten Cents ($304.10) to be raised by transfer from Fire Loss Receipts to be expended under the direction of the School Committee for the purchase of supplies, materials, equipment, etc., for the Saugus High School building, or to see what action the Town will take in the matter, agreeable to the petition of the School Committee.

To see if the Town will appropriate the sum not exceeding Thirteen Hundred and Forty-six dollars ($1346.00) to be raised by transfer from Fire Loss Receipts to be ex- pended under the direction of the School Committee for alter- ations and repairs to the Saugus High School building, or to see what action the Town will take in the matter, agreeable to the petition of the School Committee.


ART. 11. To see if the Town will vote to accept Sections 1, 2 and 3 of Chapter 139 of the General Laws, Tercentenary Edition, or to see what action the town will take in the matter.


ART. 12. To see if the Town will accept as a gift from the Charles H. Bond Camp No. 104 Sons of Veterans U. S. A. Building Association, the land and building known as the G. A. R. Building, same to be preserved as a Memorial to the Grand Army of the Republic for all time, or to see what action the Town will take in the matter, agreeable to the petition of Luther M. Butler and others.


ART. 13. To see if the Town will appropriate the sum of Thirty Five Hundred Dollars, to repair and improve the Build- ing, known as the G. A. R. Building, or to see what action the Town will take in the matter, agreeable to the petition of Luther M. Butler and others.


ART. 14. To see if the Town will vote to authorize the Play- ground Commission to tear down the building now located on Stackpole's Field, agreeable to the petition of Playground Commission.


ART. 15. To see if the Town will vote to install a fire hy- drant between No. 30 and No. 50 Vine Street or see what action the town will take in the matter, agreeable to the peti- tion of William C. Banks and others.


ART. 16. To see if the Town will vote to change or add to the by-laws so that at least once during each town meeting and adjourned town meeting or special town meeting the mod- erator shall call a roll by the check list and a record shall be kept of the same and published in the Town Report, so that the voters of the town may know who attends, agreeable to the petition of William C. Banks and others.
