At a meeting of the Emergency Finance Board of the Com- monwealth, held on the 30th day of October, 1936, a majority of said Board being present, the following vote was unani- mously passed :


Voted: To approve the renewal by the Treasurer of the Town of Saugus of so much of the One Hundred Thousand Dollar Tax Title Loan ($100,000.00) which was originally approved by the Board on October 26th, 1933, as is outstanding on November 1st, 1936. The rate of interest on the renewal notes is to be at one percent (1%) payable at maturity.

PUBLIC WORKS DEPARTMENT

Report of the Department of Public Works


To the Board of Selectmen,


Toun of Saugus, Massachusetts.


GENTLEMEN :


I take pleasure in submitting the annual report of the De- partment of Public Works for the year ending December 31, 1936. The superintendent is proud of the fact that the de- partment has operated within its appropriations and enters a new year with no unpaid bills for 1936.


The outstanding achievement of the Highway Department for 1936 was the amount and quality of work done under the Chapter 90 Act. This particular work was made possible by a combined appropriation of 25% by the town, 25% by the county and 3712% by the state, excepting in the case of Chapter 90 road maintenance for which the town appropri- ated 50% and the state 50%. Funds allotted under the Chapter 90 Maintenance Act are used for the upkeep of Chap- ter 90 roads in the town that have been constructed under contract in past years.


This year all Chapter 90 work was carried on by our own Highway Department, with local men doing the work.


Of interest to local taxpayers are the following figures: Chapter 90 appropriations amounted to:


Town, $6,500.00 County, $5,500.00 State, $9,750.00 which was distributed as follows:


Maintenance of Chapter 90 roads $3,000.00


Walnut Street widening & resurfacing 8,250.00 Woodbury Avenue construction 10,600.00


Totaling $21,750.00


Of the total amount $16,111.21 was paid out to townspeople for labor and merchandise, $10,926.27 for labor and $5,- 184.94 to merchants.

Under the appropriation for maintenance, Howard St. was repaired and put in good condition from the circumferential highway to the Melrose line, and other Chapter 90 streets throughout the town were repaired.


On Walnut St., the old car rails were removed and the street was widened an average of 10 feet from the Lynn line for a distance of 3200 feet. A guard rail was installed, and all side street approaches rebuilt.


Woodbury Ave. in Saugus Center, from Central St. to the bridge over the Saugus River was entirely reconstructed. Along both sides of this new road a cable guard rail, com- plete with cement posts has been installed. The new section of Woodbury Ave. is of permanent construction which can be continued on to meet Boston St. at the Lynn line.


HIGHWAY DEPARTMENT


During the year 1936 this department has tried at all times to keep the streets of the town in as good condition as possible.


STEAM ROLLER


$400.00 was appropriated for the purchase of a used steam roller in order that the wheels, which were in much better condition than our own, might be transferred to the town's roller.


Later it was found, that in order to take care of all of the planned road work, it would be necessary to use two rollers. To save hiring an extra roller, which would have cost the town about $800.00 in rental, it was decided that the second roller, the one just purchased, could be used. This was done.


DRAINAGE


The following work was done on drainage: Wendell St., - drain at foot of street was extended.


Sherman Ave., - repaired.


Dudley St., - this drain was lengthened. Fairview Ave., - repaired.


During the past year, several catch basins in various sec- tions of the town have been rebuilt and many new ones in- stalled.

PUBLIC WORKS DEPARTMENT

RESURFACING


During the past year, several sections on main and side streets have been resurfaced. An appropriation for this- purpose of not less than $6,000.00 should be made, to take care of all such necessary work about the town.


In 1936 a total of $2,000.00 was spent for the work, the entire sum being expended for the purchase of tar, asphalt, sand and pea stone. Nothing was taken from the appropri- ation for labor or for any other expense.

STREET SIGNS


Some new signs were purchased this year, the most im- portant being those reading "Slippery Road" which have been set at various points about the town where the pavements are smooth and dangerous. Street signs have also been in- stalled at numerous points.


A small appropriation should be made for the purchase of signs in 1937 to be erected at bad intersections, dangerous corners, and curves.

Balance of State Bond Issue was used entirely for payment of labor. All this labor was obtained through Federal Em- ployment Office.


It has been possible because of the appropriations under the Chapter 90 Act, to employ a large number of men who were not being cared for by either the WPA, welfare or soldiers' relief.


In 1936 the amount of labor received from the Welfare de- partment has been much less than in other years, which has meant that a considerable amount has been paid for neces- sary extra labor from the various Public Works appropria- tions.


All principal squares have been cleaned at least once each week.


At the time of the spring floods in the northern part of the state, some of our trucks were used for transporting supplies to the flooded areas.

placed on the Cliftondale Square green at the car stop.


Many concrete slabs and curbings have been replaced along Central Street and in Cliftondale Square.


SNOW AND ICE


The winter of 1935-1936 was late starting, but the snow fall eventually exceeded that of the previous year. In this work the entire department co-operated 100 per cent.


The following facts are called to the attention of the townspeople :


The small Cletrac tractor is no longer of any use.


The 5 ton tractor is still in working order, but because of its age, the maintenance and repair costs are increasing each year.


Our two large trucks (plowing units) are now 12 and 13 years old and maintenance and repair costs on these also are increasing year by year.


The town at this time should purchase a new tractor unit of about 31/2 ton capacity. This machine could be used as a bulldozer on the highway and water departments during the spring and summer months.


NEWBURYPORT TURNPIKE


This department was successful in its efforts to have the state assume the expense of changing over the water mains and services along the new highway. The cost of this work would otherwise have been borne by the town.


The following is a list of material which the state has agreed to furnish at its expense, in addition to the cost of labor necessary to complete the work.

The state has also agreed to replace the pipe and stone culvert at the junction of Vine and Essex Sts. with a 5 x 6 concrete box culvert, and to renew the drainage from the box culvert across Vine Street and up Essex Street to the end of the new state highway approach.


These three items, (water mains and services, culverts and drainage) mean a saving to the town of approximately $18,000.00.


COLLECTION OF ASHES


The work of this department continues to increase each year. In previous years it has been possible for the crew engaged in this work, to make their collection in approxi- mately three days. During 1936 it required from three and one-half to five days.
