GREETINGS :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town affairs, to meet at the several voting precincts of the Town on MONDAY, FEBRUARY 3, A. D. Nineteen Hundred and Thirty-Six, at Twelve o'clock M., then and there to bring in their ballots to the Warden for the following Town Officers :

Also those qualified to vote in Town elections and Town af- fairs to assemble in the Town Hall on WEDNESDAY, FEB- RUARY 12, A. D. Nineteen Hundred and Thirty-Six, at Eight o'clock, to hear and act on the following articles, viz :


ARTICLE 1. To hear and act on reports of Committees.


ART. 2. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1936, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


ART. 3. To see what sums of money the Town will appro- priate and raise by taxation for Town charges, expenses, equipment, and for any other purpose for which the Town may legally expend money.


ART. 4. To see if the Town will vote to appropriate the sum of $850 to be expended under the direction of the Town Trea- surer to investigate and to determine the validity of tax titles held by the Town; or to see what action the Town will take in the matter, agreeable to the petition of the Town Treasurer.


ART. 5. To see if the Town will vote to appropriate the sum of $1300.00 for the services of a Public Health Nurse; or to see what action the Town will take in the matter, agree- able to the petition of the Board of Health.


ART. 6. To see if the Town will vote to appropriate $500.00 for surface drainage on Dudley Street from Richards Street to Greenwood Avenue; or to see what action the Town will take in the matter. Board of Selectmen.


ART. 7. To see if the Town will vote to appropriate the sum of $2500.00 to complete the construction and surfacing of Howard Street and a portion of Main Street, to be used in connection with moneys to be appropriated by the County of Essex and the Commonwealth, under Chapter 90 of the Gen- eral Laws; or to see what action the Town will take in the matter. ART. 8. To see if the Town will vote to appropriate the sum of $1000.00 to be used in conjunction with the sum of $2000.00 from the State and $1000.00 by the County, under the provision of Section 34 of Chapter 90 of the General Laws, in widening and surfacing Walnut Street. Board of Select- men.


ART. 9. To see if the Town will appropriate and raise by borrowing or otherwise a sum not exceeding $25,000.00 for laying and relaying a water main of twelve inches diameter from the Saugus-Lynn boundary line at Boston Street, Lynn, to Monument Square, Saugus Centre, via Hamilton, Atherton, Hesper Streets, Twin Springs Road, Hesper Street and Wood- bury Avenue, work to be done as a Federal unemployment relief project; or to see what action the Town will take in the matter. To see if the Town will vote to appropriate and raise by borrowing or otherwise a sum not exceeding $12,000 .- 00 for laying and relaying a water main of twelve inches diameter from Monument Square to Broadway through Main Street, work to be done as a Federal unemployment relief project; or to see what action the Town will take in the mat- ter. To see if the Town will vote to appropriate the sum of $6000 for resurfacing Main Street from Monument Square to a point about 500 feet, more or less, easterly from Broadway, work to be done as a Federal unemployment relief project; or to see what action the Town will take in the mat- ter. ART. 12. To see if the Town will vote to instruct the Se- lectmen to reduce the rates charged for water in Golden Hills to the same rates as charged in other parts of the town; or to see what action the Town will take in the matter. Board of Selectmen.

To see if the Town will vote to appropriate the sum of $3,000 for the construction of Woodbury Avenue, Hesper Street and Twin Spring Road to be used in connection with the sum of $6,000 appropriated by the State and $3,000 appropriated by the County of Essex, under Chapter 90 of the General Laws, or to see what action the Town will take

ART. 14. To see if the Town will vote to accept the layout of a Town way on Clifton Avenue in accordance with a report of Selectmen and plan filed in the office of the Town Clerk, OF' to see what action the Town will take in the matter.


ART. 15. To see if the Town will vote to accept the layout of a Town way on Bailey Avenue in accordance with a report of Selectmen and plan filed in the office of the Town Clerk; or to see what action the Town will take in the matter.


ART. 16. To see if the Town will vote to accept the layout of a Town way on Anawan Avenue in accordance with a re- port of Selectmen and plan filed in the office of the Town Clerk; or to see what action the Town will take in the matter.


ART. 17. To see if the Town will vote to accept the layout of a Town way on Anawan Avenue in accordance with a re- port of Selectmen and plan filed in the office of the Town Clerk; or to see what action the Town will take in the matter.


ART. 18. To see if the Town will vote to appropriate $1,100.00 to extend the water mains on Shore Road and King Street to Boulder Road, a distance of approximately 1,000 feet; or to see what action the Town will take in the matter, agreeable to the petition of Joseph E. Larkin and others.


ART. 19. To see if the Town will vote to appoint through the Moderator a committee of five to make a study of the needs of the Town Hall with relation to more adequate office space for town officials and departments and to consider the best method and cost of interior alterations to the existing building, said committee to report at a Special Town Meeting called for that purpose, stating whether such necessary alter- ation shall be done through a bond issue, a PWA project, or under WPA; or to see what action the Town will take in the matter.


ART. 20. To see if the Town will vote to raise and appro- priate the sum of $1,000.00 for preliminary expenses of said committee, including the cost of architectural services, and other incidental expense.

ART. 21. To see if the Town will vote to raise and appro- priate the sum of $800 for the purpose of maintaining, during the ensuing year, the mosquito control works as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931.


ART. 22. To see if the Town will vote to appropriate the sum of $2,500.00 (Twenty-five hundred dollars) for the pur- pose of inclosing the Stackpole's Field Playground with so- called chain link fence; or to see what action the Town will take in the matter, agreeable to the petition of the School Com- mittee.


ART. 23. To see if the Town will vote to indemnify Joseph A. Lambert, Jr., for damages incurred by him in the defense or settlement of claims of Joseph M. Stapleton and Winifred Stapleton against him for bodily injuries arising out of the operation of a motor vehicle owned by the Town while acting within the scope of his duties as a police officer and appro- priate a sum of money for said purpose; or to see what action the Town will take in the matter.


ART. 24. To see if the Town will vote to authorize the Se- lectmen to purchase or take by eminent domain under Chap- ter 79 of the General Laws as amended an easement for water supply purposes over land of Ena S. Metcalf and Florence M. Grozier lying between two unconnected portions of Golden Hills Road, a distance of approximately four hundred feet and appropriate a sum of money for such purchase or for damages for such taking; or to see what action the Town will take in the matter.


ART. 25. To see if the Town will vote to appropriate a sum not exceeding $600.00 to indemnify firemen or members of the Fire Department for expenses or damages sustained as a result of the explosion and fire at the Town garage on July 29 1935, including loss of pay; or to see what action the Town will take in the matter.


ART. 26. To see if the Town will vote to approve an agree- ment dated December 31, 1935, relating to the construction and operation of a main sewer or force main in the City of Lynn and connection thereof with the Lynn outfall sewer, and other matters, between the City of Lynn and the Town

of Saugus made on behalf of the Town by the committee on sewers pursuant to the provisions of Chapter 259 of the Acts of 1929 as amended, a copy of which agreement is on file with the Town Clerk; or to see what action the Town will take in the matter.


ART. 27. To see if the Town will vote to request the General Court to pass suitable legislation to permit Peter A. Flaherty, a regular police officer, to be eligible for retirement on pension in like manner as other police officers despite the provisions of Chapter 121 of the Acts of 1924.


ART. 28. To see if the Town will vote to appropriate the sum of $50,000 for the Town's share of the cost of any Federal Works Progress Administration projects or for providing co- operation with the Federal Government in unemployment re- lief and other projects of direct or indirect benefit to the Town or its inhabitants; or to see what action the Town will take in the matter.


ART. 29. To see if the Town will vote to authorize the Selectmen to acquire by taking by eminent domain and/or by purchase for drainage purposes an easement approximately fifteen feet wide from Lincoln Avenue through Guild Road, a private way, and a portion of Clement Road, a private way, and for a distance of approximately 1,000 feet Southeasterly from Clement Road through private property, to a brook, and appropriate a sum of money for such purchase and/or for damages for such taking; or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.


ART. 30. To see if the Town will vote to appropriate the sum of $5,500.00 for the purchase for cemetery purposes of two certain parcels of land with the buildings thereon, sit- uated on the Northerly side of Winter Street, and shown as Lots Nos. A-30 and A-24 on Plan No. 1013, on file in the As- sessors' Office, containing 25,550 square feet and 14,900 square feet of land, more or less respectively, and sometimes known as the Monteith property, and authorize the Selectmen to make such purchase on behalf of the Town; or to see what action the Town will take in the matter, agreeable to the pe- tition of the Board of Cemetery Commissioners.

ART. 31. To see if the Town will vote to permit the use for burial purposes of the land described in the preceding article; or to see what action the Town will take in the matter, agree- able to the petition of the Board of Cemetery Commissioners.


ART. 32. To see if the Town will vote to appropriate the sum of $175 to indemnify Ralph E. Berrett for expenses in- curred by him in defence of an action of tort brought against him for damages alleged to have been sustained as the result of the operation of a motor vehicle owned by the Town and operated by him in the course of his duty as a fireman; or to see what action the Town will take in the matter.


ART. 33. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow mon- ey for general municipal purposes under authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933 as amended; or take any action relative thereto.


ART. 34. To see if the Town will vote to amend the Zoning By-Law and Zoning Map so that the premises shown as Lots A-14 and A-28 on Assessors' Plan 1036, will be zoned for bus- iness purposes; or to see what action the Town will take in the matter, agreeable to the petition of Laurence F. Davis and others.

To see if the Town will vote that beginning in 1937 the Board of Selectmen of three members and the Board of Public Welfare of three members, or either of them, shall be elected for a term of three years; or to see what action the Town will take in the matter, agreeable to the petition of Lewis O. To see if the Town will vote to name any public forest established under the provisions of the preceding article the Major George Clarence Parcher Memorial Forest in mem- ory of a citizen of this Town who as a physician served suf- fering humanity through the years; or to see what action the Town will take in the matter, agreeable to the petition of Bertram C. Farnham and others.


ART. 43. To see if the Town will vote to set aside and lo- cate that plot of land, now being a portion of the so-called Town Infirmary woods owned by the Town, containing one hundred and eighty-five acres, more or less, as per plans Sheet 1025, Lot A-31, on file in the Assessors' Office, except that part usually cultivated and separated from the woods by a stone wall, as a public forest; or to see what action the Town will take in the matter, agreeable to the petition of Bertram C. Farnham and others.


ART. 44. To see if the Town will vote to place the construc- tion, maintenance and repair of all public buildings within the Town under the Building Department; or to see what action the Town will take in the matter, agreeable to the petition of Bertram C. Farnham and others.

To see if the Town will vote to amend the Zoning By-Law and the Zoning Map of the Town of Saugus, so that the following described area shall hereafter be zoned for industrial business purposes : Land on the Northerly side of Main Street, now occupied by the Concrete Materials Com- pany, shown as Lots A-1 and A-2 on Plan 1036 on file at the Assessors' Office, agreeable to the petition of William F. Tracy and others.


ART. 46. To see if the Town will vote to accept Section 37 of Chapter 82 of the General Laws; or to see what action the Town will take in the matter, agreeable to the petition of the Planning Board.


ART. 47. To see if the Town will vote to accept Summit Avenue from Ocean View Avenue to Sapphire Road in ac- cordance with a report of the Selectmen and plan on file in the office of the Town Clerg; or to see what action the Town will take in the matter, agreeable to the petition of Reuben George and others.

The polls will be open at 12 o'clock noon, and will close at 8 o'clock P. M., and you are hereby directed to serve this WAR- RANT, by posting attested copies thereof at the usual places seven days, at least, before the time of holding said meeting.


Hereof, fail not, and make due return of this WARRANT, with your doings thereon, to the Town Clerk, at the time and place of said meeting.
