Report of the Playground Commissioners


January 18, 1937.


The Playground Commissioners herewith submit their an- nual report for the fiscal year 1936.


The board organized Feb. 4, 1936, with Dr. Mary M. Penny as Chairman and John J. Bucchiere as Secretary and Business Agent. Meetings were held regularly on the second and fourth Tuesdays of each month, with special meetings called when necessary.


RECREATIONAL PROJECT


In sponsoring this project, the Playground Commissioners recognize the fact that this project would be impossible were it not for the funds provided by the Federal Government. The W. P. A. recreational officials of Salem and Boston played a big part towards securing this project for the citizens of the Town of Saugus. The Playground Commissioners and the personnel of this project have been tireless in their ef- forts to establish a permanent program of organized recrea- tion in the Town of Saugus. The results derived from this project are now a matter of public records.


The deportment of youths engaged in the various activities has been commendable. Character, the chief asset of com- munity life, has therefore been developed and juvenile delin- quency has been greatly reduced. We highly commend the Federal Theatre Unit of Boston, under the direction of Thomas Senna, for the splendid weekly entertainments that were sent to our Town. These weekly shows, at the requests of your Playground Commissioners, were for the benefit of the citizens and members of the North Saugus Improvement Association. The entire cost of these shows was borne by the Federal Government.

your Playground Commissioners to the officials of this Federal Unit. A project was accepted for the developing of the Anna Parker Playground. Fifteen young men were employed on this project. A great deal of work has been accomplished by them, a skating rink has been completed that has been termed one of the finest in the country. The actual cost to the Town was very small. We appreciate the work that was done by other individuals who were interested in the completion of this skating rink. Work will continue on this playspot until it becomes an asset to the community.


ALL PLAYGROUNDS


Work on all playgrounds is going along at a fair pace. With the help of the Federal Government this work can be speeded up considerably. Buildings have been erected on the Stack- pole, Anna Parker and Frederick L. Stocker Playgrounds. Permanent equipment has been installed at the Bristow Street and Stocker Playgrounds. Much progress has been made on our central playground, Stackpole Field. All Town departments have been generous in their co-oper- ation with us. We extend to them and to all those who helped us in this work, our sincere thanks. We most highly ap- preciate the co-operation that was given the Playground Commissioners by his Excellency, Governor Charles F. Hur- ley, while he was our State Treasurer.

Report of the Harbor Master


To the Honorable Board of Selectmen:


GENTLEMEN :- I wish to submit the third annual report of the Harbor Master for the year ending December 31, 1936.


Yachts and motor boats given assistance in distress and towed to a safe anchorage, six (6) ; removed from mid- channel, fifteen (15) ; unregistered boats reported missing, four (4) ; unregistered boats recovered and returned to own- ers, two (2) ; duly registered boats given an anchorage, thirty- six (36). Two thousand (2000) miles were covered by motor boat for regular and patrol work.


Fines amounting to two hundred (200) dollars were placed upon the owners for motor boat violations by the Federal Government. There is one case of dumping into tide water filed with the Attorney General. This case is three years old, and has never been heard. The Public Works Department of Massachusetts, the Saugus Boards of Selectmen, Health and Planning have given their cooperation in the matter. A positive disposition of the case will be asked for.


A request to the Boston and Maine Railroad to improve their drawbridge service by longer hours during the summer months was refused. The War Department will be asked to hold a hearing on this and other bridges.


A W.P.A. project for removing obstructions from the Saugus and Pines Rivers has been approved and all funds appropriated, this project will start when the men can be placed within the quota. This work is necessary and has the recommendation of the War Department and Public Works of the Commonwealth.


To care for the ever increasing number of taxable boats on Saugus waters two projects must be undertaken soon. First, traffic must have a clear way to and from the sea, which means constant drawbridge service. Second, an anchorage

for about five hundred boats. At present there is no water to accommodate many more than the three hundred already anchored in the river, which means dredging a channel or basin from Fox Hill Bridge toward East Saugus Bridge.


As no appropriation has been made for this department all expenses and bills have been paid by the harbor master.


In conclusion I wish to thank the Honorable Board of Se- lectmen and all others who by their cooperation aided me during the past year.

THE TREASURER'S CASH ACCOUNT


The cash on hand December 31, 1936, was verified by me by actual count, and the cash in the bank was verified by recon- ciliation of the outstanding checks with the book and bank statements, and was further verified by letters received from the banks certifying to the amount to the credit of the town of Saugus at the close of the business, December 31, 1936.


TRUST FUNDS


I have compared the savings bank books in the hands of the Treasurer with the amount called for in the Perpetual Care Fund account as being on deposit December 31, 1936, and the books and the amounts agree.


The George Melvin Wilson Library Fund and the Benjamin Johnson Library Fund accounts were verified by examining the Bonds in the hands of the Treasurer, which are registered bonds, also the savings bank book.


The War Bonus Fund was verified by examining the savings bank book and the book and amount agree.
