ANNUAL TOWN MEETING


February 12, 1936.


The meeting was called to order by the Moderator, Hon. Frank P. Bennett, Jr. at 8 P. M.


The salute to the flag was given.


All Town Meeting Members and citizens stood for one min- ute in silent tribute to Abraham Lincoln.


By unanimous consent the reading of the warrant was waived.


All Town Meeting Members present, not previously sworn, were qualified.


By unanimous consent of the meeting Articles 23-25-32-37 were referred to the Board of Selectmen and the Town Coun- sel to investigate their validity and to report at an adjourned session of this Annual Meeting.


ARTICLE 1.


The Finance Committee filed their report subject to the ac- tion of the meeting.


Report of the Finance Committee to the


Representative Town Meeting and Citizens of The Town of Saugus


To the Citizens of Saugus:


The Finance Committee herewith submits its report on the 1936 Budget.


We point out that this year, as was true last year, all ap- propriations made at the Annual Town Meeting should be considered as being the complete amounts to be available for the current year. This is due to the change in date of the declaration of the tax rate making future direct appropria- tions impossible after that time.


It will be again necessary this year that the State Emer- gency Finance Board review budget appropriations made, with the possibility of their further action.

We are faced this year with requests in the combined Gen- eral and Special Budgets of $815,966.99. The Committee has endeavored to eliminate every item of unnecessary expendi- ture, recommending a total including both General and Special Budgets of $695,087.11 of which $645,595.59 is for the General Budget and $49,491.52 is for the Special Articles.


In order to save the time of the Limited Town Meeting as well as to inform non Town Meeting Members, we have out- lined below the reasons for action we have taken.


Reasons for Changes in The General Budget


Item 6. Treasurer's Department-The reason for the in- crease in this department is due to the volume of work having doubled in the last five years, necessitating additional clerical hire.


Item 7. Tax Collector's Department-Automatic salary in- crease for one clerk.


Item 8. Tax Title Expense-The appropriation in 1935 was $6,500. Spent in 1935, $3,904.51. Estimated for 1936, $4,500.00.


Item 9. Assessors' Department-Increase due to additional clerical hire and printing.


Item 10. Election and Registration-Increase is due to there being four elections including the National Election compared with one election last year.


Item 14. Town Hall Account-This is due to necessary as- sistant janitor service.


Item 15. Public Works Department - Superintendent's salary to be $3000.00, he to supply his own automobile. In- crease also due to additional clerical hire and to light and fuel for new quarters.


Item 18. Engineering Department-Increase due to raising the salary of the Assistant Engineer after six years of em- ployment with the Town.


Item 19. Police Department-The reason for the decrease in this Department is due to the fact that new motor equip- ment was included in last year's budget.

Item 22. Firemen's Salaries-This includes all salaries for the present permanent personnel of the Department.


Item 23. Fire and Police Station Account-This is a new budget created to care for the needs of this building as fol- lows: Janitor, $1040.00; Heat and Light, $1060.00.


Item 24. Superintendent of Fire Alarms-This increase is due to the necessity of purchasing a light truck.


Item 25. Fire Department Expenses-This includes an es- timate of $1900.00 for the purchase of one Hose Wagon and $1100.00 for 1000 feet of hose.


Item 32. Schools-Comparatively small increase was due to automatic salary increases, less savings in operating costs.


Item 33. Schoolhouse Repairs-The following repairs are imperative: Replacing water pipe at Oaklandvale School, $150.00; completing toilet renovation job at Roby School, $1700.00; entirely new toilets at Old Roby School, $2600.00; new grates and boiler repairs at the Sweetser School, $213.00; gutter repairs at the Roby School, $250.00.


Members of the Finance Committee have inspected the large toilet renovation jobs mentioned above and they should be done.


Item 34. Public Library-The circulation at the Saugus Centre Public Library is 70,000 and at the Cliftondale Branch is 40,000. The increase for books and rebindings has been held to almost nothing for the past four years.


Item 35. Board of Welfare-Spent last year, $62,320.38.


Item 36. Infirmary Department-Spent last year, $4010.84. The increase is due to purchase of a truck to replace a 1928 Ford Truck which is now worn out.


Item 37. State Aid-Spent last year, $2867.00. More ser- vice men may be moved onto this basis in 1936, which results in reimbursement to the Town. (See reduction under Soldiers' Relief.)


Item 38. Soldiers' Relief-Soldiers' Relief spent last year, $22,599.61. (See comment under Item 37.)

Items 40, 40A and 40B. Highways, Fences and Bridges- Spent in 1935, $19,587.07. Recommendation is for $19,000.00 and $2000.00 for Asphalt and Pea Stone for surface treatment of roads (material only). The Committee also recommends $2000.00 for the rebuilding of the Elm Street Bridge which is in an extremely dangerous condition.


Item 42. Street Lighting-Spent last year, $13,262.49 with an unpaid bill of $2,000.00. Recommended this year for regu- lar Town lighting, $13,500.00 for traffic lights and lighting of the Salem Turnpike, $985.00. Under the State Statutes we must contribute to the lighting of the Salem Turnpike which costs us $585.00.


Item 44. Water Maintenance Department-The Town Meeting appropriated last year, $15,250.00 and it was neces- sary to transfer late in the year the sum of $2750.00. The Committee recommends that the Department live within its appropriation this year, which includes the purchase of one new light truck.


Item 47. Cemetery Department-This increase of $500.00 over the 1935 Budget is to provide for a wash room and lava- tory and for electric lights and other equipment.


Item 50. Health Department-The amount recommended is about the same as last year's expenditures plus the unpaid bills for Tubercular Patients.


Reasons for Recommendations on Special Articles


ARTICLE 4. Recommended. This is the usual appropriation.


ART. 5. Not recommended. The Committee sympathizes with the desire of the Health Department to have a Public Nurse. We have no doubt that it might tend to help, especial- ly in the matter of Tubercular Patients, but we cannot see our way clear to recommend the addition of another permanent employee at this time.


ART. 6. This drainage is badly needed for the benefit of the children attending the Ballard School.


ART. 7. Not recommended. The Committee would like to see this street completed but inasmuch as it is already paralled by a metropolitan highway, we cannot afford it this year.

ART. 8. Not recommended. The sum of $1000 was appro- priated for this purpose last fall which carries over to this year. The State and the County have contributed $3000.00 which makes a total of $4000.00. The Committee suggests that the work be advanced as far as possible with this $4000.


ART. 9. The Committee recommends $20,000.00 to be raised by bond issue for a period of not less than ten years. We are informed that this water main will double the volume of water delivered into the Town of Saugus and will eliminate low pressure at times of greatest consumption. It also will take the greatest part of the load off the standpipe, leaving it for emergency use. Because of more uniform pressure it will result in less breakage of pipes. The Committee feels that this is a permanent improvement benefiting the entire Town, hence the recommendation for a bond issue, in order not to unduly increase the tax rate this year. The amount recom- mended is for material, the labor to be furnished under Fed- eral WPA. About $1600.00 worth of smaller pipe will be salvaged when and if this larger pipe is laid.


ART. 10. Not recommended. Too expensive a project for this year.


ART. 11. Not recommended. Too expensive a project for this year.


ART. 12. The Committee recommends reference to the Board of Selectmen, with the recommendation that this be done.


ART. 13. Not recommended. The Committee feels that if the new water pipe project under Article 9 is voted by the Town that this project will be acted upon next year.


ART. 18. The Committee recommends reference to the Board of Selectmen, and that this be done as a WPA project.


ART. 20. Not recommended. The Committee feels that if a committee is appointed under Article 19 that they will have no difficulty in obtaining plans and specifications from inter- ested architects without charge.


ART. 21. Recommended. This is as usual and is necessary under the State Statutes.

ART. 22. Recommended. The Committee feels that High School Athletics have not had the financial support in the Town that it should have had. It is estimated that this will increase the revenue of the Athletic Association sufficiently to support the teams and show a profit, thus relieving the School Budget.


ART. 23. Not recommended. After careful consideration of this case the Committee does not feel that the Town should establish such a precedent. The Town did supply counsel in this case.


ART. 24. Recommend $100.00. The Committee understands that this water connection will serve nine (9) families. Even though the pipe be not laid at this time, the Town should obtain the easement.


ART. 25. Recommend $600.00. This sum is to pay for an eye operation of one of the firemen injured in the explosion in the Town Garage July 29, 1935.


ART. 26. The Committee recommends this Article, under- standing that the subject matter of the contract amounts to merely an option to the Town to enter the Lynn sewerage system at any time within the next seven (7) years. The option itself will cost the Town nothing.


ART. 27. Not recommended. The Committee hesitates to recommend establishing such a precedent.


ART. 28. The Committee recommends $20,000.00. The sum of $12,000.00 was carried over from last year's appropriation from WPA projects. This added to the above sum makes $32,000.00 for WPA projects this year. In addition the Com- mittee has recommended under Article 9 as a WPA project in the amount of $20,000.00 through a bond issue. These sums amounting to $52,000.00. Your Committee figures that on a one-sixth contribution basis it will provide for WPA labor contributions from the Federal Government amounting to $212,000.00. It can hardly be hoped that more than this sum can be expected from the Federal Government in 1936.


ART. 29. Recommend $100.00, provided that all the abbut- ters sign off, the Committee feels that this easement should be obtained at this time.

ART. 30. Recommend $5500.00. The Town voted to take this land for Cemetery purposes last year. Approval was witheld by the State Emergency Finance Board. Conditions are even more imperative that the land be taken this year as the present facilities of the cemetery are nearly exhausted, there being but twelve lots available.


ART. 32. Recommend $175.00 Last year the Town voted to obtain authority from the Legislature for this reimburse- ment. This is the appropriation itself.


ART. 35. Recommend a total of $12,424.31. Slightly more than enough to pay these bills in full reverted from 1935 ap- propriations from various of the departments involved.


ART. 36. Recommend $20.80. This is an old bill for repairs to the Veterans of Foreign War's Building which in our opin- ion should be paid.


ART. 37. Recommend $246.41. The money for these tools was obtained by the Town from the Insurance Companies and your Committee is seeking a way to reimburse the men.


ART. 38. Recommended.


ART. 39. Due to the fact that the full information regard- ing this project is not available at this time the Committee will make a recommendation at the Annual Town Meeting.
