GREETINGS :
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town Elections and Town affairs to assemble in the Town Hall, on Monday Eve- ning, May 25, Nineteen hundred and Thirty-six, at Eight O'Clock, to hear and act on the following articles. viz :
ARTICLE 1. To hear and act on reports of Committees.
ART. 2. To see if the Town will vote to accept the layout of a town way on Greenwood Avenue in accordance with a report of Selectmen and plan filed in the office of the Town Clerk; or to see what action the Town will take in the matter.
ART. 3. To see if the Town will vote to accept the layout of a town way on Henry Street in accordance with a report of Selectmen and plan filed in the office of the Town Clerk ; or to see what action the Town will take in the matter.
ART. 4. To see if the Town will vote to accept the layout of a town way on Church Street in accordance with a report of Selectmen and plan filed in the office of the Town Clerk; or to see what action the Town will take in the matter.
ART. 5. To see if the Town will vote to accept the layout of a town way on Wakefield Avenue in accordance with a report of Selectmen and plan filed in the office of the Town Clerk ; or to see what action the Town will take in the matter.

ART. 11. To see if the Town will vote to accept the layout of a town way on Bailey Avenue in accordance with a report of Selectmen and plan filed in the office of the Town Clerk; or to see what action the Town will take in the matter.
ART. 12. To see if the Town will vote to accept the layout of a town way on Grove Street in accordance with a report of Selectmen and plan filed in the office of the Town Clerk; or to see what action the Town will take in the matter.
ART. 13. To see if the Town will vote to accept the layout of a town way on Johnson Road in accordance with a report of Selectmen and plan filed in the office of the Town Clerk; or to see what action the Town will take in the matter.
ART. 14. To see if the Town will appropriate the sum of $1,500 for the Public Library, said sum to be transferred from the temporary loan interest, or any other available account, or to see what action the Town will take in the mater, agree- able to the petition of Francis W. Claflin and others.
ART. 15. To see if the Town will appropriate the sum of $1,015.00 for Health Department unpaid bills of 1935 and prior years, said sum to be raised by transfers from unex- pended balances or from the 1936 tax levy, or to see what action the Town will take in the matter, agreeable to the pe- tition of the Board of Health.
ART. 16. To see if the Town will vote to amend the Zoning By-Laws, by inserting therein a new section following Section 17 to be known as Section 17-a as follows:

Section 17-A. The removal for sale of sod, loam, sand, gravel or stone from single or general residence districts shall be deemed non-conforming use of premises. Such uses shall be permitted only after special permission of the Selectmen, as provided in Section 17, and under such conditions the Se- lectmen shall impose. The Selectmen shall grant no such permit as would, in their opinion, adversely affect the scheme of growth laid down in the Zoning By-Laws or elsewhere, or the economic status of the Town, or tend to impair the beauty of the town or of the district most immediately affected, or develop health or other hazards. Conditions deemed by the Selectmen as tending to protect the Town and the district, shall be imposed where needed and made a part of the permit ; or to see what action the Town will take in the matter, agree- able to the petition of the Planning Board.
ART. 17. To see if the Town will authorize the Selectmen to sell the buildings on Winter Street, in Riverside Cemetery, formerly the Monteith property, to be removed before August 1, 1936, or to see what action the Town will take in the mat- ter, agreeable to the petition of the Board of Cemetery Com- missioners.
ART. 18. To see if the Town will vote to authorize the treasurer, with the approval of the Selectmen, to borrow under authority of and in accordance with Chapter 80 of the acts of 1936 for the purpose of providing funds to meet the Town's share of the cost of constructing granite curbing's and cement sidewalks as WPA, or any other Federal Emer- gency Unemployment Relief projects, or to take any action relative thereto, agreeable to the petition of C. F. Nelson Pratt and others.
ART. 19. To see if the Town will authorize the Selectmen to designate the streets and ways on which granite curbings or cement sidewalks shall be constructed with the funds pro- vided by Article 17 of this warrant, and authorize and in- struct said Board to assess a portion of the cost of said curbings and sidewalks on the abutting estates, in accordance with the provisions of Chapter 80 and 83 of the General Laws, agreeable to the petition of C. F. Nelson Pratt and others.
ART. 20. To see if the Town will vote to raise and ap-

propriate by transfer or otherwise, funds to meet the pension needs of Frank W. Joy between May 11 and the end of the current year, agreeable to the petition of the Board of Se- lectmen.
ART. 21. To see if the Town will vote to authorize a bond issue of 20 years' duration for the sum of $25,000 to be ex- pended in repairing our poor streets and to give employment to our unemployed, or to see what action the town will take in the matter, agreeable to the petition of the Board of Se- lectmen.
ART. 22. To see if the Town will vote to raise and ap- propriate a sum of money for the purpose of laying out and constructing a system of main drains and common sewers and a force main for discharging the Town's sewage into the outfall sewer of the City of Lynn, for acquiring land or ease- ments and for paying an entrance fee to the City of Lynn as provided by an "Agreement between the Town of Saugus and the City of Lynn Regarding Discharge of Saugus Sewage into Lynn Outfall Sewer," dated December 31, 1935, all in accordance with the provisions of Chapter 350 of the Acts of 1929 as amended by Chapter 259 of the Acts of 1933 and Chapter 259 of the Acts of 1929 as amended by Chapter 71 of the Acts of 1933, said appropriation to be used by itself or in conjunction with any funds which the Federal Govern- ment may make available for the project, or to take any ac- tion relative thereto, agreeable to the petition of the Board of Selectmen.
ART. 23. To see if the Town will vote to raise and ap- propriate a sum of money to be spent under the direction of the Sewer Committee, for the purpose of preparing an appli- cation or applications for funds, from the Federal Govern- ment and the supporting data and plans for such applications and for doing all other work necessary to obtain funds from the Federal Government, said applications to relate to the construction of a part or all of a system of sewers, including the construction of a force main for discharging the Town's sewage into the outfall sewer of the City of Lynn and the pay- ment of an Entrance Fee to the City of Lynn as provided by an "Agreement between the Town of Saugus and the City of Lynn Regarding Discharge of Saugus Sewage into Lynn Out-

fall Sewer," or to take any action relative thereto, agreeable to the petition of the Board of Selectmen.
ART. 24. To see if the Town will vote to raise and ap- propriate a sum of money, to be spent under the direction of the Sewer Committee, for any or all of the following pur- poses-(1) negotiating for the acquisition of a right-of-way for constructing, operating, maintaining and repairing a main sewer or force main to be built in Lynn along the right-of-way of the Boston & Maine Railroad and across private property and (2) preparing plans and specifications and securing nec- essary approvals for constructing a main sewer or a force main for discharging the Town's sewage into the outfall sewer of the City of Lynn as provided for by an "Agreement be- tween the Town of Saugus and the City of Lynn Regarding Discharge of Saugus Sewage into Lynn Outfall Sewer," or to take any action relative thereto, agreeable to the petition of the Board of Selectmen.
ART. 25. To see if the Town will vote to transfer the sum of $2,000.00 from Temporary Loan Interest, the same to be expended in conjunction with $2,000.00 from the State of Massachusetts for maintenance work on roads constructed in accordance with the provisions of Chapter 90, General Laws, or to see what action the Town will take in the matter, agreeable to the petition of C. F. Nelson Pratt and others.
And you are hereby directed to serve this Warrant by posting attested copies thereof at the usual places seven days at least before the time of holding said meeting.
Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting.

The rate of interest on the renewal notes is to be one percent (1%) payable at maturity.

At a meeting of the Emergency Finance Board of the Com- monwealth, held on the 29th day of May, 1936, a majority of said Board being present, the following vote was unani- mously passed :
VOTED: To approve the borrowing by the Treasurer of the Town of Saugus of the sum of Fifty Two Thousand Dollars ($52,000.00) from the Commonwealth of Massa- chusetts under authority of Chapter 49 of the Acts of 1933, as most recently amended by Chapter 281 of the Acts of 1936. The proceeds of said loan are to be used Forty Two Thousand Dollars ($42,000.00) for the Pay- ment of 1935 Revenue Loans, and Ten Thousand Dollars ($10,000.00) to meet appropriations made for current maintenance expenses and by the Assessors in fixing the tax rate of the current year, in addition to the Thirty Thousand Dollars ($30,000.00) authorized for their use on May 20th, 1936. The notes to be given the Common- wealth for this money are to bear interest at one percent (1%) payable at maturity.

The meeting was called to order at the Town Hall at 8:00 P. M. by the Moderator, Honorable Frank P. Bennett, Jr.
It was voted to adjourn and convene again at the High School at 8:20 P. M. this date.
