Approval of the application for the much-needed crosswind runway, is anticipated in 1965 by State and Federal aviation agencies and construction should com- mence in late 1965 or early 1966.
Many improvements to the building and premises have been accomplished resulting in grade of excellent on the recent State and Federal aeronautics inspection.
The Airport Commission is very pleased and en- thused with progress made at the airport facility.

Town of Plymouth Report of Advisory and Finance Committee on the Articles in the Town Warrant
March 28, 1964
This year, the Town of Plymouth is definitely faced with an increase in the tax rate. How much of an in- crease depends upon the vote of the Town Meeting Mem- bers. The purpose of this report is not to make excuses for the increase in the tax rate, but rather to show the causes.
New State legislation which allows property owners over seventy years of age an exemption of up to $4,000 in the total value of their taxable property, plus the taxes lost on Urban Renewal property will result in an estimated minimum increase of $3.00 and an estimated maximum increase of $5.00 in the tax rate.
The budget items for General Government (depart- mental budgets) will cost approximately $3,270,996.28, which with credits deducted will leave a balance of $2,044,360.82 and represent $48.68 in the tax rate. Certain articles in the Town Warrant have been approved and if voted by Town Meeting Members will cost $1,127,664.98 and account for $26.82 in the tax rate. Any articles in the Warrant not voted "Favorable Action" by the Advis- ory and Finance Committee but which are voted favor- ably by Town Meeting Members from the floor will in- crease the tax rate proportionately.
As in the past, the obligation and duty of this Com- mittee are to advise the Town Meeting Members on all articles in the Town Warrant. If the Town Meeting Members follow the advice and recommendations of this Committee the increase in the tax rate will be kept at

a minimum consistent with the needs of the Town. If they do not accept the advice of this Committee the tax rate of the Town could well exceed $82.40.

REPORT OF THE BOARD OF RETIREMENT
To the Citizens of the Town of Plymouth:
The Board of Retirement presents herewith its twenty-eighth report covering the activities of the Con- tributory Retirement System for the year 1964.
Chapter 738 of the Acts of 1964 amends Chapter 32, Section 4(2) (b) with regard to creditable service for reserve police officers and call firefighters.
Chapter 486 of the Acts of 1964 is an act increasing the pensions of certain former employees, who, in most cases, have not been eligible for previous increases voted under other special acts. If accepted in 1965, it will increase the pensions of only four present pensioners, three of whom have never had an increase since they retired.
With the loss of three non-contributory pensioners during 1964, there were, as of December 31, 1964, four- teen non-contributory pensioners and one beneficiary re- ceiving retirement allowances from the Town.
