ARTICLE 8. To take such action as the Town shall see fit in aid of the Plymouth Public Library, including the Loring Branch Library.

The Meeting was called to order by the Moderator at 7:30 o'clock P.M.
The number of Town Meeting Members present was 174, as per records of checkers, Robert Marvelli and Arsene Stras- sel 2nd; the Moderator declared a quorum present.
ARTICLE 24. To see if the Town will vote to author- ize the Selectmen to construct a highway garage on town- owned land and make an appropriation therefor, or take any action relative thereto.
Recommendation to be made at town meeting.
Mr. Barnes moved that the Town authorize the Modera- tor to appoint a committee of five by May 1, 1964, to investi- gate the feasibility of constructing a municipal garage to house the vehicles of the various departments of the Town, this committee to bring its recommendations to the Town Clerk and to the Board of Selectmen by September 1, 1964 for action at the next special or annual Town Meeting, and to raise and appropriate $100 for expenses.
Mr. James Frazier moved to amend Mr. Barnes' motion by the following: To appropriate $24,000 for construction of Highway or Municipal Garage on Billington Street, but the motion to amend was lost.

ARTICLE 25. To see if the Town will vote to author- ize the Selectmen to acquire by purchase or take by eminent domain, an easement for drainage purposes on land of Ella S. Donovan, on the northeasterly side of Sandwich Street, and make an appropriation for acquisition of land and ex- penses of acquiring titles.
The Committee recommends favorable action and an appro- priation of $100 for acquisition of land and expenses of ac- quiring titles.
Mr. Barnes moved that the Town authorize the Select- men to acquire by purchase or take by eminent domain, an easement for drainage purposes on land of Ella S. Donovan, on the northeasterly side of Sandwich Street, as shown on a plan entitled "Town of Plymouth, Plan of Road in the Town of Plymouth for Drainage Purposes Taken by the Town of Plymouth, December 18, 1963, Scale: 1 inch-40 feet. Frank W. Vincent, Engineer" and raise and appropriate the sum of $100 for acquisition of easement and expenses of acquiring titles.
Mr. Philip Tinti moved to amend the motion of Mr. Barnes by substituting the following: That the Town vote to purchase from Ella J. Donovan, a drainage easement 125 feet by 100 feet over her land on Sandwich Road, for the sum of $2,000, such drainage to be accomplished by means of an underground system, so designed as to cause no surface accumulation of water under normal rainfall," this easement being lot or area described in original motion of Mr. Barnes. Voting by a show of hands, 73 in the affirmative, 73 in the negative, being a tie vote.
Mr. Withington moved to reconsider this vote, and it was so voted.
Motion to have a ballot vote on reconsideration was lost.

To see if the Town will vote to authorize the Moderator to appoint a committee to study the feasibil- ity of extending the Town's sewer system in Sandwich Street, from the Jordan Hospital south to and including Cliff Street and make an appropriation for engineering ex- penses; said committee to report back to the town at the next annual town meeting.

To see if the Town will vote to accept thirty-seven cemetery perpetual care funds and four addi- tions to funds, amounting to $7,580 received and deposited in the Plymouth Federal Savings and Loan Association and the Plymouth Savings Bank in the year 1963, in accordance with the usual votes of the Cemetery Commissioners and Selectmen.

Northeasterly by the Southwesterly line of a Way 12 feet wide and by land now or formerly of the Plymouth County Electric Company, 103.12 feet;
Southeasterly 55.27 feet and Northeasterly 47.02 feet by said land now or formerly of the Plymouth County Electric Company;
Southeasterly by land now or formerly of the Town of Plymouth, 56.05 feet;
Southwesterly by said Town of Plymouth land and by land now or formerly of Sarah Brewster, 83.15 feet;
Northwesterly by land of Mellen Leavitt et ux being Lot No. 1 on a plan numbered 21379B filed with Certificate of Title No. 14187, 56.37 feet; and
Southwesterly by said Lot No. 1 on said plan No. 21379B, 85.36 feet.

All of said boundaries are determined by the Court to be located as shown on a plan drawn by Delano & Keith, Sur- veyors, dated July 8, 1948, as modified and approved by the Court filed in the Land Registration Office, a copy of a portion of which is filed with the original certificate of title issued on this decree.

ARTICLE 39. To see if the Town will vote to author- ize the Board of Selectmen to transfer the care, custody, management and control of the old Manomet Elementary School Building and lot located on Brook Road, Manomet, to the Plymouth Park Department for playground purposes; said lot being Lot 13, Plat 45 as shown on the Assessors' plans, and make an appropriation therefor.
The Committee recommends favorable action and an appro- priation of $250.
