ARTICLE 37. To see if the Town will vote to authorize the Water Commissioners to lay an eight-inch (8") water main in Carver Road from Federal Furnace Road to Route 44 for a distance of 3,000 feet approximately and make an appropriation of $19,000. therefor.

Mr. Peter Billey moved that the Town authorize the Water Commissioners to lay an eight-inch (8") water main in Carver Road, beginning at the intersection of Carver Road and Federal Furnace Road, thence westerly to Route 44 for a distance of approximately 3,000 feet, and make an appropriation of $19,000 therefor, and to meet this appro- priation by appropriating from Free Cash in the Town Treas- ury $9,000 and to authorize the Town Treasurer, with the approval of the Selectmen, to borrow $10,000 in accordance with the provisions of Chapter 44 of the General Laws, as amended.


Voting by a show of hands, 92 in the affirmative, 31 in the negative, being a two-thirds vote, the motion was car- ried.


ARTICLE 38. To see if the Town will vote to authorize the Water Commissioners to purchase a half-ton pick up

The Meeting was called to order by the Moderator at 7:30 o'clock P.M. The number of Town Meeting Members present was 164, as per records of checkers, Robert Mar- velli and Arsene Strassel, 2nd. The Moderator declared a quorum present.


ARTICLE 40. For water service for Manomet Beach Boulevard by the Town of Plymouth. With town water mains having been recently installed on the main road passing this

development, we feel this service should be made available to this area. By petition: Lucien J. Rheaume, et al Manomet Beach Boulevard water construction -- Disapproved.


Mr. Benjamin Brewster moved that the Town direct the Moderator to appoint a committee of five consisting of one member from the Water Commission, one member from the legal profession, one member from the Accounting pro- fession and two members from the area served by the Aqua Corporation to investigate the service provided by said corporation and to determine what action must be taken to permit the Town to furnish the inhabitants of the Colony Beach area and Manomet Beach Shores area with Town Water and to report their findings to the Town at the next annual Town Meeting. The motion was carried.


ARTICLE 41. To see if the Town will vote to raise and appropriate a sum of money to purchase and equip 4 cars for the Police Department, and trade in three 1964 and one 1963 Ford cruiser ambulances.


Replace 4 Police cars - Approved $7,063.60.


Voted: That the Town raise and appropriate the sum of $7,063.60 to purchase and equip four (4) automobiles for the Police Department and trade in three (3) 1964 and one (1) 1963 Ford cruiser ambulances now in use; said appropria- tion to be expended under the direction of the Commission of Public Safety.


ARTICLE 42. To see if the Town will vote to raise and appropriate $6,000, to purchase a new engine for Ladder No. 2 of the Fire Department.

ARTICLE 43. To see if the Town will vote to raise and appropriate $1,225, to purchase and equip a boat, trailer and

motor for the Fire Department and trade in one Johnson motor.

ARTICLE 44. To see if the Town will vote to accept Section 57D of Chapter 48 of the General Laws, "An Act Providing Fire Fighters in Certain Cities and Towns an Addi- tional Day's Pay or Day Off When They are Required to Work on Certain Legal Holidays."

ARTICLE 46. To see if the Town will vote to amend the Plumbing By-Laws on any or all of the items presently filed in the Office of the Commissioners of Public Safety.

The minimum distance between a water supply well and a septic tank, cesspool, or other disposal area shall be fifty feet. The distance shall be increased when required by the Administrative Authority, when conditions warrant, for the protection of potable water supply.

By striking out the last two sentences under Article 5a and inserting the following: Cast iron pipe shall be Extra Heavy and in establishments where fixtures receive corrosive liquids, the waste and vent pipes, traps, and fittings serving these fixtures, shall be of approved acid resisting materials made for the purpose. So-called acid resisting hub and spigot cast-metal pipe, having the same dimensions as extra heavy cast iron hub and spigot pipe, shall be used for such purposes. Vent pipes shall be of a like material to a point not less than 5 feet above the highest fixture, and galvanized iron pipe shall not be used in any part of the vent system for said fixtures.

To amend Article 12a by inserting after the last sentence the following: Copper piping for general plumbing pur- poses shall be Type K or L, with underground piping Type K, and installed so that identification markings by the manufacturer can be readily observed at time of inspec- tion.


Plastic piping shall be rated and marked by the manu- facturer for a minimum of 100 1b. working pressure, bear- ing the manufacturer's name or registered trade mark, the Seal of Approval of the National Sanitation Foundation Testing Laboratory (NSF), or other approved testing lab- oratories acceptable to the Public Safety Commission. Plas- tic pipe carrying water under pressure from a cold water supply tank or public water supply shall not be used inside the building, but shall terminate at a point not less than 10' from the foundation line, unless deviation is allowed by the Plumbing Inspector (when conditions permit). Plastic fittings shall also bear the pertinent information required for piping and shall be subject to the approval of the Plumbing Inspector, or if a public water supply may be approved by the Water Department. Only water should be used to lubricate the pipe and fittings which are to be joined. The use of pipe dope, oil, detergents, or other chemicals is prohibited.


Plastic piping shall be snaked in the bottom of the trench to allow for expansion and contraction of 1" per 100' of pipe for each 10ºF change in Temperature.

To strike out Articles 17c, d, and e and insert the fol- lowing under Article 17c "gas water heater installations in addition to compliance with these By-Laws shall also conform to Massachusetts Code for Installation of Gas Ap- pliances and Gas Piping established under Acts and Re- solves of 1960 Chapter 737, as amended."

ARTICLE 48. To see if the Town will vote to raise and appropriate $14,335, for the purchase of an addressograph printer and graphotype for the use of the departments of the Town Clerk-Treasurer; Board of Public Welfare and the Assessors; said machine to be under the jurisdiction of the Assessors' Department.

ARTICLE 49. To see if the Town will vote to appropri- ate from the Sale of Cemetery Lots and Graves Fund $3,000, to be expended by the Board of Cemetery Commissioners for the embellishment and improvement of the cemeteries.


Cemetery Improvements - Approved.


Voted: That the Town appropriate from the Sale of Cemetery Lots and Graves Fund, the sum of $3,000, for the embellishment and improvement of the cemeteries; said appropriation to be expended under the direction of the Cemetery Commissioners.


ARTICLE 50. To see if the Town will vote to accept twenty-two cemetery perpetual care funds amounting to $7,125, received and deposited in the Plymouth Federal Sav- ings and Loan Association, and eighteen cemetery perpetual care funds amounting to $4,850, received and deposited in the Plymouth Savings Bank, all deposited in the year 1964 in accordance with the usual votes of the Cemetery Commis- sioners and Selectmen and listed as "New Funds" in the town port.


Acceptance of cemetery perpetual care funds - Approved.


Voted: That the Town accept twenty-two cemetery per- petual care funds amounting to $7,125, received and deposit- ed in the Plymouth Federal Savings and Loan Association, and eighteen cemetery perpetual care funds amounting to $4,850, received and deposited in the Plymouth Savings Bank, all deposited in the year 1964 in accordance with the usual votes of the Cemetery Commissioners and Selectmen and listed as "New Funds" in the Town report.


ARTICLE 51. To see if the Town will vote to raise and appropriate a sum of money for land and structural im- provements at Avery Memorial Field, (Nook Farm Field) for the purpose of establishing a baseball field of the Little

League type, or take any other action relative thereto, said appropriation to be expended under the direction of the Park Department.

Voted: That the Town raise and appropriate the sum of $4,115, for land and structural improvements at Avery Memorial Field (Nook Farm Field) for the purpose of estab- lishing a baseball field of the Little League type; said appro- priation to be expended under the direction of the Park Department.


ARTICLE 52. To see if the Town will vote to raise and appropriate a sum of money for the purpose of constructing a public sanitary at the Avery Memorial Field (Nook Farm Field) said appropriation to be expended under the direction of the Park Department.

ARTICLE 53. To see if the Town will vote to raise and appropriate or transfer from available funds in the town treasury a sum of money for making improvements to the town-owned land and building at the Brook Road play- ground, so-called in Manomet, or take any other action rela- tive thereto; said appropriation to be expended under the direction of the Park Department.

ARTICLE 54. To see if the Town will vote to raise and appropriate $6,500, for an independent survey as to existence and extent of pollution in Plymouth Harbor, to be expended under the direction of the Board of Selectmen.
