Annual Town Meeting, March 27, 1965
The Meeting was called to order by the Moderator, Reu- bin M. Winokur at 2:10 o'clock P.M., being held in the Auditorium of the Plymouth-Carver Regional District School for the first time. Singing of the National Anthem and a salute to the flag was followed by an introduction by Dr. Samuel K. Stewart, Chairman of the Regional School Committee.
The invocation was given by Rabbi Edward Ellenbogen.
The number of Town Meeting Members present March 27th was 170, as reported by records of the checkers, Robert Marvelli and Arsene Strassel, 2nd. The Moderator declared a quorum present.
The Town Meeting Members were sworn to the faithful performance of their duties by the Town Clerk, Andrew J. Collas.
ARTICLE 2. To see if the Town will vote to authorize the broadcasting of the 1965 Town Meeting and appropriate $400 for the expenses thereof, provided that the Town re- ceives from the broadcasting facilities a tape recording of the entire proceedings of the meeting so broadcast.
Broadcast Town Meeting -- Approved.
Voted: That the Town authorize the broadcasting of the 1965 Town Meeting and raise and appropriate the sum of $400, for the expenses thereof, provided that the Town re- ceives from the broadcasting facilities a tape recording of the entire proceedings of the Meeting so broadcast.
ARTICLE 3. To hear reports of the several boards of officers and committees of the Town and act thereon.

ARTICLE 4. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the rev- enue of the financial year beginning January 1, 1966 and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Temporary borrowing - Approved.

Wage and Salary By-law amendments - Approved.
Classification and Compensation Plans and Personnel By- Laws as shown on Pages 52 through 77 inclusive, of the Advisory and Finance Report.
Mr. Freeman moved that the Town amend the Wage and Salary Classification By-Law by deleting the present By-Law and substituting in place thereof the Classification and Compensation Plans and Personnel By-Law as shown on Pages 54 through 77 inclusive, of the Advisory and Finance Committee Report, retroactive to January 1, 1965 except that the deletions with respect to the Fire Captain performing

duties of Master Mechanic shall not be effective until April 1,1965.
Dr. Hyman Duby moved to amend Article 5 by inserting after Schedule B-1 of the Personnel Board Wage and Sal- ary Classification By-Law, Schedule B-1A as follows:

Monday, March 29, 1965. Dr. Hyman Duby moved that the Town reconsider Article 5. Voting by a show of hands, 100 in the affirmative, 48 in the negative, it was so voted.
Dr. Duby moved that the Town vote by ballot on Article 5. 79 voting in the affirmative, 69 in the negative, not being a two-thirds vote the motion was lost.
Mr. Armstrong moved that Dr. Duby's motion be amended at next Meeting, and the motion was carried.
Tuesday, March 30, 1965. Dr. Duby moved to amend Schedule A of the Personnel Board By-Law under Public Safety Group; Patrolman, delete P-1 and in place thereof, insert PD-1, Police Sergeant, delete P-3 and insert PD-3, and under Supervisory Group, Chief of Police, delete P-5 and insert PD-5. Amendment lost.
Mr. DeCost moved to amend the amendment of Dr. Duby's Schedule B-1A by substituting the following:

Mr. Whipple moved to amend Section 6 (a) of the Classification and Compensation Plan and Personnel By-Law by inserting "at least four months prior to the next regular town meeting and two weeks before a special town meeting."
Mr. George Randall moved to amend the Classification and Compensation Plan and Personnel Board Section 3 (a) by the following: two employees, who do not serve the Town in an elective capacity, to be appointed by the Board of Selectmen; one citizen of the Town, who does not serve the Town in either an appointive or elective capacity."
Both amendments were withdrawn before being put to a vote.
Mr. Freeman's original motion was put before the Meet- ing and was carried.
ARTICLE 6. To see what action the Town will take with regard to fixing the salaries of elected Town officers.
