REPORT OF THE FINANCE COMMITTEE


The Town of Acton is now facing another year of growth; in homes and in population. The Finance Committee is pleased with the direction and the healthy nature of the Town's growth. There are fine new developments and homes and many fine new citizens. This over-all expansion in Acton again requires increased Town services.


In the proposed budget for 1960 attention is called to the following significant increases which face the Town:

Education is very properly the largest item in the Town budget. The New Elementary School is now in full operation. The increased costs of operation of the enlarged School Plant together with very necessary teachers' salary adjustments account for most of the total school budget increase.


Town growth has required and will continue to require more services in this and all other departments. Police and fire protection, inspection and health services, and local government all must keep pace to maintain Acton's high standards to assure its character, attractiveness and stability. In attaining these standards, all departments have given realistic consideration to the expanding demands for services in an effort to provide the best at minimum cost.


The Personnel Board has performed outstandingly in reviewing personnel relationships, job classifications and wage standardization in the several departments of the Town.


In view of the ever increasing demands for services and the benefits to be derived therefrom, the Finance Committee urges very serious consideration be given by the Voters to

Article 9 creating a Town Engineering Department specific- ally aimed at increased efficiency in the handling of highway, drainage, subdivision and other engineering problems.


The Committee recommends the budget as presented and wishes to remind the Voters that the budget and articles voted at the Town Meeting will be the basis for the 1960 tax rate.

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the legal voters of said Town of Acton, qualified to vote at Town Meetings for the trans- action of Town affairs, to meet in their respective precincts, to wit:


Precinct 1 - Town Hall, Acton Center


Precinct 2- Community Universalist Church, South Acton Precinct 3 - Acton Community Center, West Acton


at 12 o'clock noon, Monday, the seventh day of March, 1960 by posting a copy of this warrant, by you attested, at each of the places as directed by vote of the Town, seven days at least before the seventh day of March.


To bring in their votes on one ballot for the following Town officers: Moderator, Town Clerk, Town Treasurer, Town Collector, one Selectman for three years; one Assessor for three years; one member of the Board of Public Welfare for three years; four Constables for one year; one Cemetery Commissioner for three years; two members of the School Committee for three years; one member of the Board of Health for three years; one Trustee of Memorial Library for three years; one member of the Planning Board for five years; and a Tree Warden for one year.


The polls will be open at 12 o'clock noon, and close at 8 o'clock P. M.


You are further requested in the name of the Common- wealth to notify the legal voters of said Town of Acton as aforesaid, to meet at the BLANCHARD AUDITORIUM, in said Acton on


Monday, March 14, 1960 at 7:30 o'clock P. M.

Article 1. To choose all necessary Town Officers and Com- mittees and fix the salaries and compensation of all the elective officers of the Town.


Article 2. To see if the Town will vote to accept the several reports of the Town Officers and Boards, or take any other action relative thereto.


Article 3. To hear and act upon the reports of any Com- mittees chosen at any previous Town Meeting that have not already reported.


Article 4. To see what sums of money the Town will vote to raise and appropriate to defray the necessary expenses of the several departments of the Town and determine how the same shall be raised.

Article 14. To see if the Town will vote to raise and appropriate or appropriate from available funds the sum of $500.00, or any other sum, to install a new fire alarm numbering system, or take any other action relative thereto.


The Finance Committee recommends that $500.00 be raised and appropriated.


Article 15. To see if the Town will vote to raise and appropriate or appropriate from available funds the sum of $6,400.00, or any other sum, to be expended by the Town Building Committee for the purpose of hiring an architect with said architect to be hired for the purpose of making architectural working drawings for a contemplated new fire station to be located at the site of the Old South Acton School so-called, or take any other action relative thereto.


Recommendation will be made later.


Article 16. To see if the Town will vote to raise and appropriate or appropriate from available funds the sum of $1,800.00, or any other sum, to be expended by the Board of Selectmen for the purpose of demolishing or otherwise

Article 8. To see if the Town will vote to raise and appropriate or appropriate from available funds the sum of $400.00, or any other sum, for the purchase of a resuscitator for the Police Department, or take any other action relative thereto.

Article 9. To see if the Town will vote to authorize the Board of Selectmen to establish an Engineering Department for the Town, to be maintained under the supervision of the Board of Selectmen, and that the sum of $5,500.00, or any other sum, be raised and appropriated for the establishment and maintenance of said department for the current year, or take any other action relative thereto.


The Finance Committee recommends that $5,500.00 be raised and appropriated.


Article 10. To see if the Town will vote to raise and appropriate or appropriate from available funds the sum of $7,000.00, or any other sum, for a Stabilization Fund, pur- suant to the provisions of General Laws, Chapter 40, Section 5-B, or take any other action relative thereto.
