I submit herewith my report of an audit of the books and accounts of the town of Acton for the fiscal year 1959, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. William Schwartz, Assistant Director of Accounts.

As directed by you, I have made an audit of the books and accounts of the town of Acton for the fiscal year 1959, and report thereon as follows:


An examination and verification was made of the recorded financial transactions of the town as shown on the books of the departments receiving or disbursing money or committing bills for collection.


The books and accounts of the town accountant were examined and checked. The receipts as recorded were checked with the available depart- mental records and with the treasurer's books, while the paymnts were compared with the selectmen's warrants authorizing the disbursement of town funds and with the treasurer's records.


The ledger accounts were analyzed, the appropriation accounts were checked with the amounts voted by the town as shown by the town

clerk's record of town meetings, the transfers from the reserve fund were compared with the amounts authorized by the finance committee, while other accounts were checked with information in the several depart- ments in which the transactions originated.


The necessary adjusting entries resulting from the audit were made, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town as of December 31, 1959.


The books and accounts of the town treasurer were examined and checked. The cash book additions were verified and the recorded receipts were compared with the accountant's books, with the records of the several departments collecting money for the town, and with other sources from which money was paid into the town treasury. The payments were checked with the selectmen's warrants authorizing the treasurer to disburse town funds and with the accountant's ledger. The cash balance on December 31, 1959 was proved by actual count of the cash in the office and by reconciliation of the bank balances with state- ments furnished by the banks of deposit.


The payments on account of maturing debt and interest were verified by comparison with the amounts falling due and with the cancelled securities and coupons on file. The bond and coupon account was reconciled with a statement furnished by the bank of deposit, and the outstanding coupons were listed.


The savings bank books and securities representing the investment of the several trust and investment funds in the custody of the town treasurer and the treasurer of the trustees of the Charlotte L. Goodnow Fund were examined and listed. The income was proved, the withdrawals were checked, the transfers to the town were verified, and the disburse- ments were examined.


The records of tax titles and tax possessions held by the town were examined. The redemptions were compared with the treasurer's cash book, and the tax title and tax possession deeds were listed and reconciled with the town accountant's ledger and with the records at the Registry of Deeds.


The deductions from employees' salaries for Federal and State taxes, county and teachers' retirement systems, Blue Cross and Blue Shield, and group insurance were listed and reconciled with the amounts due and paid to the proper agencies.


The books and accounts of the tax collector were examined and checked in detail. The taxes, excise, and assessments recommitted according to the previous examination, as well as all subsequent commit- ments, were audited and proved with the warrants issued for their collec- tion. The recorded collections were checked with the payments to the

treasurer and with the accountant's books, the abatements as recorded were compared with the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled with the accountant's controlling accounts.


The outstanding accounts were further verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.


It is recommended that a prompt settlement be obtained of all delinquent taxes and excise.


The records of apportioned assessments were examined and checked. The payments in advance were checked with the treasurer's books, the amounts added to taxes were verified, and the assessments due in future years were listed and reconciled with the ledger controls.


The town clerk's records of dog and sporting licenses, and of mis- cellaneous charges and fees, were examined and checked. The payments to the Division of Fisheries and Game were verified with the receipts on file, and the payments to the town treasurer were compared with the treasurer's cash book.


The surety bonds furnished by the several town officials for the faithful performance of their duties were examined and found to be in proper form.


The records of departmental cash collections of the selectmen, the sealer of weights and measures, and the plumbing and building inspectors, as well as of the police, fire, health, school, and library departments, and of all other departments in which money was collected for the town, were examined and checked. The payments to the town treasurer were verified, and the cash on hand in the several departments was proved by actual count.


Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the treasurer's cash, summaries of the tax, excise, assessment, tax title, and departmental accounts, as well as sched- ules showing the condition and transactions of the trust and investment funds.


While engaged in making the audit cooperation was received from all officials of the town, for which, on behalf of my assistants and for myself, I wish to express appreciation.
