225th ANNUAL REPORT OF


THE COST OF LEARNING


Where is the Minuteman? Where is the musket and powderhorn? Where is the tradition and heritage of our New England ancestry? To look at our cover one might ask these questions, for here we have our modern grade school, the carefree children, and a setting not unknown to Cleveland, St. Paul or Denver.


Today, although we cherish our old New England past, we are constructively building for the future. The contemporary look of our schools is not only architectural trend but, with the advent of newer construction materials, has proven to be more economical. This is a form of adult education based upon the mistakes and successes of the past.


The primary and secondary education of our children is the responsi- bility of all people, and their growth to maturity is our insurance of the future. The premiums on this insurance come rather high, as does all the cost of our general town growth. With regard to these costs it would be of distinct interest to all our Acton residents to review some statistics that are related to the cost of our educational system, our increase in population and our general, changing environment.


As an example, in the past 10 year period the following economic changes have occurred: our annual budget has jumped from $295,475 to $1,157,263 while the population has approximately doubled; the tax rate per $1,000. assessment has gone from $47.00 to $76.00; the total school budget has increased from $120,550 to $574,235 while the school population has approximately tripled; and the bonded indebtedness per capita has increased from $2.00 to $294.17!


This is the cost of growth. It should be the responsibility of all Acton residents to become aware of their part in our changing economic and physical environment. It is hoped, therefore, that The Special Report on our school system will prove of particular interest to all residents.

THE TOWN OF ACTON


SELECTMEN'S REPORT


TO THE CITIZENS OF THE TOWN OF ACTON:


We hereby submit reports of the departments under the supervision of the Board of Selectmen for this, the 225th municipal year of the Town.


During the year 1960, the Board had fifty-one regular meetings, twenty special meetings, plus on location inspection of several problems with other boards.


On March 8, 1960, the Board was re-organized with Charles D. MacPherson, Chairman, Arthur W. Lee, Clerk and Lawrence Donnelly as third member.


A tremendous stride forward, in solving town problems of an engineering nature, was taken on September 6, 1960 with the hiring of Mr. Fred K. Hanack as Town Engineer. Your Board feels that the Town was most fortunate to secure the services of an engineer of Mr. Hanack's background and obvious ability. Even though the Engi- neering Department has been organized only a relatively short time, the advantages of such a town service has been pointed out quite graphically to this Board and we are sure to the Town Planning Board. The Town Engineer works quite closely with the Planning Board and the Highway Superintendent in solving the ever increasing problems of municipal engineering.
