Payment of the employee's share shall be by payroll deduction when possible. Otherwise it is the employee's obligation to make arrangements for direct payment to the Town Treasurer.


Eligibility, benefits, inclusions and exclusions will be solely in accord- anec with the terms of the contract. Each member shall be given a certifi- cate of membership setting forth the principal details of the contract coverage.


Jury Duty


An employee called for jury duty on days falling within his usual work period for the Town shall be paid for those days, the difference between the compensation he would have received from the Town and his fees exclusive of travel allowances, for such services.

There were 802 Motor Vehicles checked by the Department for Traffic or Motor Vehicle violations for which operators received verbal warning, summons to appear in Court or had the violation reported to the Registrar for action.

THE TOWN OF ACTON


REPORT OF RECREATION COMMISSION


TO THE HONORABLE BOARD OF SELECTMEN:


The Recreation Commission has this year followed through with success its planned activity of a summer playground program. An aggre- gate attendance for the six week morning sessions at Goward Field, Jones Field and the West Acton area approximated 3,500 participating children.


As well as the use of the minimum equipment voted at the Annual Town Meeting i.e .; swings, sandboxes and tables, The School Committee to whom we are grateful, generously loaned the program equipment such as balls, bats and nets which helped round out activities.


The School Committee also allowed the townspeople the use of the Tennis courts again.


The swimming program sponsored jointly by the Recreation Com- mission, Red Cross and School Department, under the able direction of Mrs. John Ribiero continued its usual success with approximately 450 children in attendance.


There have been two resignations this year due to personal pres- sures: Mr. John McGrail and Mr. Martin Meigs. These resignations were accepted with regrets.


The West Acton School area has been officially named by this Com- mission as the "Gardner playground," after Mrs. Harriet H. Gardner who taught at the Elementary School, once located on that Site, from 1889 to 1918.


An opportunity of purchasing land of 44 acres more or less was afforded to us as a Recreation Area. Unforunately this opportunity had to be presented at the Special Town Meeting in the fall. This Article was defeated by 13 votes from a 2/3 majority. On the strength of this narrow defeat, it is our wish that this Article be resubmitted at the Annual Town Meeting and a favorable reconsideration from the towns- people be prevalent.


The Recreation Commission sponsored, with aid from the Selectmen, Planning Board and Comprehensive Plan Survey, A Conservation Com- mission through an Article at the Special Town Meeting. This was passed unanimously. This constructive move will aid in promoting a more thorough reexamination of the Hopkins property toward a Recrea- tion and Conservation area, the latter allowing State aid for the purchase.


It is our desire that the land, namely Goward Field, deeded by the Acton Agricultural Holding Company to the Town as a Recreation Area in Acton Center, be retained and kept as such.

REPORT OF THE SUPERINTENDENT OF STREETS


TO THE HONORABLE BOARD OF SELECTMEN:


Gentlemen :


I herewith submit my report for the work done by the Highway Department from April 15 to December 31, 1960.


The usual maintenance work of cleaning, scraping, patching, and drainage of streets was carried on.


Chapter #90 construction was done on Powdermill Road and Main Street. Final loaming and seeding will be done when the weather permits.


Newtown Road hollow was filled in with the help of the Water District and was penetrated and sealed. Wood Lane was extended, penetrated, and sealed. A hazardous curve was removed from Arlington Street. Removal of the ledge on Taylor Road was completed, and the road was penetrated and sealed. A portion of Hosmer Street which was in poor condition was excavated, regraded, penetrated, and sealed. A section of Hammond Street, one of the few remaining gravel roads, was sealed and oiled.


Surface treatment was applied to the usual Chapter 81 and 90 roads.


One of the problems in the town is drainage. We have taken care of some of the many trouble spots. It is hoped that more of these poorly drained areas will be taken care of in the coming year.

THE TOWN OF ACTON


During the Fall a new sidewalk was added in front of the South Acton Congregational Church. Also, it was possible to widen the road enabling traffic to flow more easily at this intersection.


A new Farmall Cub tractor with mower was purchased this past summer and used in the mowing of the Town grounds and ball fields which is now being done by the Highway Department.


I wish to thank the members of the Highway Department for their cooperation and the assistance they have given me. In addition, I would like to express my thanks to the Board of Selectmen and all Departments for their cooperation for which I am very grateful.

REPORT OF THE TOWN FOREST COMMITTEE


TO THE HONORABLE BOARD OF SELECTMEN:


We herewith submit our report for the year 1960. Boundary markers were replaced where missing in the Texas Lot. Trees along boundary lines were blazed and marked with luminous paint.


The brush sprouting along the fire lanes was removed.


Some trimming of low limbs was done in the Durkee Lot adjacent to Route 2.

REPORT OF THE TREE WARDEN


TO THE HONORABLE BOARD OF SELECTMEN:


I herewith submit my report for the year 1960. The trees along several of the more heavily traveled streets were pruned this year. Dangerous and low hanging branches were removed.


A number of dead or dangerous trees were removed as well as others to facilitate street widening.


Over fifty new trees were planted in 1960. Most of these were planted on private property adjacent to public ways.

REPORT OF VETERANS' AGENT


TO THE HONORABLE BOARD OF SELECTMEN:


Another year has passed making it the busiest yet for this department. The case load for the town increased this year by seventeen applicants; of which only two were settled out of town.


We must remember that in the future this department will have a large increase in its applicants due to the increasing growth of the town and the number of World War I Veterans now becoming eligible for pension.


Again I would like to remind the citizens of Acton, that I am avail- able at the Town Hall on Tuesday evenings, for the purpose of answering questions concerning Veteran affairs.


Although this has been an extremely busy year it is most gratifying to know that we have been able to aid so many Veterans with Pensions, Hospitalization and Financial Aid.
