Chapter 90 Construction work on the dangerous curve on Powder Mill Road (Route 62) was completed, thus another phase of our over all program to eliminate road hazards is now finished. The twin project of Chapter 90 Construction, a section of Main Street in South Acton was also completed. It is the hope of your Board that 1961 will see the end of Chapter 90 Construction work on Main Street by the awarding of a contract for the final portion of this road to the Massachusetts Avenue intersection at Kelley's Corner.


The Board determined during this year that the acceptance of town roads was not following the procedures as listed in Chapter 82, Sections 21 through 23 of the General Laws. Although many communities do not follow all of the steps as prescribed, we felt, that in order that there be no question of the legality of town ways, steps should be taken immediately to make all of our street lay outs conform with the Statutes even though this entailed considerable time and paper work.


This year saw the completion of the road work started in 1959 on Taylor Road.


The Street Lighting Committee, formed as a result of the vote of the Special Town Meeting of November 23, 1959, was appointed and

immediately initiated a study of street lighting problems and reported periodically to the Selectmen. A program to modernize our street light- ing was presented and many poor lighting conditions have been cor- rected. This is a continuing study and many changes will have to be made over the years to insure adequate and safe lighting of our ways.


Your Board has instructed the Town Building Committee to make an intensive study of areas for municipal purposes. An adequate home for the Police Department must be considered immediately. Also, in the near future, the Highway Department will be in need of an enlarged area.


The Board plans to submit an article in the Annual Meeting relative to the appointment of a three-man study group to report to the Town the feasibility of establishing a Public Works Department.


Also, an article to amend Article 5 of Section 1 of the By-Laws of the Town of Acton, which reads: "All constructive work (excepting day- work) amounting to more than two hundred dollars ($200.00) and except on road work, shall be advertised for bids by posting in the several post-offices at least ten days before contracts are awarded." The necessity for amending this by-law is quite obvious. In 1926 when the by-law was written, $200.00 purchased a great deal more than it does today. On many occasions the Town has been handicapped and increased costs have resulted because of this figure. On several occasions small pieces of equipment of the used variety could have been purchased at a savings to the Town except for the existence of this by-law. Many com- munities have a figure of $1,000.00. We plan, with the approval of the Town, to amend this figure to $750.00.


We also plan to insert an article to turn the control of the Town Dump over to the Highway Department. With the dump no longer presenting a health problem, since no animal nor vegetable matter is allowed to be dumped in that area, we feel the use of Highway Depart- ment equipment in maintaining the Town Dump would be in the best interests of the Town.


Each year when the General Court meets, the Legislature passes some permissive legislation which defeats Home Rule within the com- munities and takes out of the hands of town government the control of many situations which are local in character. The true danger in most of these acts are the amendments that are attached to them at later sessions. We must be ever alert to legislation which removes from town control that which has been our prerogative since the formation of Town Meeting Government.


As has been pointed out in the last several reports, the one major problem which continues to be most pressing is the increased costs of

municipal services stemming from our rapid growth and the National economy. However, every economy consistent with efficient town govern- ment has been made and will be continued.


Citizen activity is on the increase although the Activity Cards printed in last year's Town report were not fully used by the townspeople. These cards were printed and inserted in order that the Selectmen's Office could build up a file of those interested in serving their community. Remember, Good Government Begins With You!


The Personnel Board has recommended that fringe benefits, includ- ing the Town sharing one-half the cost of Blue Cross and Blue Shield, be offered to town employees this year, plus $2,000.00 Life Insurance. Section 10 of Chapter 32B will appear on the ballot. The Selectmen concur with the Personnel Board and request your favorable action.


We again wish to express our appreciation for the full co-operation which we have received from all departments, employees, boards and committees, without which the task of administering town government would be almost impossible.

REPORT OF THE ACTON PLANNING BOARD - 1960


TO THE HONORABLE BOARD OF SELECTMEN:


The continued dynamic growth of the Town during 1960 required The Planning Board to be extremely active in carrying out its responsi- bility to promote healthy and sound growth in the Town. The major activities being the administration of the Subdivision Control Laws and the Comprehensive Planning Study.


The following Subdivisions were approved during the year:


Jenks Realty Corp. - Robbins Park (Section III) off Hosmer Street.


Crestwood - Off Central Street, opposite Nash Road.


StoneyWold - Off Piper Road, opposite Brucewood. Greenhill Acres - Off Nashoba Road.


Several preliminary plans were received by the Board in addition to the approved Subdivisions and are in various stages of study.


The Comprehensive Plan, a two year project initiated in March of 1959 is in the final stages and is expected to be completed by the middle of 1961. During the year 1960 the work consisted primarily of gathering data and evaluating the past and the present condition of the Town, preparatory to making recommendations for the future in the final report.


A first phase study, completed in mid 1960 indicated that under the present Zoning By-Laws, Subdivision Regulations, and Building By-Laws, the Town might be faced with major sewage and drainage problems within the next 5 to 10 years. It is The Planning Board's hope that the need for sewerage might be postponed considerably by properly planning the future growth of the Town on the basis of utilizing its best assets. The final report therefore will concentrate heavily on recom- mended Zoning By-Law changes, Subdivision Regulation improvements, and a long term Capital Budget Program.


With regard to the cost of this Comprehensive Plan, it was initially hoped that the total cost to the Town would be $3,900.00 combined with matching Federal Funds to make a total of $7,800.00. However Federal Funds were depleted at the time the program was started. The Planning Board therefore feeling that further postponement in anticipation of Federal Funds would be a detriment to the Town, went ahead with a two phase program whereby Phase I was started at a cost of $3,000.00. After this Phase was completed in mid 1960, more Federal money became available and the Final Phase contracts were signed by the Chairman of The Planning Board, The Commissioner of The Massa- chusetts Department of Commerce, and Charles E. Downe Associates in July 1960. The amount of this contract was $4,800.00, half of which is

paid by the Town and half by The Federal Government. This adds up to a total cost to the Town of $5,400.00.


On September 1, Mr. Frederick Hanack was appointed to the newly created post of Town Engineer. The Planning Board has been pleased to have his assistance and co-operation on Subdivision work. His able advice on technical matters is most welcome. Although the relationship of the Planning Board and the Town Engineer in this work is a new one, a program is being developed that will result in greater efficiency both for the Board and the Subdivider.


In the interest of better Town Government, and liaison between various boards and committees, The Planning Board has taken part, during the year, in meetings with the Finance Committee, Board of Health, School Committee, Recreation Commission, Industrial Develop- ment Committee, and the Board of Selectmen.


The Planning Board makes the following recommendations for con- sideration by the Townspeople.


1. A serious study of the advisability of establishing a Public Works Department.


2. That the Planning Consultant be retained on a fee basis to insure the best utilization of the Comprehensive Plan.


3. That an Industrial Development Commission be established with authority as defined in the General Laws.


4. That a long term drainage and sewage program be initiated at the earliest opportunity. The Planning Board plans to request funds for this at the 1961 Annual Meeting.


We wish to thank the various Boards, Committees, Departments and the Citizens of the Town for their co-operation during the past year. We welcome suggestions that will make for a better Acton.

REPORT OF ACTON INDUSTRIAL DEVELOPMENT COMMITTEE


TO THE HONORABLE BOARD OF SELECTMEN:


Town Hall


Acton, Massachusetts Gentlemen:


Although we should like to be able to report that new industry located in Acton during 1960 as a result of our efforts, this is not the case. We are happy to note, however, that there is increasing interest in Acton and that some positive results should be expected from our activity in the relatively near future. This increasing interest is evidenced by the number of inquiries handled by us during the past year. To be specific:


1.) An extremely well-known non-electronic growth company located in Massachusetts contacted us through Boston Edison Co. and R. M. Bradley and Co., Inc., seeking one plant site of 5-25 acres and another of 50-150 acres. The plants involved would have had a potential of 200,000 sq. ft. and 1,000,000 sq. ft. respectively. In both cases we had land which met the general requirements of the company, but the demand for water far exceeded the capacity of the Water District while two of the plots of land lay completely outside the Water District. We are naturally disappointed that this excellent company could not join the list of top-notch industries now located here.


2.) Nordblom Co., contacted us in its search for two plant sites ranging from 20-200 acres, one for a chemical firm and one for a drug manufacturer. This inquiry is still active.


3.) A Boston consulting engineering firm requested data from us concerning all available industrially zoned land. No results have as yet been forthcoming from this contact.


4.) A contractor of excellent repute has a purchase agreement covering industrial land on which he proposes to build high quality build- ings for lease. We are working closely with this contractor to assure Acton that this construction will be desirable and attractive to equally high quality industrial firms.


5.) Sylvania Electric Products, Inc., unfortunately decided not to locate in Acton. Our Committee spent considerable time with their plant location specialists and it appears that Acton ran second only to Newton on the list of potential sites. If the land under consideration had been of sufficient depth, Sylvania's decision might well have been altered.


6.) A well-known Cambridge research firm looked closely at Acton for a 20-50 acre site for a small but potentially important new division. Apparently, however, this firm's capital was too limited to allow the

purchase of a sufficiently large amount of acreage in Acton.


7.) Two excellent prospects have appeared recently, one in the form of an architectural firm and the second, a consulting engineering firm, both of whom have clients interested in 5-25 acre plots.


8.) Meredith & Grew, Inc. has been provided with specifications on several parcels of land and has at least seriously considered one in particular.


We have been able to supply detailed specifications to all of these prospects almost immediately because of our past work in cataloguing available land. Our files are not yet fully complete, however, and we should like to look forward to a call from anyone holding industrial land who has not as yet been contacted by our Committee.


We have recently submitted to the Board of Selectmen a proposed article for inclusion in the Annual Town Warrant to convert the Indus- trial Development Committee to an Industrial Development Commission. This will insure continuance of industrial development effort by a perma- nent Town body. Another article calls for a 1961 budget for $500.00 to cover printing, postage, and advertising expenses which have heretofore been paid from the Selectmen's budget or by committee members personally.


Finally, we have proposed an article re-zoning for industrial use certain land now owned by the Concord Reformatory. At the same time, Mr. Vernon Fletcher, our Representative in the General Court, has filed a bill directing the Commonwealth to declare elements of the Concord Reformatory farmland surplus so that they may be used for industrial purposes. The reasoning behind this action was spelled out in last year's report but it can be stated simply as follows: this land is undoubtedly the most desirable industrial land in Acton; it does not now benefit the Town of Acton in any way, shape, or manner; and its transfer would be a small loss indeed to the Commonwealth. Properly developed, the industrialization of this land would represent a giant step toward solving our present and future growth problems as they are felt in the tax rate. We sincerely hope that every single citizen will enthusiastically support both the re-zoning article and the legislative proposal.
