ARCHIVES COMMITTEE - REPORT FOR 1959
TO THE HONORABLE BOARD OF SELECTMEN:
The Archives Committee of the Town of Acton, Mass., herewith submit its annual report for the year 1959.
The following items were microfilmed; Town Meeting Records for 1957 and 1958; Town Warrants for 1804 through 1839 and for 1957 and 1958; Minutes of the Selectmen's Meetings from December 30, 1939 through January 3, 1955; Selectmen's Reports from 1800 through 1829; Copy of "The White Cockade" circa 1774 - 1755; Sixteen outstanding Maps; the Town Boundary Lines; the Acton Census of 1855, also in the same volume, the Assessor Valuations of Real and Personal Property.
The following Town Records were rebound: Town Clerk Records, Vols. 1, 2, 3, aand 4 from 1735 through 1862 and the Vital Statistics Register, Vols. 2 and 3 from 1800 through 1857.
The Committee also purchased a Westinghouse Dehumidifier and had it installed in the Lower Vault in the Town Hall.
In our last report we called attention to the need for a new and larger protective storage facilities for the preservation of all records of concern to the Town of Acton. We again call to the attention of the Town this very important need which as yet we do not think has been considered.

ACTON CEMETERY DEPARTMENT
TO THE HONORABLE BOARD OF SELECTMEN:
We hereby submit the following report for the year ending Decem- ber 31, 1959.
The accounts of the Town Treasurer shows that during the past year the Cemetery Department has received and paid into the Treasury the sum of $3,189.90, which can be found itemized in the treasurer's report. Also in the Town Collector's report you will find the sum of $756.00, collected for the annual care of lots, which is credited to the Cemetery Department receipts.

There has been added to the Perpetual Care accounts and in special funds, the past year the sum of $5,325.00, this means that from these three accounts the department has received and turned over to the treasury the total sum of $9,270.90.
Due to the extreme depth of the frost and the severe cold weather last winter, a great many of the shrubs around the Chapel were killed. These shrubs and tree's, were replaced by the trustees of the Varnum Tuttle Fund, also the filling in of some low land and grading near the entrance to the Chapel. They have also made arrangements for further improvement for 1960.
We have submitted an article for the annual Town Meeting, for the purpose of surveying, laying out roads, laying new sections in both cemeteries, making new maps of both the old and the new sections of the cemeteries.

REPORT OF THE CIVIL DEFENSE AGENCY
TO THE HONORABLE BOARD OF SELECTMEN:
Gentlemen:
The Acton Civil Defense Agency participated in three principal training exercises during the past year.
The first of these in March was hampered considerably by a severe snow storm and although pre-planned flood disaster exercises were arranged with the Fire, Police and Highway departments, they had to be abandoned because of the ordinary activities of these departments during storm conditions. Periodic reports were made to Sector Civil Defense Headquarters at Bedford, Massachusetts reporting on the storm conditions in Acton. The exercise was successful to the extent that practice was obtained in maintaining communications with the various departments of the town and in preparing reports summarizing the situation in Acton.
The second exercise in April was principally a communications exercise built around an assumed atomic bomb attack somewhere in Massachusetts.
The third exercise in May was planned in conjunction with State and Federal Civil Defense agencies. The exercise was scheduled during

the daylight hours in the middle of the week and restricted Acton's ability to participate.
The closing down of Civil Defense Sector Headquarters at Bedford on June 6th due to the cutting of State Funds impaired Acton's liaison with other towns and cities in the area and extended their connection with State Headquarters considerably. It is expected that Sector Head- quarters will be reopened in the coming year with the appropriation of necessary funds by the State legislature.
Of the $1,200. appropriated by the Town of Acton for Civil Defense Operations during 1959, $266.78 was spent. Three principal items that were included in the budget and not spent were $110.00 for training of a Welfare Officer, $410.00 for the printing and publishing of an Acton's Civil Defense Operation's Plan, and $363.75 for radio equipment.
Regarding the first item, a candidate for Welfare Officer has not been found; the second item was not expended because Sector Head- quarters was out of operation shortly after Acton's Operations Plan was submitted for their approval; the expenditure of the third item was related to Acton's ability to qualify for matching Federal Funds and Acton does not qualify under the most recent requirements.
Of the three items just discussed, the last one will be requested again in the coming year with the expectancy that qualification require- ments for matching Federal Funds can be met.

The reason for the increase is due to the ever rising prices plus the fact that the Fire Chief's car should be purchased out of this Fund.
Toilet for Acton Center Station.
As the toilet facilities are all on the second floor and the building is being used by so many organizations, such as Sunday school, Grange,

Girl Scouts, League of Women Voters, etc. there are really no toilet facili- ties for the firemen while the second floor is being used.
Fire Alarm Extension.
The Planning Board Rules and Regulations now require that developers must install municipal fire alarm systems in their respective developments, but it is necessary for the town to extend the alarm system to the development and the extension asked for in this article will take care of one of these, plus part of one which does not come under the new law.
Changing over Radios.
This article provides for changing present radios to a narrow band or "Split Channel" which is a new ruling of the F.C.C. and must be accomplished by August 1, 1960.
Changing Alarm Numbering System.
Due to the fast growth of the Town it became necessary to com- pletely change the fire alarm numbering system. This money is for print- ing new fire alarm directory. Changing over old fire alarm boxes, card index system and instructions to home owners.
New Station at South Acton.
Under recommendation of the underwriters #20-b, as far as we know at the present time, the building of a new station at South Acton will complete all major expenditures of the fire department. The old station and its equipment was condemned by the Fire Underwriters in 1955 but because they were promised that the Town had a definite plan for replacing them, no credit was taken away from the town.
Your fire department has installed a new service for the benefit of the townspeople. This service consists of an emblem placed on the home of anyone who has an invalid or some person incapacitated in the home who would need to be assisted in case of emergency. Firemen or police- men approaching the house would spot these emblems and would know at once there was a rescue job at hand.
The department equipment is in first class condition and ready for use at anytime.
In closing I wish to thank the call firemen and auxiliary firemen for their co-operation in attending meetings, drills, training schools and the assistance they have given me through the year. I also wish to thank the Board of Selectmen, Finance Committee and all others who have contributed to the support and operation of the Fire Department.

REPORT OF THE BOARD OF HEALTH
TO THE HONORABLE BOARD OF SELECTMEN:
Gentlemen :
The Board of Health herewith submits its report for the year ending December 31, 1959, together with the reports of other departments connected with them.
In February 1959, the Board was shocked by the sudden death of its Agent, Edward N. Hurley. The Town has lost a faithful servant, as he had always shown a deep interest in the welfare of the Town of Acton.
In April 1959, the Board appointed Irving W. Davis as its new Agent. Mr. Davis has been a resident of the Town for 20 years, is married, and has 3 children. He is familiar with the Town and the problems pertaining to the position he now holds.
It must be noted at this time that the increases in building and population have presented greater demands on the Board of Health con- cerning supervision of public health matters. The Board is cooperating

with the town's study of comprehensive planning. As of August 31, 1959 the Rules and Regulations for the installation of sewage disposal systems were revised and increased to comply with the added demands of systems due to modern devices now being installed in homes. The Board of Health wishes to remind citizens that these systems require periodic maintenance. We recommend that septic tanks be cleaned at least every two years. If delayed too long, the complete system can be ruined. Those wishing further advice on the care of septic tanks should feel free to call their Board of Health.
It is the opinion of the Board that some action should be taken relative to obtaining land for a sewage treatment plant while such land is still available at reasonable cost.
The Town Dump is well maintained by its caretaker, Arthur J. Conquest. In the spring and Fall of 1959, gravel was hauled and spread to assure trouble free travel area. Note at this time an article inserted in the Warrant re: the purchase of chain link fence to reduce the nuisance of paper blowing onto Route #2 and adjacent area. The Dump is for Acton residents only. Admittance permits may be obtained from the Dump Custodian or at the Board of Health Office. No vegetable or animal matter is allowed to be deposited at the Dump. The hours are 8 A. M. to 4:30 P. M. The Board feels that additional land for dump- ing purposes will soon be needed.
Garbage collection is provided by the Town.
Three mosquito sprayings were given the Town in the summer of 1959. Due to a great amount of inclement weather, the sprayings were considered not as satisfactory as in previous years. This was not a local condition as other towns were reported to have had the same results. The Board feels that the condition would have been worse had no spraying been done.
Two successful polio clinics were conducted by the local physicians of the Town with the full cooperation of the Board of Health. Dental clinics are conducted monthly for school children and tuberculin testing, schick tests and diphtheria shots have been given under the guidance of the Board of Health. A rabies clinic was conducted in June but was rather disappointing to the Board, as the anticipated number of dogs were not immunized.
Your Board of Health has been working constantly for the best interest of the citizens of Acton. Investigation of complaints cannot be honored unless a formal complaint, including name and address of complainant, is submitted. Regular meetings are held on the second and fourth Monday of each month, 7:30 P. M., at the Board of Health office.

The local Board has access to the services of the State Department of Public Health in all its problems at no expense to the Town. We avail ourselves of this service whenever necessary.
