TOWN OF MENDON BY-LAWS.


I hereby certify that at a town meeting duly held in the town of Mendon on March 3, 1924, pursuant to a warrant there- for, the following were made and established by-laws for the Town of Mendon in addition to the present by-laws of the town :


ARTICLE IX.


FINANCE COMMITTEE.


Section 1.There shall be a finance committee, consisting of three members, to be appointed by the Board of Selectmen. Promptly after this by-law shall go into effect, the Board of Selectmen shall appoint from the registered voters of the town one member of said committee to serve until the expiration of the municipal year, one to serve until the expiration of the next following municipal year and one to serve until the expiration of the next two following municipal years, and each year there- after the Board of Selectmen promptly after election, shall ap- point from said registered voters one member of said committee to serve for three years. All duly appointed members of the committee shall continue as such until their successors are ap- pointed. The Board of Selectmen shall fill, by appointment, vacancies in the committee at any time occurring by reason of death, resignation, or from other cause.


Section 2. The committee shall organize each year by the selection of a chairman and a clerk. The clerk shall keep records of the doings of the committee.


Section 3. It shall be the duty of the committee to con- sider all articles in the warrants for town meetings, that involve

the expenditure of money, and at the meetings make recommenda- tions in regard to the action that should be taken thereon. It shall also consider and report at each town meeting its recom- mendations as to any and all appropriations of money proposed to be made at said meeting.


Section 4. All officers and boards of officers, agents and committees of the town shall give the committee access to their books, records and accounts, and furnish to it all information with respect to the conduct of the town's affairs that it shall request. It may make such reports and recommendations to the town and the proper officers thereof, with respect to the management of the town's affairs and the conduct of any department as it shall deem proper.

TRUSTEES OF TAFT PUBLIC LIBRARY.


In reviewing the work of the year, it is interesting to note that our library is continuing in its true purpose of serving the public, by supplying it with the best literature obtainable, believ- ing that a few volumes carefully selected yields far greater results than a large number picked at random.


Considerable attention has been paid to the repair of the books, many having been rebound, thereby adding to their length of life, beauty and usefulness.


Early in the year a one pipe furnace was installed from which we are obtaining fine results.


While the circulation is very good, nevertheless the fact re- mains that many families fail to take advantage of this open door to a broader and loftier view of life. Our librarian will be pleased to serve you at any time.
