Report of Selectmen.
With the idea in mind to promote the saving of the Highways upon which the Federal Farm to Market and the Federal W. P. A. gave such assistance the Selectmen de- termined to black top all such highways as far as possible, and accomplished the following: A portion of South Street, graveled and black topped, to Bridgewater Line; River Street and Central Square, resurfaced and black topped en- tire length to South Elm Street; West Street from a point just west of Manley Street to Crescent Street, rebuilt and black topped. This work was accomplished through State, County and Town, and expected to be completed in 1937. West Center Street from West Street to Central Square, this road rebuilt, widened and black topped. This construc- tion was sponsored entirely by the State, with W. P. A. labor. It is understood that the State will complete this highway in 1937 to Easton Line. The matter of widening North Elm Street from Cope- land Street south, one-half the distance to Elm Square in 1937, to finish in 1938, has been taken up with the State, with the favorable feeling that this will be approved by them.
Following the action of the Town Meeting, the Select- men made arrangements and purchased the lot of land ad- joining Memorial Park, upon which is located historical Pulpit Rock. This was accomplished within the price limit and the property is now owned by the Town. Every effort is being made to take advantage of State, County, and W. P. A. assistance in improving our roads, and to save the same after resurfacing by black topping them. We can accomplish this only within the limits of the appropriations and it must be understood, that it cannot be expected that all highways can be put into proper lasting shape in any one or two years.
We appreciate that a number of our highways can and should be improved, and it is our aim to accomplish this as soon as financial conditions will permit.

Report of Board of Health
There are certain activities, the performance of which belongs to the Board of Health. For the benefit of the townspeople these duties will be elaborated in the hope that by so doing there will be a closer understanding and more willing co-operation in the future.
Vital Statistics is the study which takes vital facts like births, deaths, and sickness and converts them into figures. The purpose for this is the formulation of general principles and the arrival at certain logical conclusions. A birth certificate is a legal proof of existence. It proves citizen- ship, allows a person to vote, permits admission to public schools, enables one to inherit property, and hold public office. A death certificate must have on it primary and contributory causes properly filled out by a physician. This enables issue of a burial permit and is a permanent official record. The reporting of sickness has as its aim the control of preventable diseases, and wherever necessary for the public health, their treatment. A few cases of Scarlet Fever in a community do not constitute any danger. However, if the number should reach a score or more, then it becomes the task of officials to search out the source of infection and eradicate it.
The control of contagious diseases depends prmarily on the system of reporting. All cases which fall under the list of diseases compiled by the State Department of Public Health, must be reported either by the physician in charge

of the case or, in the absence of a physician, by the parent. For the sake of convenience reporting may be done over the telephone to the agent of the Board of Health. By this means the Health Department is in a position to know what diseases are prevalent at any time, and what sections of the com- munity are involved. They are then able to institute proper steps in isolating infected patients as well as quarantining those exposed. Those diseases reported in the past year follow :

In general the control of contagion is very difficult be- cause the reporting of diseases is neglected. In addition there are often carriers of disease who themselves are healthy, and also many diseases are highly infectious before they are recognizable.
The supervision of hygiene in the school is theoretically under the control of the Board of Health. Actually, how- ever, it depends upon the careful attention of the individual teachers along with proper direction from the school physician and the school nurse. There must be adequate heating and lighting, good toilet facilities, and a proper water supply in the school buildings. Children are examined thoroughly at the beginning of each year. Sick children are

sent home, often are visited by the school nurse, and must receive certificates before they are re-admitted to school. Schick testing and Diphtheria immunization are done in an effort to stamp out Diphtheria, a disease which now has be- come a rarity as a result of health measures. And finally, what is very important at the present time, the problems of undernourishment, dental decay, and tonsil infection are being taken up with renewed vigor in an attempt to help those children whose health is being impaired as a result of these defects.
The entire public health program becomes a farce un- less the people in the community support it, and this will never happen until the people understand the purposes of the program. The older group to whom the study of hygiene is something new are slow to fall in with modern ideas. They have their individual prejudices and fixed ideas about disease, very often to the point of superstition. Still, this cannot hold back the progress of public health. Times change and they must change, too. The only way to over- come this obstacle is to start in the schools with lectures and demonstrations on health subjects, so that as these children become adults, they will become public health minded. The people should have the opportunity to learn about diseases by means of literature and lectures, for through understanding will come co-operation, and through co-operation will come progress.

Report of Water Department
During the first half of the year the usual maintenance incumbent upon the Department, such as repairing meters, hydrants, renewing broken services, etc., was supervised by the late Warren P. Laughton, Superintendent of the Depart- ment. In his passing this Department lost an efficient and able member, always interested in the promotion of his duties as Commissioner and Superintendent. On June 14 Antone Sousa was appointed Superintendent of the De- partment.
During the year 1936 the following work was per- formed :
5 new services installed
19 services renewed
4 hydrants removed and repaired
5 hydrants broken by auto collisions replaced or repaired
43 gates and service boxes replaced or repaired
The usual breaks, worn out services, and leaks were also cared for.
The Department has decided that services which have become worn out be replaced with copper tubing, which gives at all times better flowage and will last, unless broken, for a greater number of years.
As West Center Street was being rebuilt it was prac- tical to renew all services. This labor was accomplished with

W. P. A. funds at a labor cost of $560.40. Approximately 900 feet of copper tubing was required to renew 22 services. Gates, gate boxes, and hydrants were reset to their new positions.
Fifteen hundred seventy-five feet of 6-inch cast-iron pipe was laid on Copeland Street to replace 2-inch pipe. This change greatly aids in getting better fire protection and in- sures more adequate supply for domestic use. This work was accomplished with W. P. A. labor at a cost to the Federal Government of $739.00. Approximate cost to Town of 6-inch pipes, connections, services and fittings, $2,000.00.
The usual repairs to all fixtures of the Department from leakage, breakage, etc., was cared for, the itemized details of which is on file for inspection by any who might care to renew the same.
