Report of Finance Committee on Articles in Town Warrant


Article 1. To elect the following Town Officers by Offi- cial Ballot: One Town Clerk for one year, one Moderator for one year, one Assessor for three years, one Assessor for one year to fill vacancy, one Selectman for three years, one mem- ber of the Board of Public Welfare for three years, one Treasurer for one year, one Water Commissioner for three years, two School Committee for three years, two Trustees of Public Library for three years, one Tree Warden for one year, two Constables for one year.


The polls will be open at 9 o'clock in the forenoon of March 1, 1937, and will be closed at 8 o'clock p. m.


Article 2. To choose Town Officers for the ensuing year not elected on the Official Ballot.


Article 3. To hear the reports of all Town Officers and Committees and act thereon.


Article 4. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1937, and to issue a note or notes therefor, payable within one year, and to re- new any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 4. The Finance Committee recommends such auth- orization.

Article 5. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and make appropriation for the same.


Article 5. The recommendations of the Finance Commit- tee for each department appear in the tables included in their report.


Article 6. To see if the Town will vote to raise and ap propriate the sum of $1,000.00 to finish West Street, provid- ing the State will grant $2,000.00 and the County $1,000.00.


Article 6. The Finance Committee recommends this ap- propriation.


Article 7. To see if the Town will vote to raise and ap- priate the sum of $2,625.00 to widen North Elm Street from Copeland Street in the direction of Elm Square providing that the State will grant $5,250.00 and the County $2,625.00.


Article 7. The Finance Committee recommends this ap- propriation.


Article 8. To see if the Town will vote to accept Hill- side Avenue as laid out by the Selectmen, with provision as required by the Selectmen. By petition.


Article 8. Referred to the voters at Town Meeting.


Article 9. To see if the Town will vote to establish a road machinery fund to which shall be credited all receipts re- ceived for the use or rental of road machinery, the proceeds to be appropriated as voted by the Town for road machinery purposes or take any action in relation thereto.


Article 9. The Finance Committee recommends favorable action.


Article 10. To see if the Town will vote to appropriate the sum of $200.00 to establish a road machinery account for the purpose of repairing and operating road machinery.

Article 11. To see if the Town will vote to finish and tarvia-top Crescent Street from John Peterson's to West Street and raise and appropriate money for same.

Article 12. To see if the Town will vote to raise and ap- propriate the sum of $2,000.00 to build a sidewalk on Matfield Street from North Main Street, easterly as far as appropria- tion will permit. By Petition.


Article 12. The Finance Committee does not recommend this appropriation.


Article 13. To see if the Town will vote to build a tarvia- top road on Bryant Street and raise and appropriate the sum of $600.00. By Petition.


Article 13. The Finance Committee recommends this con- struction be left to the discretion of the Selectmen.


Article 14. To see if the Town will vote to install eight street lights on Crescent Street and raise and appropriate a sum of money for the same. By Petition.


Article 14. The Finance Committee does not recommend an appropriation for this work, as they understand the street will be re-located in the near future.


Article 15. To see if the Town will vote to raise and ap- propriate the sum of $367.50 to pay for gravel used on Sand or Turnpike Street in 1935-1936 by the Public Works Divi- sion of the State.


Article 15. The Finance Committee recommends this ap- propriation.

Article 16. To see if the Town will vote to appropriate $1,000.00 to purchase 4-inch pipe and fittings to extend water on South Street from Lester Charnock's to home of Walter Crowley, providing W. P. A. will furnish labor cost.

Article 16. The Finance Committee recommends the ap- propriation of $550.00 from water surplus revenue to purchase 2-inch pipe and fittings for this extension, pro- viding W. P. A. labor is available.


Article 17. To see what amount the Town will vote to raise and appropriate for the use of Plymouth County Trus- tees for County Aid to Agricultural (Plymouth County Ex- tension Service) and choose a Town Director as provided in Sections 41 and 42 of Revised Chapter 128 of the General Laws and act thereon.


Article 17. The Finance Committee recommends the ap- propriation of $100.00 for this purpose.


Article 18. To see what action the Town will take for the disposal of the abandoned Matfield School Building.


Article 18. The Finance Committee recommends this be left in the hands of the Selectmen for disposition.


Article 19. To see what action, if any, the Town will take regarding petitioning the Legislature to be relieved from the Civil Service requirements now governing our Police force.

Article 20. To see if the Town will vote to raise and ap- propriate the sum of $500.00 for the pruning of dead wood from the elms and for the removal of any dead or dying elms on the public streets.

In Memoriam


In the pasing of Doctor Walter C. Whiting, the com- munity has lost an efficient Physician and a loyal friend.


Dr. Whiting was born in Granville, Massachusetts, De- cember 4, 1854, attended the local school for a period of time, and later the High School in Holyoke from which he graduated to enter Yale Medical College.


Following this graduation from Medical College, he practiced medicine in Halifax, Vermont; from this prac- tice he was induced to move to West Bridgewater as an associate with Doctor James C. Swan, with whom he re- mained for many years. Later continuing active practice until July, 1937.


Dr. Whiting became identified with the School Board in 1918 and continuing in office until 1924 and again in 1927 to 1934 at which time he resigned on account of failing health.


Elected to the Board of Selectmen in 1926 in which of- fice he served until 1931 in addition to his other official duties he served constantly as School Physician.


A long full life of service to the public, in his capacity as a physician and public official. A host of Friends and the entire community recognize the loss of a valuable Citizen.

TOWN CLERK'S REPORT


ANNUAL MEETING, MARCH 1, 1937


A meeting duly warned of the inhabitants of West Bridgewater qualified to vote in election and Town af- fairs was held in the Town Hall at West Bridgewater, Monday, March 1st, 1937, at nine o'clock in the forenoon, and the following is a record of the doings of said meet- ing :


The meeting was called to order by the Moderator, Howard B. Wilbur, and after Article 1 of the Warrant had been read by the Town Clerk, that is to elect the following officers for the Town by ballot, the Moderator declared the meeting opened to elect the following: One Town Clerk for one year, one Moderator for one year, one As- sessor for three years, one Assessor for one year to fill vacancy, one Selectman for three years, one member of the Board of Public Welfare for three years, one Treas- urer for one year, one Water Commisioner for three years, two School Committee for three years, two Trustees of Public Library for three years, one Tree Warden for one year, two Constables for one year.


The Election Officers were duly sworn by the Town Clerk to the faithful performance of their duties and were as follows: Grace Keenan, Mary Pratt, Lulu Gardner, Ellen Brown, Arthur Ryder, Clare Erbeck, Elizabeth Smith, John O'Shaughnessy, Dorothy Eckstrom, Albert Snow, Levi Nute.


The ballot box was inspected by the police officer in charge, Ervin W. Lothrop, and found to be empty, and the register set at zero. One thousand five hundred bal- lots were delivered to the Moderator by the Town Clerk and receipt given for same.


At nine o'clock A.M. the Moderator declared the polls open for casting ballots. At nine o'clock P.M. the Moder- ator declared the polls closed.

The Moderator, with the police officer in charge, counted the cast and unused ballots, and announced that the number of ballots cast tallied with the count of votes from check list, also with dial numbers shown on ballot box.


The ballots having been counted, sorted, and computed, as is by law required, the Moderator then declared the vote.
