REPORT OF THE COLLECTOR OF TAXES
The detail information covering the transactions of the Tax Collector's office will be found in the Town Accountant's report.
There is one transaction which occurs in this office which some of our property owners apparently do not understand namely "Water Liens". When a Water Lien is established it means that it has been recorded at the Registry of Deeds at Plymouth. After it is paid unless the individual forwards to the Registry at Ply- mouth the discharged with the usual fee it is not dis- charged and still remains a lien on the property.
The Tax Collector will be glad at any time to assist you in any detail regarding the foregoing.

REPORT OF THE LIBRARIAN
To the Trustees of the Public Library :
In Accordance with custom, the following report of the past year is herewith presented.
How many books were circulated in 1939? 33,922-a decrease of 6,248
How many borrowers did the library have in 1939? 800-a decrease of 100
What was the book circulation per capita of popu- lation ?
10.1-a decrease of 2.07
For the first time we report a decrease of book cir- culation due, to a lack of new adult fiction during the first half of the year.

Plenty of new books, especially current fiction, means a quick overturn, larger circulation and an increase in the number of borrowers. Conversely, a deficiency of new fiction means slow overturn, retarded circulation, delay in returning older books and decrease in interest.
As the library now depends on the town appropria- tion for part of its book purchases, we trust that it may not again be embarassed in its service to the community by lack of wanted material.
We are happy to report, not only several gifts of juvenile books, and especially, a noteworthy gift of "World Famous Paintings" edited by Rockwell Kent, but also the gift of several popular magazines.
The Library staff attended the March meeting of the Old Colony Library Club and the Book Fair held at the Brockton High School during Book Week in November. This Library also observed Book Week with a modest exhibit illustrating the slogan "Books Around the World". Miss Spencer's class at the Centre School pre- sented us at the time with a clever peepshow of "Pin- occhio".
In conclusion, we wish to thank all friends of the Library who have so consistently upheld its mainte- nance, services and morale.
