FINANCE COMMITTEE REPORT


In looking over the reports of the year 1939, we feel that the standing of our town finances, as shown by the report of the State Auditors recently published in the press, plainly indicates that our town is in a sound fi- nancial position. Without a doubt this is largely the result of careful planning by the various Department heads and the endorsement by the voters of reasonable sums of money to properly carry on the town business.


We believe that we should continue our conservative expenditure of monies again this year, 1940, and keep ourselves in the same position as we now hold. In our opinion the appropriations asked for the new year by the various Departments show their desire to co-oper- ate in maintaining this position.


The recommendations of the Committee on the De- partmental budgets and special articles in the Warrant total a sum very close to the amount appropriated at the annual meeting last year. After consultation with the Assessors and a check-up of the estimated receipts, it would appear to us that we might expect a tax rate comparable with the rate of last year.


In considering the appropriation for the Federal Projects account, a budget of $5,000.00 has been sub- mitted and approved by the Committee to cover a list of projects that have been approved for the year. This amount is smaller than appropriated in the annual meeting last year but we will receive this year the bene- fit of labor covered by the vote of the special meeting held the latter part of last year which provided for a substantial replacement of water mains as well as the

building of the town garage. Both of these projects, while voted in 1939, were not started until the very end of the year and therefore practically all of the work will be done in 1940. Also we will receive the bene- fit of labor on road work which will be provided by the appropriation to be made under Article 6 whereby the town co-operates with State, County and Federal Government in highway work.


Article 19 in the Warrant provides for an appropria- tion to build two additional rooms for town offices. It seems to us that additional space is necessary to pro- vide separate offices for the Town Treasurer and the Collector of Taxes. It has been estimated that the sum of $3,000.00 would cover this work and the Committee has recommended this amount.


It is our understanding that the reason for inserting Article 20 in the Warrant was to provide for an ex- tension of six-inch water mains on West Center Street from the junction of Prospect Street approximately 885 feet easterly. The estimated cost of this work for ma- terial and labor is $1,550.00 which would not provide for a W. P. A. Project large enough to be approved by the Federal authorities. We, therefore, believe that the best interests of the town will be served by installing this extension by our own town Water Department. We also believe that this appropriation should be made from the available surplus of the Water Department, which is money raised by water rates, rather than to take it from Surplus Revenue, which is money raised by taxation. We, therefore, have recommended the ap- propriation of $1,550.00 from available Water Surplus.


This Committee appreciates the co-operation ex- tended them by various Town Departments, especially

the Selectmen, who have worked with us during the year. This Committee meets monthly and is always glad to talk over town affairs and finances with any citizens interested.


A Table of Estimates by Departments, amounts rec- ommended by this Committee, and report of recom- mendations on articles in the Town Warrant appear on the following pages.

REPORT OF FINANCE COMMITTEE ON ARTICLES IN TOWN WARRANT


Article 1. To elect the following Town Officers by Official Ballot: One Town Clerk for one year, one Mod- erator for one year, one Assessor for three years, one Selectman for three years, one member of the Board of Public Welfare for three years, one Treasurer for one year, one Water Commissioner for three years, two School Committee for three years, two Trustees of Public Library for three years, one Tree Warden for one year, two Constables for one year.


The polls will be open at 9 o'clock in the forenoon of March 4, 1940, and close at 8 o'clock p.m.


Article 2. To choose Town Officers for the ensuing year not elected on the Official Ballot.


Article 3. To hear the reports of all Town Officers and Committees and act thereon.


Article 4. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1940, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


The Finance Committee recommends such authorization.


Article 5. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and make appropriation for the same.


The recommendations of the Finance Committee for each De- partment appear in the Tables included in their report.

Article 6. To see if the Town will vote to raise and appropriate a sum of money to be used in connection with Chapter 90, Highway maintenance. Said appro- priation to be used together with any sum that may be allotted thereto by State, County and Federal Govern- ment.


The Finance Committee recommends the appropriation of $1,500.00 provided that the State and County contribute a like amount.


Article 7. To see if the Town will vote to appropri- ate a sum of $50.00 for a clinic by the School physician to immunize school children and pre-school children against diphtheria.


The Finance Committee recommends this appropriation.


Article 8. To see if the Town will vote to install one Electric Light at the corner of South Street and River Street and raise and appropriate a sum of money for the same.


The Finance Committee recommends the installation of this light and the appropriation of the sum of $18.00 to cover the cost of same for the present year.


Article 9. To see if the Town will vote to install one Electric Light in front of the entrance driveway of the Howard Seminary on Howard Street and raise and ap- propriate a sum of money for the same.


The Finance Committee recommends the installation of this light and the appropriation of the sum of $18.00 to cover the cost of same for the present year.


Article 10. To see if the Town will vote to install one Electric Light on North Elm Street half way be- tween Spring Street and Crescent Street and raise and appropriate a sum of money for the same. By petition.


The Finance Committee recommends the installation of this light and the appropriation of the sum of $18.00 to cover the cost of same for the present year.

Article 11. To see if the Town will vote to install one Electric Light on South Elm Street on the third pole south of River Street and raise and appropriate a sum of money for the same.


The Finance Committee recommends the installation of this light and the appropriation of the sum of $18.00 to cover the cost of same for the present year.


Article 12. To see if the Town will vote to install one arc Electric Light on North Main Street opposite entrance to fire station and raise and appropriate a sum of money for the same.


The Finance Committee recommends the installation of this light and the appropriation of the sum of $18.00 to cover the cost of same for the present year.


Article 13. To see what amount the Town will vote to raise and appropriate for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service) and choose a Town Director as provided in Section 41 and 42 of Revised Chapter 128 of the General Laws and act thereon.


The Finance Committee recommends the appropriation of $100.00 for this purpose.


Article 14. To see if the Town will raise and appro- priate the sum of $1,720.79 for maintenance of Plymouth County Hospital, under provisions of Chapter 111, Sec- tion 85, of the General Laws.


The Finance Committee recommends this appropriation.


Article 15. To see if the Town will raise and appro- priate the sum of $300.00 for maintenance of Visiting Nurse Service in West Bridgewater.


The Finance Committee recommends this appropriation.


Article 16. To see if the Town will vote to raise and appropriate a sum not exceeding $600.00 to install mod-

ern adequate sanitary equipment in the Sunset Avenue School.


The Finance Committee recommends this appropriation.


Article 17. To see if the Town will vote to raise and appropriate the sum of $50.00 for the purpose of pre- serving the Town Records.


The Finance Committee recommends this appropriation.


Article 18. To see if the Town will vote to raise and appropriate the sum of $5,000.00 for Federal Project Expenses.


The Finance Committee recommends this appropriation.


Article 19. To see if the Town will vote to raise and appropriate a sum of money to build two rooms for Offices. The same to be annexed to the Town Hall building.


The Finance Committee recommends the appropriation of $3,000.00 for this purpose.


Article 20. To see if the Town will vote to appro- priate from Surplus Revenue a sum of money to install six-inch water main on West Center Street and any other extensions found necessary, to secure W. P. A. labor.


The Finance Committee recommends the appropriation of $1,550.00 from the available surplus of the Water Department for the purchase and installation of six-inch water mains, with necessary connections, on West Center Street from junction of Prospect Street approximately 885 feet easterly.


Article 21. To see if the Town will vote to appro- priate from available funds in the Treasury a sum of money to be used by the Assessors to reduce the tax rate for the current year.


The Finance Committee recommends the appropriation of not over $10,000 from the Surplus Revenue to be used by the As- sessors to reduce the tax rate for the current year.

Article 22. To see if the Town will accept the Ceme- tery Trust Fund of $200.00 for perpetual Care of Ceme- tery Lot in Pleasant Hill Cemetery. To be known as Mary Elizabeth Wilson Trust Fund.


The Finance Committee recommends favorable action.


Article 23. To transact any other business that may legally come before the meeting.
