Article 4. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1938, and to issue a note or notes thereof, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


On motion this article was carried.


Article 5. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year and make appropriations for the same.

Article 6. To see if the Town will vote to raise and appropriate a sum of money to be used in connection with Chapter 90, Highway work, on North Elm street. Said appropriation to be used together with any sum of money that may be alloted thereto by State and County.

Voted: That the sum of three thousand dollars be raised and apppropriated for Chapter 90, Highway Work, to widen North Elm Street, to be used with any sums that may be alloted thereto by State and County. The above appropriation of three thousand dollars is to be provided for by raising $1,756.90 in Tax Levy of 1938 and by transferring from available unexpended balance of $1,243.10.


Amended that the Town's share not exceed one quar- ter of the amount allotted by the State. Amendment carried.

Article 7. To see if the Town will vote to raise and appropriate a sum of money to be used in connection with Chapter 90, Highway work on Spring Street. Said appropriation to be used together with any sum that may be allotted by the State and County. On motion, passed.


Article 8. To see if the Town will vote to raise and appropriate a sum of money to rebuild and black top Forest Street from Cross Street to John Peura's barn. By petition. On motion this article was passed.


Article 9. To see if the Town will vote to grade and black top Vital Avenue and raise and appropriate $250.00 for the same. By petition. On motion this arti- cle was passed.


Article 10. To see if the Town will vote to raise and appropriate the sum of $400.00 to curb and black top sidewalk for a distance of 1000 feet by 4 feet wide on West Street, starting at West Center Street. By petition.


This article was passed.


Article 11. To see if the Town will vote to appropriate from available Water Surplus the sum of $3,000.00 to purchase 6" pipes and fittings for extension on Crescent Street from the present dead-end to the water main on West Center Street, providing that labor can be fur- nished by the W.P.A.


Moved that we appropriate the sum of $3,000.00. On vote it was carried. .


Article 12. To see if the Town will vote to raise and appropriate a sum of money to lay new water pipe on Pleasant Street, pipe not to be less than 6" pipe provid- ing W.P.A. will provide the labor. By petition.

Article 13. To see if the Town will vote to raise and appropriate a sum of money to extend the water service with 2" pipe from a point on West Street at property of Daniel Penpraese 1000 feet northwesterly to property of Carl Raymond Pearson.


Moved that the necessary amount be appropriated to complete this work and that the sum of $750 be appro- priated. Carried.


Article 14. To see if the Town will vote to raise and appropriate a sum not exceeding $2,000 to install ade- quate modern sanitary equipment in the rear building of the Center School group.


Moved that this sum be appropriated. So voted.


Article 15. To see if the Town will vote to raise and appropriate the sum of five thousand dollars for the pur- pose of erecting an addition to the Matfield School. By petition.


Moved that $5,000 be appropriated for addition to Mat- field School.


On motion this article was passed.


Article 16. To see what amount the Town will vote to raise and appropriate for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service) and choose a Town Director as provided in Sections 41 and 42 of Revised Chapter 128 of the General Laws and act thereon.


Moved that $100 be appropriated and that Corelli Alger be chosen as Town Director.

Article 17. To see if the Town will raise and appro- priate the sum of $1,501.32 for maintenance of Plymouth County Hospital under provisions of Chapter 111, Sec- tion 85, of the General Laws.

To see if the Town will vote to incorpor- ate into the By-Laws the following article: There shall be an unpaid commission of three, to administer and su- pervise the care of the park in West Bridgewater. This Commission to be made up of the Chairman of the Board of Selectmen, one member to be appointed annually by the West Bridgewater Post, No. 66, American Legion, the third member to be appointed annually by the afore- mentioned members. It was so voted.


Article 31. To see if the Town will vote to appropriate from available funds in the Treasury a sum of money to be used by the Assessors to reduce the tax rate for the current year.


Article was carried by motion that the Assessors be and hereby are authorized and directed to use not more than seven thousand five hundred dollars ($7,500) or a sum approved by the Commissioner of Corporations and Taxation, from "Free Cash" toward the reduction of the 1938 tax rate.


It was so voted.

Article 32. To transact any other business that may legally come before the meeting.

It was also moved by Eddy P. Dunbar that hand rails be placed at entrance of Town Hall. Upon vote the mo- tion was carried.


On April 4, the following committee was chosen to appoint the Finance Committee: Christopher Read, Lewis Hayden, Ralph Frellick, Willard Peterson. The following were appointed to comprise the Finance Com- mittee : Arthur E. Ryder, Chairman; Alfred T. Wells, Secretary; Walter D. Crowley, John E. Howard, Stanley Freeman, John M. Richards, Horace R. Snell.


SPECIAL TOWN MEETING, MAY 19, 1938


Held Thursday, May 19, at 7:30 p.m. Meeting called to order by Moderator Howard B. Wilbur. The warrant was read by Town Clerk, H. E. Bryant, after which the Moderator declared the meeting open for transaction of business.


Article 1. To see if the Town will vote to raise and appropriate the sum of $4,475.00 for Federal Project Account.


Moved that the sum of $4,475.00 be appropriated from the surplus revenue for the Federal Project Account, provided that work on Maple Street be the last work done.


Article 2. To see if the Town will vote to raise and appropriate the sum of $525.00 to the Machinery Ac- count.


It was so voted.


Article 3. To see if the Town will vote to raise and ap- propriate the sum of $200.00 to purchase a power lawn mower.


It was so voted.
