The Finance Committee recommends such authoriza- tion.


Article 5. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and make appropriation for the same.


The recommendations of the Finance Committee for each Department appear in the Tables included in their report.

Article 6. To see if the Town will vote to raise and ap- propriate a sum of money to be used in connection with Chapter 90, Highway work, on North Elm Street. Said appropriation to be used together with any sum that may be allotted thereto by State and County.


The Finance Committee recommends the appropria- tion of one-quarter of the total amount to be con- tributed by State, County and Town, our share of the contribution not to exceed $3,000.00 If there is a bal- ance returned to the Town from the 1937 appropria- tion, this balance should be deducted from the Town's share of the appropriation under this Article.


Article 7. To see if the Town will vote to raise and ap- propriate a sum of money to be used in connection with Chapter 90, Highway work, on Spring Street. Said appro- priation to be used together with any sum that may be al- lotted by the State and County.

Article 8. To see if the Town will vote to raise and ap- propriate a sum of money to rebuild and black top Forest Street from Cross Street to John Peura's barn.

Article 9. To see if the Town will vote to grade and black top Vital Avenue and raise and appropriate $250.00 for the same. By Petition.

Article 10. To see if the Town will vote to raise and ap- propriate the sum of $400.00 to curb and black top side- walk for a distance of 1,000 feet by 4 feet wide on West Street, starting at West Center Street. By Petition.


The Finance Committee does not recommend this appropriation.


Article 11. To see if the Town will vote to appropriate from available Water Surplus the sum of $3,000.00 to purchase 6" pipes and fittings for extension on Crescent Street from the present dead end to the water main on West Center Street, providing that labor can be furnished by the W.P.A.


The Finance Committee recommends this appropria- tion.


Article 12. To see if the Town will vote to raise and ap- propriate a sum of money to lay new water pipe on Pleasant Street, pipe not to be less than 6", providing W.P.A. will furnish labor. By Petition.


The Finance Committee does not recommend this appropriation.


Article 13. To see if the Town will vote to raise and appropriate a sum of money to extend the water service with 2" pipe from a point on West Street, at property of Daniel Penpraese, 1,000 feet northwesterly to property of Carl Raymond Pearson.

Article 14. To see if the Town will vote to raise and appropriate a sum not exceeding $2,000.00 to install ade- quate modern sanitary equipment in the rear building of the Center School group.

Article 15. To see if the Town will vote to raise and appropriate the sum of five thousand dollars ($5,000.00) for the purpose of erecting an addition to the Matfield School.

The Finance Committee recommends the appropria- tion of $5000 for this Article provided it will cover the cost of the addition and necessary equipment satis- factory to the School Committee.


Article 16. To see what amount the Town will vote to raise and appropriate for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service) and choose a Town Director as pro- vided in Sections 41 and 42 of Revised Chapter 128 of the General Laws and act thereon.


The Finance Committee recommends the appropria- tion of $100 for this purpose.


Article 17. To see if the Town will raise and appropriate the sum of $1,501.32 for maintenance of Plymouth County Hospital, under provisions of Chapter 111, Section 85, of the General Laws.

Article 18. To see if the Town will raise and appropriate the sum of $300.00 for maintenance of Visiting Nurse Serv- ice in West Bridgewater.


The Finance Committee recommends this appropria- tion.


Article 19. To see if the Town will vote to appropriate a sum of money for a road machinery account for the purpose of repairing and operating road machinery, said sum to be raised by taxation or transferred from avail- able funds in the road machinery fund, or take any other action relative thereto.


The Finance Committee recommends the appropria- tion of $1,250 for the Road Machinery Account, and further recommends that no transfer be made this year from the Road Machinery fund.

Article 20. To see if the Town will vote to authorize the Selectmen to sell a small lot of land on Walnut Street.

Article 21. To see what action, if any, the Town will take regarding petitioning the Legislature to be relieved from the Civil Service requirements now governing the Police force.

Article 22. To see if the Town will vote to raise and appropriate the sum of $50.00 for the purpose of preserv- ing the Town Records.

To see if the Town will vote to incorporate into the By-Laws the following article: There shall be an unpaid commission of three, to administer and supervise the care of the parks in the Town of West Bridgewater. This commission to be made up of the Chairman of the Board of Selectmen, one member to be appointed annu- ally by the West Bridgewater Post, No. 66, American Le- gion, the third member to be appointed annually by the aforementioned members.

Article 31. To see if the Town will vote to appropriate from available funds in the Treasury a sum of money to be used by the Assessors to reduce the tax rate for the current year.


The Finance Committee recommends the appropria- tion of not over $6,000 from the Surplus Revenue to be used by the Assessors to reduce the tax rate for the current year.


Article 32. To transact any other business that may le- gally come before the meeting.

ANNUAL MEETING, MARCH 7, 1938


A meeting duly warned of the inhabitants of West Bridgewater qualified to vote in election and Town af- fairs was held in the Town Hall at West Bridgewater, Monday, March 7, 1938, at nine o'clock in the forenoon, and the following is a record of the doings of said meet- ing :


The meeting was called to order by the Moderator Howard B. Wilbur and after Article 1 of the Warrant had been read by the Town Clerk, that is to elect the following officers for the Town by ballot, the Moderator declared the meeting opened to elect the following: One Town Clerk for one year; one Moderator for one year; one Assessor for three years; one Selectman for three years; one Treasurer for one year; one member of the Board of Public Welfare for three years; one Water Commissioner for three years ; two School Committee for three years; two Trustees of Public Library for three years ; one Tree Warden for one year ; two Constables for one year.


The Election officers were duly sworn in by the Town Clerk to the faithful performance of their duties and were as follows: Mary Pratt, Grace Keenan, Lulu Gard- ner, Ellen Brown, Arthur Ryder, Albert Snow, John O'Shaughnessy, Josephine Holmgren, Lillian Sullivan, Margaret Kent, Dorothy Eckstrom, Loraine Wilbur, Sumner Keith, Patrick Sullivan, John Fallon, Eunice Logue, George Davis, Frank Mahoney.


The ballot box was inspected by the police officer in charge, Ervin W. Lothrop, and found to be empty, and the register was set at zero. One thousand six hundred ballots were delivered to the Moderator by the Town Clerk and receipts given for same.

At nine o'clock a.m. the Moderator declared the polls open for casting ballots. At nine o'clock p.m., the Mod- erator declared the polls closed.


The Moderator, with the police officer in charge, count- ed the cast and unused ballots, and announced that the number of ballots cast tallied with the count of votes from check list, also with dial numbers shown on bal- lot box.


The ballots having been counted, sorted, and com- puted, as is by law required, the Moderator then de- clared the vote.
