Finance Committee Report
In submitting our recommendations for the year 1939 we, in common with all cities and towns in the Common- wealth, are facing an excessive State Tax this year-not only the tax for 1939 but a deficit on the tax of 1938 must be provided for. In addition to this the Town, be- cause of a revision in State assessment, will lose a con- siderable portion of the Massachusetts School Fund from which we have benefitted in the past.
Taking these items into consideration, at the outset we are faced with an increase of approximately $5.60 on the tax rate. The only way in which this increase can be offset is by keeping our Town appropriations as low as possible. Through the cooperation of Department officials working with the Committee, we are glad to be able to submit a budget for the new year which will partially offset the increase mentioned.
The recommendations of the Committee on the Departmental Budget and special Articles in the Warrant total $133,962.02. This amount compared with the total appropriations of 1938 of $140,880.51 show us a saving of $6,918.49. This will help to reduce by ap- proximately $2.00 the rate which is being increased by the State Tax. Considering the variations in the esti- mated receipts this year as compared with previous years, we feel that by taking $10,000.00 from our Surplus Revenue this year to help reduce the tax rate, we can hope to have a tax rate of approximately $34.50.
Relief costs continue high and we see no immediate possibility of any radical reduction. The figures sub- mitted by the local board, and which we have recom- mended, should be sufficient, we believe, to cover the needs for the coming year.
In considering the appropriation for Federal Projects

Account the Board of Selectmen with the W. P. A. Ad- ministrator have worked out a list of projects and budgeted the Town's share of the expense on each. They have submitted a total amount of $7,386.00 which the Selectmen feel is as much as the Town can afford to spend on Federal Projects this year. We endorse this stand as we feel that the appropriation made at the an- nual meeting should be budgeted to cover the entire year's expense and, with that understanding, we recom- mend the amount named.
In the estimate submitted and recommended for the Police Department, the increased amount is to cover the purchase of a car with ambulance equipment. Such a car we consider necessary to a properly equipped Police Department today.
In the estimate for the Highway Department, an amount of $10,300.00 was originally submitted. Our Committee recommends the appropriation of $8,500.00 to be applied on the tax rate and the appropriation of $1,873.36 from the Highway Fund provided by Chapter 2, Acts of 1939. This latter sum is mentioned in Article 17 of the Warrant.
Article 18 in the Warrant refers to the purchase of a new truck for the Highway Department. We have recommended that the Selectmen turn in the Ford truck now used by the Highway Dept. toward the purchase of a new truck. We understand that this trade-in can be made for the sum of $835.00. This amount we have recommended be appropriated from the Road Machinery Account. Under Article 14 we have recommended the transfer of a like sum from the Road Machinery Fund, which is being built up for such purposes, to the Road Machinery Account to cover the cost of the transaction.
The Committee recommends the careful consideration by the voters of Article 9 in the Warrant. We feel that too many substantial amounts have been appropriated in the past by special meetings attended by a very small

minority of the registered voters. We believe that this By-Law should be adopted to protect the best interests of the Town when substantial amounts are to be ap- propriated.
This Committee appreciates the co-operation which has been extended them by various Town Departments, especially the Selectmen who have faithfully attended our meetings and worked with us during the year. This Committee meets monthly and is always glad to welcome any citizens interested in Town affairs and finances to their meetings.
A table of estimates by Departments, amounts rec- ommended by this Committee, and a report of recom- mendations on Articles in the Town Warrant appear on the following pages.

Report of Finance Committee on Articles in Town Warrant
Article 1. To elect the following Town Officers by Official Ballot : One Town Clerk for one year, one Mod- erator for one year, one Assessor for three years, one Selectman for three years, one member of the Board of Public Welfare for three years, one Tax Collector for three years, one Treasurer for one year, one Water Com- missioner for three years, two School Committee for three years, two Trustees of Public Library for three years, one Tree Warden for one year, two Constables for one year.
The polls will be open at 9 o'clock in the forenoon of March 6, 1939, and will close at 8 o'clock p. m.
Article 2. To choose Town Officers for the ensuing year not elected on the Official Ballot.
Article 3. To hear the reports of all Town Officers and Committees and act thereon.
Article 4. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1939, and to issue a note or notes therefor, payable with- in one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
The Finance Committee recommends such authoriz- ation.
Article 5. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and make appropriation for the same.
The recommendations of the Finance Committee for each Department appear in the Tables included in their report.

Article 6. To see if the Town will vote to raise and appropriate a sum of money to be used in connection with Chapter 90, Highway work, on North Elm Street. Said appropriation to be used together with any sum that may be allotted thereto by State and County.
The Finance Committee recommends the appropriation of one-quarter of the total amount to be contributed by State, County and Town, our share of the contribution not to exceed $3,000.00.
Article 7. To see if the Town will vote to appropriate a sum of $50.00 for a clinic by the School physician to immunize school children and pre-school children against diphtheria.
The Finance Committee recommends this appropri- ation.
Article 8. To see if the Town will vote to raise and appropriate a sum of money to install two lights on Sinnott Street. By petition.
Because of a clubhouse being located on this street, the Finance Committee recommends the installation of one light on the third pole from the corner of Sinnott and North Elm Street, and the appropriation of the sum of $18.00 to cover the cost of same for the present year.
Article 9. To see if the Town will adopt the following By-Law: At any regular or special meeting appropriat- ing a total sum of $1,000.00 or more, it shall be necessary that at least 10% of the registered voters of the Town be present ; a total sum of not less than $1,000.00 may be appropriated at a meeting when at least 50 registered voters are present; the check list is to be used at all meetings to establish the total voters present; Any pre- vious By-Law in conflict with this, is hereby repealed.
The Finance Committee recommends the adoption of this by-law.
Article 10. To see if the Town will accept the Cem- etery Trust Funds for perpetual care of the Samuel G. and James Copeland lot No. 59, Pine Hill Cemetery. of

$1,000.00 and the Etta L. Hartwell Fund of $300.00 for the care of Edward W. Hayward cemetery lot on Walnut street.
The Finance Committee recommends favorable action.
Article 11. To see what amount the Town will vote to raise and appropriate for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service) and choose a Town Director as provided in Section 41 and 42 of Revised Chapter 128 of the General Laws and act thereon.
The Finance Committee recommends the appropriation of $100.00 for this purpose.
Article 12. To see if the Town will raise and ap- propriate the sum of $1,680.46 for maintenance of Plym- outh County Hospital, under provisions of Chapter 111, Section 85, of the General Laws.
The Finance Committee recommends this appropri- ation.
Article 13. To see if the Town will raise and appro- priate the sum of $300.00 for maintenance of Visiting Nurse Service in West Bridgewater.
The Finance Committee recommends this appropri- ation.
Article 14. To see if the Town will vote to appropri- ate a sum of money for road machinery account for the purpose of repairing and operating road machinery, said sum to be raised by taxation or transferred from avail- able funds in the road machinery fund, or take any other action relative thereto.
The Finance Committee recommendation for repairing and operating Road Machinery is included in the Road Machinery Account item in the Tables. Provided favor-

able action is taken on the recommendations of the Com- mittee under Article 18, the Committee recommends the transfer of the sum of $835.00 from the Road Machinery Fund to the Road Machinery Account to cover the cost of the trade-in of the truck.
Article 15. To see if the Town will vote to raise and appropriate the sum of $50.00 for the purpose of pre- serving the Town Records.
The Finance Committee recommends this appropri- ation.
Article 16. To see if the Town will vote to raise and appropriate the sum of $7,386.00 for Federal Project Expense.
The Finance Committee recommends this appropri- ation.
Article 17. To see what disposition the Town will make of the allotment to the Town from the State Gaso- lene Tax of $1,873.36.
The Finance Committee recommends the appropriation of this sum from the Highway Fund, provided by Chap- ter 2 of the Acts of 1939, to the Town Highway Depart- ment.
Article 18. To see if the Town will vote to purchase a new Truck for the Highway Department or make any qualification of this article.
The Finance Committee recommends that the Select- men be authorized to trade the Ford truck, now used by the Highway Department, for a new truck and that the sum of $835.00 be appropriated from the Road Machinery Account for this purpose.
Article 19. To see if the Town will vote to accept Merritt Street as laid out by the Selectmen.
Referred to the voters at Town Meeting.
Article 20. To see if the Town will raise and appro- priate the sum of $127.00 for cost of defending land

damage suit, Edith M. Alger vs. Town of West Bridge- water.
The Finance Committee recommends this appropri- ation.
Article 21. To see if the Town will vote to amend the following By-Law: To see if the Town will vote to incorporate into the By-Laws the following article : There shall be an unpaid commission of three, to administer and supervise the care of the parks in the Town of West Bridgewater. This commission to be made up of the Chairman of the Board of Selectmen, one member to be appointed annually by the West Bridgewater Post, No. 66, American Legion, the third member to be appointed annually by the aforementioned members.
Amendment: The Town Parks shall be under the supervision of the Selectmen who may appoint a Park Commission if so desired by them to care for all Parks and Monument Lots and Town Plots.
Referred to the voters at Town Meeting.
Article 22. To see if the Town will vote to appropri- ate from available funds in the Treasury a sum of money to be used by the Assessors to reduce the tax rate for the current year.
The Finance Committee recommends the appropriation of not over $10,000.00 from the Surplus Revenue to be used by the Assessors to reduce the tax rate for the current year.
Article 23. To transact any other business that may legally come before the meeting.
