VOTED : (Standing Vote, 168 in the affirmative and 1 in the negative) That the sum of one hundred thousand (100,000) dollars be and hereby is appropriated to be added to the Stabilization Fund established by vote of the Town Meeting under Article 73 of the Warrant for the Annual Town Meeting of 1958; said sum to be taken from available funds now in the treasury.
There being no further business under Article 92, the Moderator declared it disposed of.
Article 93. (Headquarters for Lt. Stanley G. Benner Detach- ment - Marine Corps League of Arlington.)
VOTED: That in accordance with Chapter 40 Section 9 under the General Laws of Massachusetts, as amended by Chapter 409 of the Acts of 1946, the sum of nine hundred (900) dollars be and hereby is appropriated for the purpose of providing headquarters for the "Lt. Stanley G. Benner Detachment, Marine Corps League of Arlington". and that said sum be raised by general tax and expended under the direction of the Board of Selectmen.
There being no further business under Article 93, the Moderator declared it disposed of.
Article 94. (Appropriation of Available Funds.)
VOTED : That the sum of four hundred thousand (400,000) dollars voted for appropriations heretofore made under the Warrant for this meeting, and not to be borrowed or to be taken from avail- able funds or from balances of special appropriations made in other years, shall be taken from any available funds in the Treas- ury; and that the Assessors be instructed to use free cash in the Treasury in any available funds to that amount in the determina- tion of the 1959 tax rate.

Report of the Registrars of Voters
Honorable Board of Selectmen
Arlington, Massachusetts
Gentlemen:
The Registrars of Voters herewith submit their annual report for the year ending December 31, 1959, in accordance with Section 3 of Article 3 of the By-Laws.
Temporary Assistant Registrars designated by our Board made a complete canvass of the Town for the purpose of taking the annual listing of persons twenty years of age and older residing in the Town of Arlington on January 1, 1959, and in conjunction therewith a listing of owners or keepers of dogs, both as required under the law.
Our Board certified the signatures of 7,928 voters appearing in nomination papers filed by or in behalf of candidates seeking muni- cipal offices and in petitions filed with your Board for articles to be inserted in the Warrant for the Annual Town Meeting.
Nine evening sessions for the registration of voters were held at various public buildings throughout the town, prior to the final date for registration for the Annual Town Election. At these sessions, 234 persons were qualified to vote in elections. Throughout the year, daily sessions for the registration of voters were held dur- ing regular business hours in the office of the Town Clerk, at which an additional 392 persons were so qualified. A total of 626 names were, therefore, added to the voting list during the year.
For the Town Election held March 2, 1959, the Registrars were in session throughout the entire period during which the polls were open- 7:00 A.M. to 8:00 P.M. - after which they assisted in the tabulation of the returns of ballots cast until the results were an- nounced at 12:30 A.M. on March 3. Mr. Daniel A. Purcell and Miss Ann Mahon were appointed by your Board to serve as Temporary Registrars of Voters to fill existing vacancies for that day.
Miss Ann Mahon became a member and Clerk of our Board this year by virtue of her election as Town Clerk, and Mr. Joseph H. Cormier was re-appointed as a Registrar of Voters by your Board for a term of three years.
Upon completion of the work of revising the voting list, in accordance with the true list information that had been presented, a total of 2,522 notices- 72 less than in the preceding year - were sent by first-class mail, as required by law, to persons whose names were to be removed from the voting list for the reason that they had not been reported as residing in Arlington on January 1, 1959. Of this number, 1,195 proved residence and were reinstated.
As a result of the notices mailed, the names of 1,327 voters were removed from the list for varying reasons including removal from the Town, changes of name by marriage or court decree, and/or failure to comply with the notice. An additional 284 names of voters were dropped from the voting list because of death or other changes in voting status brought to the attention of our Board.

REPORT OF THE BOARD OF ASSESSORS
ANNUAL REPORT of the BOARD OF ASSESSORS for 1959
During the year, the Board of Assessors met every Monday even- ing, plus Special Meetings called by the Chairman, especially during July and August, when intermittent sessions were held.
Hearings were held with residents of the Town, on the subject of property valuations, personal and Motor excise taxes, relief to the aged, infirm or poor; veterans' exemptions and the like.
During the year members of the Board attended all conferences conducted by the State Department of Corporations and Taxation.
Members of the Board made weekly trips, "into the field", during the year to assess new property constructed within the Town, as well as alterations to existing property.
During the month of January, members of the Board made in- dividual inspections throughout the Town and assessed personal property in the amount of $4,847,950.
At the organizational meeting on the Monday following the Annual Town Election, the members, including Walter S. Cooledge Jr., Leonard D. Wood and William O. Hauser, met and elected unani- mously Mr. Wood as Chairman, and Mr. Cooledge as Clerk for one year.
The number of bills processed by the office was over forty-five thousand (45,000) this year.
During the year, over 3,900 statutory applications for abatement and exemption, consisting of Motor Excise, Poll, Personal Property and Real Estate were processed by the Board, the greatest percentage of which were on the transfer of ownership of motor vehicles.

The actual total increase in Real Estate value in 1959 over 1958 was $1,347,500.
In conclusion, the Board of Assessors would like to stress again, that whereas the estimated total valuation for 1960 shows a slight increase, the over-all picture since 1955 has been and will be a steady decline in the amount of undeveloped land and areas in the Town and that, in the next years, the tax revenue from newly developed property will not offset the approximate $3.00 increase in govern- mental costs and services which has taken place annually over the recent years.
After devoting 32 years of service to the Assessors Department our able and efficient Executive Secretary, Arthur F. Wells, retired from his position on the last day of the year.
During his long and faithful career in assisting the Board and in administering his varied and exacting departmental duties, he had gained an enviable reputation which commanded the highest respect from his associates and colleagues throughout the Common- wealth.
We shall miss his invaluable aid and advice and extend our best wishes for health, happiness and prosperity to him in his well earned retirement.
