VOTED: That payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commissioners in accordance with Chapter 500, Section 1, of the Acts of 1943 for: (A) the Town's share of the maintenance, operation and repair of Middlesex County Tuberculosis Hospital during the last preceding calendar year, including interest on temporary notes issued therefor, in accordance with sections of Chapter 111 of the General Laws ap- plicable thereto; (B) the Town's share of any and all other ex- penses in connection with said hospital, including expenses under section 25G (6) (a) of Chapter 32 of the General Laws inserted by Chapter 400 of the Acts of 1936; be and hereby is authorized ratified and confirmed.

Article 5. (Treasurer; Power to Borrow.)

VOTED: That the Treasurer, with the approval of the Select- mien, be and hereby is authorized to borrow money on and after January 1, 1960, in anticipation of the revenue of the financial year beginning January 1, 1960 and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Sec- tion 17, Chapter 44, General Laws and any amendments thereof; any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1960.

Article 6. (Claims or Charges of Symmes Hospital.)
VOTED: That the sum of twenty three thousand eight hun- dred eighty nine and 10/100 (23,889.10) dollars be and hereby is appropriated to pay claims and charges of Symmes Hospital, includ- ing such claims and charges for aid, relief or care furnished prior to January 1, 1959 to persons falling into distress and standing in need of immediate relief; said sum to be raised by general tax and expended under the direction of the Town Manager.

VOTED: That the Classification Plan - Schedule A and the Pay Plan - Schedule B as established by Article 7C of the By-Laws be and hereby are amended by increasing all money figures con- tained therein by $104.00 in the annual salary schedule and by $2.00 in the weekly salary schedule, and by increasing the compensa- tion of part-time employees, whose hours of work follow a regular schedule, proportionally as their actual part-time service bears to full-time service; said amendment to become effective April 1, 1959; and for this purpose the sum of forty four thousand five hundred (44,500) dollars be and hereby is appropriated, said sum to be raised by general tax and expended under the direction of the de- partments affected.

VOTED: That the Classification Plan, known as Schedule A, of Article 7C, of the By-Laws be and hereby is amended by adding the classification of Assistant Collector, Grade AG 4, said amendment to become effective April 1, 1959; and that for this purpose the sum of one hundred fifty two (152) dollars be and hereby is appro- priated, said sum to be raised by general tax and expended under the direction of the department affected.

Article 15. (Amendment of Town By-Laws -- Classification and Pay Plan.)

Earned sick leave with pay will be limited to one and one- quarter days per month not to exceed fifteen days per year and will be credited on the first day of each month. Sick leave credit will begin on the first day of the month following employment except as otherwise provided in Section A. Employees having an aggregate of more than two days of authorized leave without pay in any calendar month shall not receive sick leave credit for that month. Employees having unauthorized absence without pay in any calendar month shall not receive sick leave credit for that month.

Article 16. (Amendment of Town By-Laws - Classification and Pay Plan.)
VOTED: That Section H of Section 14 of Article 7C of the By-Laws be and hereby is amended by striking out said Section H and inserting in place thereof the following: Section H
Every department of the Town shall keep a uniform attendance record on such form as approved and audited by the Town Account- ant for each employee showing sick leave both accrued and granted. The information on such record shall be transmitted by the head of the department to the Personnel Board upon request.

Article 17. (Amendment of Town By-Laws - Classification and Pay Plan. )

the negative) That Section E of Section 15 of Article 7C of the Py-Laws be and hereby is amended by striking out said Section E and inserting in place thereof the following.

Leave of absence with pay may be granted by the appointing authority to permanent employees who are authorized delegates to state or national conventions of the following veterans' organiza- tions: American Legion, AMVETS of World War II, Disabled Ameri- can Veterans, Legion of Valor, Marine Corps League, Military Order of the Purple Heart and Veterans of Foreign Wars.

Maternity leave of absence without pay shall be required before the sixth month of pregnancy. A certificate from the attending physician shall be presented to the department head and the leave shall be for a period which must be of sufficient duration to allow for pre-natal and post-natal care. A physician's certificate shall be required before the employee returns to work.

ADJOURNED ANNUAL TOWN MEETING - MARCH 18, 1959
Pursuant to the vote of adjournment of March 16, 1959, and written notices sent by mail by the Town Clerk, the town meeting members met in the Town Hall on Wednesday evening, March 18, 1959, to act upon the remaining articles set forth in the Warrant for the Annual Town Meeting.
Lists of the duly qualified town meeting members were used at the entrances of the meeting place and were in charge of Mary A. Farrington and James E. Sweeney. The lists contained the names of two hundred forty-three (243) elected town meeting members and seven (7) town meeting members at large qualified to parti- cipate and vote in town meetings in Arlington.
The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that two hundred ten (210) elected town meeting members and seven (7) town meeting mem- bers at large (86.8% of total - 250) attended the meeting.

The Moderator, Lawrence E. Corcoran, declaring a quorum present, called the meeting to order at 8:05 o'clock P.M.
The meeting was opened with the singing of "The Star Spangled Banner" by the assembly, accompanied by Mr. Augustus Mazzocca, trumpeter, and Mr. Walter E. Russell, pianist, both of the School Department, and invocation by Rev. Philip G. McGinty, Curate of St. Agnes' Church.

VOTED: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Monday, March 23, 1959, at 8 o'clock.

Article 24. (Relocation and Construction of Mystic Street. )
VOTED: (Standing Vote 167 in the affirmative and 16 in the negative) That the sum of fifty five thousand and seventy (55,070) dollars be and hereby is appropriated for the relocation, alteration and widening, construction of, specific repairs upon and improve- ment of all or any parts of Mystic Street, within the town as now existing or hereafter relocated, altered and widened, including land damages, if any, under the provisions of law authorizing the assess- ment of betterments or otherwise; said sum to be used with any sum or sums which may be allotted by the Commonwealth or County of Middlesex, or both, for such purpose or purposes; said sum to be raised by general tax and expended under the direction of the Town Manager.
There being no further business under Article 24, the Moderator declared it disposed of.
Article 25. (Removal of the Old Town Hall.)
VOTED: That the sum of seven thousand five hundred (7,500) dollars be and hereby is appropriated to remove the brick building located at 627-631 Massachusetts Avenue, formerly used as a Town Hall and known as Menotomy Hall and for the grading of the area; said sum to be raised by general tax and expended under the direction of the Town Manager.
There being no further business under Article '25, the Moderator declared it disposed of.
Article 26. (Railroad Crossing at Mystic Street.)
VOTED: That the Board of Selectmen be and hereby is. authorized and empowered on behalf of the Town to enter into an agreement with the Boston and Maine Railroad relative to the creation of a railroad crossing at grade by reason of the relocation of Mystic Street, between Massachusetts Avenue and Chestnut Street, in accordance with the provisions of Section 80 Chapter 159 of the General Laws.

Article 27. (Proposed Alteration of Zoning Map - Area on Mystic Street and Chestnut Street, commonly known as Russell Common.)

Thereupon, on motion duly made and seconded, it was
VOTED : (Unanimously) That the Town amend its Zoning By-Law by altering the zoning map therein referred to so as to include in the Business A District the parcel of land owned by the Town of Arlington on Mystic Street and Chestnut Street, commonly known as the Russell Common, bounded and described as follows:
Beginning at a stone bound at the point of intersection of the southeasterly side line of Mystic Street, and the southwest- erly side line of Chestnut Street, thence southeasterly on said southwesterly side line of Chestnut Street, a distance of 245.76 ft. to a point at land of the Roman Catholic Archbishop of Boston, thence southwesterly by land of the Roman Catholic Archbishop of Boston a distance of 370 ft. more or less to land now or formerly of Goode, thence northwesterly by said land now or formerly of Goode, known as Park Terrace, a distance of 193.76 ft. to a point on the southeasterly side line of Mystic Street, thence northeasterly on said southeasterly side line of Mystic Street, a distance of 285.35 ft. to the point of beginning and containing approximately 67,075 sq. ft.
There being no further business under Article 27, the Moderator declared it disposed of.
Article 28. (Off-Street Parking Area - Russell Common.)
VOTED: ( Unanimously ) That sum of
the forty three thousand nine hundred (43,900) dollars be and hereby is appro- priated to excavate, grade, pave, paint stalls, provide lighting and parking meters, and do any and all other acts necessary on land owned by the Town of Arlington, commonly known as the Russell Common, for the purpose of providing a public off-street parking area; that for this purpose the sum of four hundred eighty two and 43/100 (482.43) dollars be raised by general tax, and the sum of forty three thousand four hundred seventeen and 57/100 (43,417- .57) dollars be taken from unexpended balances now in the treasury as follows:
