ARLINGTON TOWN REPORT
In 1959 there was a drop in the number of applications for ald and in the amount expended for aid. No adequate explanation for the drop in the number of applications for aid has been produced but it is fair to assume that the smaller expenditure for aid results from increases in the amounts of weekly benefits being paid to persons receiving Workmens Compensation and Unemployment Com- pensation, increased Social Security benefits and the more liberal sick and hospital benefits now being paid. The impact of the so-called "Fringe Benefits" now being enjoyed by wage earners is commencing to be felt. As in past years, applicants for aid are required to apply for any and all benefits to which they may be entitled from govern- ment agencies, union locals and private charitable organizations. As this department receives no direct Federal aid, any benefits received by persons on the aid rolls lessens the burden on the Town.
In conclusion we wish to gratefully acknowledge the help and cooperation provided by the Town Manager, the Board of Selectmen and the Personnel Board and their staffs and to express our appreci- ation of the fine work of the department employees.

His valued experience and counsel will be sorely missed. His contribution to the welfare of the Town by his service has indeed been a great one.

REPORT OF THE HOUSING AUTHORITY
Annual Report of the Arlington Housing Authority
Submitted herewith is the Annual Report of the Arlington Hous- ing Authority for the year ending December 31, 1959.
At the Annual Town election in March, Mr. James A. Coffey was reelected to the Authority for a term of five years. The Authority organized for the year at its Annual Meeting held on March 10, 1959, at which time Mr. Joseph S. Vahey was elected Chairman; Mr. John P. Kedian, Vice-Chairman; Mr. Myron D. Chace, Treasurer; Mr. Edward J. Doherty, Assistant Treasurer.
Throughout the year the Housing Authority met regularly on Monday evenings and also at many Special Meetings, called at vari- ous times. These meetings were concerned with the management of the presently existing Veterans' Project, as well as the preparation for and the actual start of construction on a Housing Project for Elderly Persons.
Bids for this Housing Project for Elderly Persons were opened in July and the General Contract was awarded to the Roberto Con- struction Company of Wakefield, the low bidder. Work commenced in September and has progressed very satisfactorily. It is anticipated that the actual occupancy of this Project will be accomplished early in 1960.
The Arlington Housing Authority will request permission of the Town at the Annual Town Meeting of 1960 to proceed with the plan- ning and development of additional units to house Elderly Persons.
A voluntary payment of $6336 was made in 1959 to the Town, by the Housing Authority, this being the largest amount permitted by law for such a payment.
The Authority wishes to express its appreciation to all Officials, Boards, and Town departments for their cooperation throughout the year.

Report of the Cemetery Department

Dear Sir:
The Cemetery Commissioners herewith submit their report for the year ending December 31, 1959.
In January 1959, Mr. T. Gordon Smith was appointed Cemetery Commissioner for a three year term to fill the vacancy created by the expiration of the term of Mr. John R. Keefe.
The Board organized with Mr. John H. Callahan as chairman for another year.
Work is being continued on the westerly side of Mill Brook. One hundred thirty-one graves in Plot DD, the new two grave Monu- ment-Flat Marker Plot, are now ready for sale.
There were 401 interments in Mt. Pleasant Cemetery in 1959, the largest number in the history of the cemetery.
Repairs were started on the Chapel building. The office and waiting room were painted, roof, gutters and leadins to the dry wells were repaired. Major outside repairs will be done when weather permits.
The Board wishes to express its gratitude to Mr. Edward C. Preston, Superintendent, for his help and cooperation.

Dear Sir:
In addition to the usual work of this Department of design, lay- out, inspection and supervision of construction projects which consti- tutes the major portion of the work, several major projects were undertaken such as the design and layout of the Reservoir Beach alterations, the layout and supervision of the construction of the Russell Parking Area, the survey of and the setting of permanent markers in the Great Meadows, design and layout of the Drake Road Bridge, surveys and plans of the Town Yard and Gas Company buildings and yards and several drainage surveys and studies.
Studies, estimates, recommendations and other assistance have been given to many of the Boards, Commissions and Departments of the Town.
Annexed to this report is a list of public and private streets and other statistics as of January 1, 1960.
My sincere thanks are extended to the employees of this Depart- ment and to all Town officials for their cooperation and assistance.
