Disability Assistance was granted to 58 persons.


An analysis of gross and net expenditures for 1959 in comparison with 1958 reveals the following results.


The 1959 gross for the four categories of aid amounted to $707,423 (cents omitted) as against $717,254 in 1958. This was a de- crease of $9,831 or approximately .0137. The 1959 net was $95,503. as against $96,725 in 1958 a decrease of $1,222 or approximately .013. These percentage changes were unusally small but they pointed in the right direction.


Factors contributing to decreased expenditures, both gross and net were due to declining case loads and a boost in Social Se- curity payments to recipients of Disability Assistance and Old Age Assistance. These increased benefits, effective in January, 1959 amounted to about 7%. We are much disturbed however by rising costs of Medical Care which in Arlington is currently running at approximately 46% of all payments to Old Age Assistance recipients.


As usual we face increased hospital costs beginning January 1, 1960. The larger teaching hospitals have been granted an increase from $28.32 to $30.79 per diem whereas Symmes Hospital will go from $22.65 to $24.63 per diem. Lemuel Shattuck, Pondville and West- field have jumped from $7.50 per diem to $15.00 per diem, 100% up.

The Board of Public Welfare meets monthly with the Director and the Two Social Work Supervisors in the Robbins House. Assist- ance grants in all categories are examined and approved, adjusted or denied. The Director (new name for Agent) presents the monthly agenda to the Board and acts as its Secretary. Supervision of Ad- ministration continues to be exercised by the State Department of Public Welfare. The State conducts audits at regular intervals as does the Federal Government.


In place of two meetings per month the Board has been operating two sessions on the same date. It convenes at 4:30 P.M. for cases only. When that is completed the Board remains with the Di- rector to review Administration matters. The Board examines Expen- ditures Control, Reimbursements. Space requirements, Billings to Other Cities and Towns, Liens and Recoveries, Salaries and Personnel Practices.

It is fitting at this time for me to extend my thanks to you, to the members of the Board of Public Welfare, and to all officials, department heads and employees of the town who have so courte- ously assisted me and members of my staff throughout the year. I also wish to acknowledge the many services rendered by private social agencies, service organizations, church and civic groups and individuals. I further wish to commend my staff and the field repre- sentatives of the State Department of Public Welfare who have recognized the growing need for increased services to our less fortunate clients.
