Article 90. To see if the Town will make an appropriation to be expended under the direction of the Town Clerk, for the purpose of defraying the expense of advertising and other incidental costs relating to the By-Laws voted at this Town Meeting; determine in what manner the money shall be raised; or take any action relat- ing thereto.
Article 91. To see if the Town will vote to make an appro- priation for the purpose of providing ornamental and additional light to the streets in the business area of the Town during the Christmas holiday season; determine in what manner the funds shall be raised and expended or take any action relating thereto.

To see if the Town will make an appropriation to be added to the Stablization Fund created under Article 73 of the Warrant for the 1958 Annual Town Meeting in accordance with the provisions of Massachusetts General Laws (Ter. Article 93. To see if the Town will make an appropriation of a sum of money to be expended under the direction of the Board of Selectmen for the purpose of providing suitable headquarters for the Lt. Stanley G. Benner Detachment, Marine Corps League of Arlington, determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 94. To see if the Town will authorize taking a sum of money voted for the appropriation heretofore made at this Town Meeting under this Warrant, and not voted to be borrowed, from any available funds in the treasury and will authorize the Assessors to use free cash in the treasury in any available funds to an amount not exceeding $400,000.00, in the determination of the 1959 tax rate.
And you will notify and warn the voters of the Town of Arling- ton to meet at the times and places herein specified by leaving at every dwelling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least before the day of said meeting for the election of officers.

By virtue of this Warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein specified by causing a printed attested copy of said Warrant to be left at every dwelling house in the Town, previous to the day of the meeting for the election of officers and by posting an attested copy of said Warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the times, places and objects of the meetings was published in the local papers.

ANNUAL TOWN ELECTION, MARCH 2, 1959
In pursuance of the foregoing Warrant, the inhabitants of the Town of Arlington, qualified to vote in elections, met in the polling places designated by the Board of Selectmen for the several pre- cincts in said Town on Monday, March 2, 1959, at seven o'clock in the forenoon.
Upon receipt of the returns as made by the election officers of the several precincts, they were canvassed by Miss Ann Mahon, Assistant Town Clerk and Temporary Registrar of Voters, Messrs. Arthur P. Wyman and Joseph H. Cormier, Registrars of Voters, and Mr. Daniel A. Purcell, Temporary Registrar of Voters, assisted by Miss Mary A. Farrington and Miss Elizabeth M. Holt, Assistant Registrars of Voters, and the results were announced at 12:30 P.M. on Tuesday, March 3, 1959, as follows:

In accordance with Section 61 of Chapter 51 of the General Laws, the return of the registered voters in the Town at the close of registration on February 10, 1959, was forwarded to the Secre- tary of the Commonwealth.
The results of the count of votes cast at the Town Election were forwarded to the Secretary of the Commonwealth.
In accordance with Section 132 of Chapter 54 of the General Laws, the total number of voters checked on the voting lists in each precinct was forwarded to the Secretary of the Commonwealth.
In connection with the work of the Department of Corporations and Taxation, a list of Town Officials was forwarded to the Director of Accounts.
ANNUAL TOWN MEETING - MARCH 16, 1959
Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington by a constable of said Town, notices having been sent by mail by the Town Clerk at least seven days before the day of the meeting to the town meeting members elected and qualified to act in town meetings in Arlington under the provisions of Chapter 43A of the General Laws, as amended, and published in the local newspapers, as required by the Town's By-Laws, the town meeting members met in the Town Hall, in said Town, on Monday, March 16, 1959, at eight o'clock in the evening. The Warrant calling the meeting served as the notice sent by mail by the Town Clerk.

ARLINGTON TOWN REPORT
Lists of the duly qualified town meeting members were used at the entrances to the meeting place and were in charge of Mary A. Farrington and James E. Sweeney. The lists contained the names of two hundred forty-three (243) elected town meeting members and seven (7) town meeting members at large qualified to parti- cipate and vote in town meetings in Arlington.
The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that two hundred twenty-three ( 223) elected town meeting members and seven (7) town meeting members at large (92% of total - 250) attended the meeting.
Philip H. Burt was sworn by the Town Clerk as Stenographer to impartially and correctly report the proceedings of the meeting to the best of his ability.
The Moderator, Lawrence E. Corcoran, declaring a quorum present, called the meeting to order at 8:07 o'clock P.M.
The meeting was opened with the the singing of "The Star Spangled Banner" by the assembly accompanied by Mr. Augustus Mazzocca, trumpeter, and Mr. Walter E. Russell, pianist, both of the School Department, and invocation by Rev. John Heidt, Pastor of the Pleasant Street Congregational Church.
The town meeting members who had not previously been sworn were thereupon sworn by the Moderator.
Mr. Arthur D. Saul, Jr., Chairman of the Board of Selectmen,. presented the following resolution with respect to the passing of former Selectman George A. Harris, which was adopted by unanim- ous vote:
RESOLUTION
WHEREAS, the untimely passing of George A. Harris from this earth has brought deep sorrow and regret to his family and to all who knew him, and
WHEREAS, his contributions to the Town's welfare and progress for three decades as Town Meeting Member, as a mem- ber of numerous committees and as Selectman will be difficult to equal, and
WHEREAS, his varied interests in fraternal organizations, youth programs and all phases of municipal activities, all tended to increase his efforts to improve the stature of the Town he loved so well, that they earned him the respect and admiration of his fellow townsmen
NOW, THEREFORE, BE IT RESOLVED, that the Board of Select- men in regular meeting assembled, do hereby record our appreciation of the high qualities of citizenship possessed by George A. Harris and do publicly record our sorrow at his demise and do further extend our sincere sympathy to his family, and

BE IT FURTHER' RESOLVED, that this meeting extend its sincere sympathy to the family of Mr. Harris in their bereave- ment and that the Town Clerk be and hereby is in- structed to prepare and forward a copy of this Resolu- tion to his widow and that a copy be spread upon the records of this meeting.

RESOLUTION
WHEREAS, the last long sleep has deprived us of one of our most honored and valued public officials, whose unpreten- tious virtues, kindliness, sincerity, honesty and un- paralleled character endeared him to all, and
WHEREAS, through his exemplary life, devotion to church, family and duty, his individual independence and rugged individuality has left an inspiring example and a deep influence for others to follow,
NOW, THEREFORE, BE IT RESOLVED that the Board of Select- men in regular session assembled this 12th day of January, 1959, do herewith record their profound sor- row at the untimely passing of James J. Golden, Town Clerk of the Town of Arlington, Massachusetts, and express their deep appreciation for the many years of valued service rendered to the Town in his ever genial manner and for his readiness to assist all those who sought his aid, and
BE IT FURTHER RESOLVED, that a copy of this resolution be forever inscribed upon the Town Records, and a copy thereof, properly inscribed, be given to the immediate family of James J. Golden, and that a copy be perma- nently displayed in the Town Clerk's Office, which he administered so ably and finally that a copy be pre- sented to the next Town Meeting for adoption as a token of the high esteem with which our former Town Clerk was regarded.

The Town Clerk read the Call of the meeting and the Con- stable's Return of the Warrant, the reading of the remainder of the Warrant being waived by consent of the meeting.

VOTED: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Wednesday evening, March 18, 1959, at eight o'clock.
