To hear and act on the reports of the committee; under vote of the Town passed March 24, 1944, on Advanced Pro- gramming and Budgeting; of the committee under vote of the Town passed March 28, 1951, to investigate and consider the matter of a Fire Prevention Code for the town of Arlington; of the committee under vote of the Town passed March 26, 1952, to investigate, con- sider and make recommendations for the purchase or taking by eminent domain, or otherwise, of a suitable site and for the construc- tion of a new building or reconstruction of an existing building to be used for garaging Town-owned vehicles; of the committee under votes of the Town passed March 20, 1953, and March 24, 1954, to investigate, consider and make recommendations to the Town relative to the construction and operation of refuse disposal incinerators; of the committee under vote of the Town passed March 15, 1954, to investigate and study the adequacy of the present school buildings within the Town and the future locations of new school buildings; of the committee under vote of the Town passed March 22, 1954, to

Article 4. To see if the Town will authorize, ratify and con- firm the payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commissioners in accordance with Chapter 500, Section 1, of the Acts of 1943, for: (A) the Town's share of the maintenance, operation and repair of Middlesex County Tuberculosis Hospital during the last preceding calendar year, including interest on tem- porary notes issued therefor in accordance with Sections of Chapter 111 of the General Laws applicable thereto; (B) the Town's share of any and all other expenses in connection with said Hospital in- cluding expenses under Section 25G (6) (a) of Chapter 32 of the General Laws, inserted by Chapter 400 of the Acts of 1936; or take any action relating to said Hospital or any other thing therein mentioned.
Article 5. To see if the Town will authorize the Town Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1960, and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

Article 6. To see if the Town will make an appropriation or appropriations to pay the claims or charges of Symmes Arlington Hospital including such claims and charges for aid, relief or care furnished prior to January 1, 1959, to persons falling into distress and standing in need of immediate relief; determine in what man- ner the money shall be raised and expended; or take any action relating thereto.
Article 7. To see if the Town will vote to amend Schedule A, of the Classification Plan, and Schedule B of the Pay Plan, as established by Article 7C of the By-Laws, by increasing all money figures contained therein by $208.00, in the annual salary schedule and $4.00 in the weekly salary schedule, and by increasing the com- pensation of part-time employees, whose hours of work follow a regular schedule, proportionately as their actual part-time service bears to full-time service; said amendment to become effective April 1, 1959; appropriate the sum of $89,000.00 to be expended by the various departments affected; and determine how the money shall be raised.

Article 15. To see if the Town will vote to amend Section B of Section 14, of Article 7C, of the By-Laws, by striking out said Section B and inserting in place thereof the following: Section B.
Earned sick leave with pay will be limited to one and one- quarter days per month not to exceed fifteen days per year and will be credited on the first day of each month. Sick leave credit will begin on the first day of the month following employment except as otherwise provided in Section A. Employees having an aggregate of more than two days of authorized leave without pay in any calen- dar month shall not receive sick leave credit for that month. Em- ployees having unauthorized absence without pay in any calendar month shall not receive sick leave credit for that month.

Article 16. To see if the Town will vote to amend Section H of Section 14, of Article 7C, of the By-Laws, by striking out said Section H and inserting in place thereof the following: Section H.
Every department of the Town shall keep a uniform attendance record on such form as approved and audited by the Town Accountant for each employee showing sick leave both accrued and granted. The information on such record shall be transmitted by the head of the department to the Personnel Board upon request.

Article 17. To see if the Town will vote to amend Section L of Section 14, of Article 7C, of the By-Laws, by striking out said Section L and inserting in place thereof the following: Section L.
Discretionary sick leave not exceeding fifteen days may be granted by the appointing authority provided all accumulated sick leave and vacation leave have been exhausted and shall be charged against future sick leave credit, provided further that in connection with employees with at least twenty years of service with the Town and in the event of extenuating circumstances as determined by the appointing authority, additional sick leave not to exceed 150 days may be granted which shall be similarly charged to future sick leave credit.

Article 18. To se if the Town will vote to amend Section E of Section 15, of Article 7C of the By-Laws, by striking out said Section E and inserting in place thereof the following: Section E.

Leave of absence with pay may be granted by the appointing authority to permanent employees who are authorized delegates to state or national conventions of the following veterans' organizations: American Legion, AMVETS of World War II, Disabled American Veterans, Legion of Valor, Marine Corps League, Military Order of the Purple Heart and Veterans of Foreign Wars.

Article 19. To see if the Town will vote to amend Section 15, of Article 7C, of the By-Laws, by adding the following section: Section H.
Leave of absence with pay may be granted by the appointing authority to permanent employees who are authorized delegates of recognized employee organizations for the purpose of attending annual state conventions of their parent CIO - AFL or independent organizations. However, if the said employee's regular compensation is paid by the employee organization, then such leave of absence as may be granted by the appointing authority shall be without pay.

Article 20. To see if the Town will vote to amend Section 15, of Article 7C, of the By-Laws, by adding the following section: Section I.
Maternity leave of absence without pay shall be required before the sixth month of pregnancy. A certificate from the attending physician shall be presented to the department head and the leave shall be for a period which must be of sufficient duration to allow for pre-natal and post-natal care. A physician's certificate shall be required before the employee returns to work.

Article 21. Article 22. To see if the Town will vote to amend Section 13 of Article 7C of the Town By-Laws entitled "Vacation Leave", by delet- ing sub-section 3 of said Section 13 and inserting the following new section therefor:
3. Department heads shall allow vacations with pay to em- ployees who have niet the requirements set forth above, as follows:
a. Two calendar weeks vacation for employees, except profes- sional librarians and library assistants, who have less than five years of service with the Town.
b. Three calendar weeks vacation for employees, except profes- sional librarians and library assistants who have served not less than five years of continuous full-time service with the Town, said five years service to be completed prior to June 1 of the year preceding that for which the third week's vacation shall be granted.
c. Four calendar weeks vacation for employees, except profes- sional librarians and library assistants, who have served not less than ten years of continuous full-time service with the Town, said ten years service to be completed prior to June 1 of the year preceding that for which such fourth week's va- cation shall be granted.
d. Four calendar weeks vacation for professional librarians.
e. Three calendar weeks vacation for library assistants. Provided, however, that any library assistant who has served not less than ten years of continuous full-time service with the Town shall be entitled to a vacation of four calendar weeks, said ten years service to be completed prior to June 1 of the year preceding that for which such fourth week's vacation shall be granted.

Article 23. Article 24. To see if the Town will make an appropriation for the relocation, alteration and widening, construction of, specific repairs upon and improvement of all or any parts of Mystic Street, within the town as now existing or hereafter relocated, altered and widened, including land damages, if any, under the provisions of law authorizing the assessment of betterments or otherwise; said appro- priation to be used with any sum or sums which may be allotted by the Commonwealth or County of Middlesex, or both, for such purpose or purposes; determine in what manner the money shall be raised and expended; or take any action in any way relative to all or any of the foregoing.
Article 25. To see if the Town will vote to remove the brick building at 627-631 Massachusetts Avenue, formerly used as a Town Hall and known as Menotomy Hall; make an appropriation for such removal and the grading of the area; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 26. To see if the Town will authorize the Board of Selectmen to enter into an agreement with the Boston & Maine Rail- road relative to the creation of a railroad crossing at grade by reason of the relocation of Mystic Street, between Massachusetts Avenue and Chestnut Street, in accordance with the provisions of Section 80 of Chapter 159 of the General Laws; or take any action relating thereto.
Article 27. To see if the Town will amend its Zoning By-Laws by altering the zoning map therein referred to so as to include in the Business A District the parcel of land owned by the Town of Arling- ton on Mystic Street and Chestnut Street, commonly known as the Russell Common, bounded and described as follows:
Beginning at a stone bound at the point of intersection of the southeasterly side line of Mystic Street, and the southwesterly side line of Chestnut Street, thence southeasterly on said southwesterly side line of Chestnut Street, a distance of 245.76 ft. to a point at land of the Roman Catholic Archbishop of Boston, thence southwest- erly by land of the Roman Catholic Archbishop of Boston a distance of 370 ft. more or less to land now or formerly of Goode, thence northwesterly by said land now or formerly of Goode, known as Park Terrace, a distance of 193.76 ft. to a point on the southeasterly side line of Mystic Street, thence northeasterly on said southeasterly side line of Mystic Street, a distance of 285.35 ft. to the point of begin- ning and containing approximately 67,075 sq. ft.

To see if the Town will make an appropriation to excavate, grade, pave, paint stalls, provide lighting and parking meters, and do any and all other acts necessary on land owned by the Town of Arlington, commonly known as the Russell Common, for the purpose of providing a public off-street parking area; deter- mine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 30. To make appropriations to defray Town obligations, liabilities, outlay and expenses and especially for or relating to all or any of the boards, departments, purposes and matters hereinafter mentioned and to provide for the disposal of motor vehicles and other personal property belonging to the Town; determine in what manner the money shall be raised and expended; or take any action relating thereto.
