To the Citizens of Arlington:
The following annual report of the Town Clerk for the year ending December 31, 1960, is herewith submitted, in accordance with Section 3 of Article 3 of the Town's By- Laws.
The total amount collected by the department during the year and deposited with the Town Treasurer was $16,235.03, an increase of $594.73 over the revenue col- lected in the preceding year. Included in the total amount was $5,085.80 for con- servation licenses and $4,646.90 for dog licenses.

Report of the Registrars of Voters

Gentlemen:
The Registrars of Voters herewith submit their annual report for the year ending December 31, 1960, in accordance with Section 3 of Article 3 of the By-Laws.
Temporary Assistant Registrars designated by our Board made a complete can- vass of the Town for the purpose of taking the annual listing of persons twenty years of age and older residing in the Town of Arlington on January 1, 1960, and in con- junction therewith a listing of owners or keepers of dogs, both as required under the law.
Our Board certified the signatures of 12,653 voters appearing in nomination papers filed by or in behalf of candidates seeking municipal, county and state offices and in petitions filed with your Board for articles to be inserted in the Warrant for the Annual Town Meeting.
Thirty-two evening sessions for the registration of voters were held during the year at various public buildings throughout the town. At these sessions, 2070 persons were qualified to vote in elections. Throughout the year, daily sessions for the regis- tration of voters were held during regular business hours in the office of the Town Clerk, at which an additional 3532 persons were so qualified. A total of 5602 names were, therefore, added to the voting list during the year.
For the four elections held in 1960, the Registrars were in session throughout the entire period during which the polls were opened, after which they assisted in the tabulation of the returns of ballots cast at each such election, as follows:

Mr. Timothy J. Buckley was reappointed by your Board as a member of the Board of Registrars of Voters for a term of three years.
Recounts of the ballots cast at the Annual Town Election on March 7 for the offi- ces of Selectmen and Town Meeting Member in Precinct 14 were made by our Board on Saturday, March 19. The details thereof are included in the "Record of Elections and Town Meetings", which appears elsewhere in the printed Town Report.
Upon completion of the work of revising the voting list, in accordance with the true list information that had been presented, a total of 1736 notices were sent by first- class mail, as required by law, to persons whose names were to be removed from the voting list for the reason that they had not been reported as residing in Arlington on January 1, 1960. Of this number 454 proved residence and were reinstated.

As a result of the notices mailed, the names of 1282 voters were removed from the list for varying reasons including removal from the Town, changes of name by marriage or court decree, and/or failure to comply with the notice. An additional 346 names of voters were dropped from the voting list because of death or other changes in voting status brought to the attention of our Board.
The total number of registered voters upon completion of the revision of the voting list was 25,216.
The total number of registered voters at the close of registration for the biennial State Election was 29,408, the largest number yet recorded, and of this total 10,906 were enrolled Democrats and 6,989 were enrolled Republicans.

During the year the information contained in the approximately 35,000 true listing slips, covering on residents of the Town on January 1, 1960, was transferred to their individual master cards which provide for a complete official record of residence for all persons twenty years of age or older from the time they first become residents of the Town of Arlington.

ARLINGTON TOWN REPORT
ANNUAL REPORT of the BOARD OF ASSESSORS for 1960
During the year, the Board of Assessors met every Monday evening, plus special meetings called by the Chairman, especially during July and August, when intermit- tent sessions were held.
Hearings were held with residents of the town on the subjects of property valua- tions, personal and motor excise taxes, relief to the aged, inform or poor, veterans' exemptions and the like.
During the year, members of the Board attended all conferences conducted by the State Department of Corporations and Taxation.
Members of the Board made weekly trips "into the field" during the year to assess new property constructed within the town, as well as additions and alterations to exist- ing property.
During the month of January, members of the Board made individual inspections throughout the Town and assessed personal property in the amount of $4,915,550.00.
At the organizational meeting on the Monday following the Annual Town Election, the members, including Mr. William O. Hauser, Mr. Walter S. Cooledge, Jr. and Mr. John B. Byrne, Jr., met and unanimously elected Mr. Hauser as chairman and Mr. Byrne as clerk for one year.
The number of bills processed by the office was over forty-eight thousand (48,000) this year.
