Disability Assistance was granted to 56 persons.
An analysis of gross and net expenditures for 1960 in comparison with 1959 re- veals the following results;
The 1960 gross for the five categories of aid amounted to $674,025 (cents omit- ted) as against $707,423 in 1959. This was a decrease of $33,398 or approximately .047. The 1960 net was $50,802 as against $95,503 in 1959 a decrease of $44,701 or approximately .468. The wide spread between the percentages of gross and net is due largely to Lien Recoveries which have not been distributed. They can move both swiftly or slowly.
Cross currents are always at work. Decreases in case loads are offset by high- er rates for hospitals and nursing homes. Standards of Assistance have been raised by the State Department for the benefit of recipients. At.the same time the Federal Government increases grants to the State, a share of which is passed on to the Cities and Towns.
Recognizing that Medical Costs constitute nearly 50% of all expenditures the Federal and State Authorities have createda new category called "Medical Assistance for the Aged" (MAA). The State Legislature passed the Act in late November but made the measure retroactive to October 1, 1960. It's proponents claim it will save $12,000,000 annually. Federal share will be 50%, State 1/3 after Federal and Local the balance which figures 1/6.
It is too early to assess the merits of the new program. Obviously it will re- quire an increase in personnel, possibly two workers, one social worker and one clerk, and a lot of paper.
The Board of Public Welfare continues to meet monthly with the Director and two Social Work Supervisors. New cases and changes in all categories are examined for approval, adjustment or denial. There is also supervision of Administration by the State Department of Public Welfare. State and Federal Personnel audit at regular intervals. Each month the Board of Public Welfare members go into Executive Ses- sions with the Director to review Administration matters.
