You are, also required to notify and warn the said inhabitants to meet at the Town Hall, in said Town on Monday, the twenty-first day of March, 1960, at eight o'clock in the evening, at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.

To hear and act on the reports of the committee under vote of the Town passed March 28, 1951, to investigate and consider the matter of a Fire Prevention Code for the town of Arlington; of the committee under vote of the Town passed March 26, 1952, to investigate, consider and make recommendations for the purchase or taking by eminent domain, or otherwise, of a suitable site and for the construction of a new building or reconstruction of an existing building to be used for garaging Town-owned vehicles; of the committee under votes of the Town passed March 20, 1953, and March 24, 1954, to investigate, consider and make recommendations to the Town relative to the construction and operation of refuse disposal incinerators; of the committee under vote of the Town passed March 15, 1954, to investigate and study the adequacy of the present school buildings within the Town, and the future locations of new school buildings; of the committee under vote of the Town passed March 22, 1954, to procure plans and estimates for the construction of a school building in the area of North Union Street; of the committee under vote of the Town passed March 24, 1954, to procure plans and estimates for the construction of a school building in the area of Florence Avenue, George and Renfrew Streets; of the committee under vote of the Town passed March 24, 1954, to investigate, consider and make recommendations as to the swimming conditions at the Arlington Heights Reservoir Beach; of the Peirce School Playground Improvement Committee under vote of the Town passed March 25, 1955; of the Arlington Brotherhood Committee under vote of the Town passed March 28, 1955; of the committee on quarters for organizations now occupying the Old Town Hall under vote of the Town passed April 2, 1956; of the committee on the improvement of the acoustics in the Robbins Memor- ial Town Hall auditorium under vote of the Town passed April 2, 1956; of the High School additions and reconstruction committee under vote of the Town passed April 4, 1956; of the Arlington Development Commission under vote of the Town passed March 25, 1957; of the committee under vote of the Town passed March 25, 1957, to study, investigate, consider and make recommendations relative to the use of the area in the rear of the Junior High School West for the parking or passage of motor vehicles for the relief of traffic congestion; of the committee under vote of the Town passed March 27, 1957, to investigate and make a study of the land owned by the Town of Arlington in the Town of Lexington, known as the Great Meadows; of the committee under vote of the Town passed March 21, 1958, to investigate, consider and make recommendations as to the advisability of installing vote machines in any or all of the precincts of the Town; of the committee under vote of the Town passed March 23, 1959, to investigate, consider and make recommendations relative to the replacement of the Town's radio broadcasting system in accordance with the directive contained in Docket 12295 of the Federal Communications Commission; of the committee under vote of the Town passed March 23, 1959, to procure plans and estimates for the con- struction of an elementary school building on land owned by the Town located on Pheasant Avenue; and of other Town Boards and officers and of the Finance and other committees heretofore appointed.


Article 4. To see if the Town Hall will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1961, and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 5. To see if the Town will make an appropriation or appropriations to pay the claims or charges of Symmes Arlington Hospital including such claims and

charges for aid, relief or care furnished prior to January 1, 1960, to persons falling into distress and standing in need of immediate relief; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 6. To see if the Town will amend Schedule A of the Classification Plan, and Schedule B of the Pay Plan, as established by Article 7C of the By-Laws and as amended under any article of the Warrant for this meeting, by increasing all money figures contained therein by approximately five percent (5%) to the nearest even dol- lar or $208.00, whichever is the greater, in the annual salary schedule, and $4.00 or approximately five percent (5%) to the nearest even daily rate, whichever is the greater, in the weekly salary schedule, and by increasing the compensation of regu- larly employed part-time employees by approximately five percent (5%) to the nearest dollar; said amendment to be effective April 1, 1960; appropriate the sum of $102,000.00 to be expended by the various departments affected; and determine in what manner the money shall be raised.

To see if the Town will amend Schedule A of the Classification Plan, and Schedule B of the Pay Plan, as established by Article 7C of the By-Laws, by striking out the words and figures "Maximum - $7804.00" where they appear in Grade PF 6 of said Schedules and inserting in place thereof the words and figures "Maximum - $8300.00"; said amendment to be effective April 1, 1960; appropriate the sum of $744.00 to be expended by the various departments affected; and deter- mine in what manner the money shall be raised.

To see if the Town will amend Schedule A of the Classification Plan, and Schedule B of the Pay Plan, as established by Article 7C of the By-Laws, by adding Grade AG 15 with the words and figures "Minimum - $7920.00", "Step 1 - $8220.00", "Step 2 - $8520.00", "Step 3 - $8820.00", and "Maximum - $9120.00"; and by reallocating Superintendent of Public Works, from Grade AG 14 to Grade AG 15; said amendment to be effective April 1, 1960; appropriate the sum of $387.00 to be expended by the department affected; and determine in what manner the money shall be raised.

To see if the Town will amend Schedule A of the Classification Plan, and Schedule B of the Pay Plan, as established by Article 7C of the By-Laws, by striking out the words and figures "Minimum - $ 7404.00", "Step 1 - $7704.00", "Step 2 - $8004.00", "Step 3 - $8304.00", and "Maximum - $8604.00" where they appear in Grade AG 14 of said Schedules and inserting in place thereof the words and figures 'Minimum - $6960.00", "Step 1 - $7210.00", "Step 2 - $ 7460.00", "Step 3 - $ 7710.00", and "Maximum - $7960.00"; and by reallocating Town Accountant and Town Engineer, Grade 5, from Grade AG 13 to AG 14; said amendment to be effective April 1, 1960; appropriate the sum of $676.00 to be expended by the various depart- ments affected; and determine in what manner the money shall be raised.

To see if the Town will amend Schedule A of the Classification Plan, as established by Article 7C of the By-Laws, by reallocating Senior Building Custo- dian (Senior High School), from Grade MC 7 to Grade MC 8; and by reallocating Assistant Supervisor of Custodians, from Grade AG 8 to Grade AG 10; said amend- ments to be effective April 1, 1960; appropriate the sum of $ 538.50 to be expended by the department affected; and determine in what manner the money shall be raised.

Article 21. To see if the Town will amend Schedule A of the Classification Plan, and Schedule B of the Pay Plan, as established by Article 7C of the By-Laws and as amended under any article of the Warrant for this meeting, by increasing all money figures contained therein by approximately three percent (3%) to the nearest even dollar or $130.00, whichever is the greatest, in the annual salary schedule, and $2.50 or approximately three percent (3%) to the nearest even daily rate, whichever is the greater, in the weekly salary schedule and by increasing the compensation of regularly employed part-time employees by approximately three percent (3%) to the nearest dollar; said amendment to be effective April 1, 1960; appropriate the sum of $61,500.00 to be expended by the various departments affected; and determine in what manner the money shall be raised.

To see if the Town will vote to amend the Classification Plan, known as Schedule A, of Article 7C, of the By-Laws, by reallocating Assistant Collector, from Grade AG 4 to Grade AG 5; said amendment to be effective April 1, 1960; appro- priate the sum of $34.00 to be expended by the department affected; and determine how the money shall be raised.

Article 23. To see if the Town will amend Schedule A of the Classification Plan, and Schedule B of the Pay Plan, as established by Article 7C, of the By-Laws, by in- creasing all money figures contained therein by $312.00 in the annual salary schedule and $6.00 in the weekly salary schedule, and by increasing the compensation of part- time employees, whose hours of work follow a regular schedule, proportionally as their actual part-time service bears to full-time service; will appropriate a sum or sums of money therefor to be expended by the various departments affected; determine in what manner the money shall be raised; or take any action relating to any or all of the foregoing.

To see if the Town will vote to amend Schedule A of the Classification Plan, and Schedule B of the Pay Plan, as established by Article 7C, of the By-Laws, by striking out the words and figures "Minimum - $4304.00", "Step 1 - $4604.00", and Maximum - $4904.00" where they appear in Grade PF 2 of said schedules and insert- ing in place thereof the words and figures "Minimum - $4866.00", "Step 1 - $5166.00", and "Maximum - $ 5466.00"; said amendment to become effective April 1, 1960; appro- priate the sum of $ 54,373.50 to be expended by the various departments affected; de- termine how the money shall be raised; or take any action relative thereto.

To see if the Town will acquire by purchase, eminent domain or otherwise for the establishment of a Town Yard, the parcel of land with buildings thereon hereinafter described, any portion thereof, any interest or easements therein and any rights or easements of way or otherwise as appurtenant thereto; and subject to or with any reservation of any rights or easements therein; determine in what man- ner the money shall be raised and expended; or take any action relating to all or any of the foregoing:

To see if the Town will authorize and direct the Board of Selectmen to sell, convey or otherwise dispose of all or any portion of the land with the buildings thereon hereinafter described, and currently being used as a Town Yard; or take any action relating thereto. Said parcel of land is bounded and described, as follows:


Beginning at a point on the northeasterly side line of Massachusetts Avenue, at the southeasterly boundary line of the property numbered 1087 Massachusetts Avenue, thence northeasterly on the division line between the property numbered 1087 Massa- chusetts Avenue, and land of Town of Arlington a distance of 80.55 feet to an angle point, thence northwesterly by the rear of said property numbered 1087 Massachusetts Avenue, a distance of 100.38 feet to an angle point, thence northeasterly a distance of 200 feet more or less to an angle point in Mill Brook, thence northwesterly approxi- mately on the center line of said Mill Brook distances of 92.9 feet and 208.45 feet, respectively, to the northwesterly side line of Hobbs Court, thence northeasterly on said northwesterly side line of Hobbs Court distances of 177.42 feet and 201.32 feet, respectively, to a point on the southwesterly side line of the Boston & Maine R. Article 29. To see if the Town will make an appropriation for the construction of a permanent service roadway on Town property known as Spy Pond Field, between Wellington Street and Pond Lane; determine in what manner the money shall be raised and expended: or take any action relating thereto.


Article 30. To see if the Town will vote to sell, convey or otherwise dispose of the remaining portion of land (with or without the buildings thereon) acquired under the vote of Article 25 of the Warrant for the 1958 Annual Town Meeting, which will not be required for the relocating or laying out of a portion of Mystic Street; or take any action relating thereto. Said land is bounded and described as follows:

Article 31. To see whether the Town will approve the construction of a new housing project by the Arlington Housing Authority, namely, a housing project for elderly persons pursuant to the provisions of Chapter 667 of Massachusetts Acts of 1954, and Acts in amendment thereof and in addition thereto, to be known as State- Aided Housing Project 667-2.

Article 32. To see if the Town will petition the General Court for authority to sell, convey or otherwise dispose of the parcel of land hereinafter described, which is now part of the public parks within the Town, to the Arlington Housing Authority for the use of the said Housing Authority to erect buildings for housing for aged citizens of Arlington: and will vote to authorize and direct the Board of Selectmen to sell, convey or otherwise dispose of said parcel to the Arlington Housing Authority for said use as above described: or take any action relating thereto.


Said parcel of land is bounded and described as follows:


Beginning at a point on northerly boundary of land belonging to the Boston & Maine Railroad at the intersection of land belonging to the Boston & Maine Railroad and the Arlington Housing Authority; thence easterly on said northerly side line of land be- longing to the Boston & Maine Railroad a distance of 120 feet more or less to an angle point: thence northerly a distance of 165 feet more or less to a point: thence north- easterly a distance of 105 feet more or less to an angle point: thence northwesterly 90 feet more or less to a point on land of the Arlington Housing Authority: then south- westerly along land of said Arlington Housing Authority 156.72 feet more or less to an angle point: thence southwesterly again along said Arlington Housing Authority land 159.77 feet more or less to the point of beginning and containing about 34,00 square feet more or less as shown on plan of land on file with the office of the Town Engineer. To see if the Town will amend its zoning by-laws by altering the zoning map therein referred to so as to include in the Residence C District all or any part of the area now included in land owned by the Town of Arlington for park purposes and located between land of Arlington Housing Authority, the Boston & Maine Rail- road and land owned by the Town of Arlington, bounded and described as follows:


Beginning at a point on northerly boundary of land belonging to the Boston & Maine Railroad at the intersection of land belonging to the Boston & Maine Railroad and the Arlington Housing Authority; thence easterly on said northerly side line of land be- longing to the Boston & Maine Railroad a distance of 120 feet mor or less to an angle point: thence northerly a distance of 165 feet more or less to a point: thence north- easterly a distance of 105 feet more or less to an angle point: thence northwesterly 90 feet more or less to a point on land of the Arlington Housing Authority, then south- westerly along land of said Arlington Housing Authority 156.72 feet more or less to an angle point: thence southwesterly again along said Arlington Housing Authority land 159.77 feet more or less to the point of beginning and containing about 34,000 square feet more or less as shown on plan of land on file with the office of the Town Engineer, Arlington, Massachusetts, and entitled, "Study Plan - Reservoir, Play- ground & Vicinity - Scale 1" = 80' - January 1955 - James M. Keane, Town Engineer."
