TOWN RECORDS


Precinct 9 - Maude M. Thompson, 66 Hutchinson Road, until the next annual election to fill the vacancy arising from the resignation of Harold E. Mag- nuson, whose term was to expire in 1962.


Lists of the duly qualified town meeting members were used at the entrances to the meeting place and were in charge of Mary A. Farrington and James E. Sweeney. The lists contained the names of two hundred forty-one (241) town meeting members and eight (8) town meeting members at large qualified to participate and vote in town meetings in Arlington.


The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that two hundred five (205) town meeting members and eight (8) town meeting members at large (85.5% of total -- 249) attended the meeting.


The Moderator, Lawrence E. Corcoran, declaring a quorum present, called the meeting to order at 8:00 P.M.


The meeting was opened with the singing of "The Star Spangled Banner" by the assembly accompanied by Mr. Anton Kovar, pianist and Mr. Augustus Massocca, trumpeter, both of the School Department.


The invocation was given by Reverend Wilbur D. Canaday, Jr., Pastor of the Park Avenue Congregational Church.


The Town Meeting Members who had not previously been sworn were thereupon sworn by the Moderator.


On motion of Selectman Buckley, duly made and seconded, it was


VOTED: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourns to Monday evening, March 28, 1960, at 8:00 o'clock.


The Moderator declared Article 27 the first article to be discussed.


Article 27. (Appropriation for Alterations, Improvement, etc. of Buildings in New Town Yard.)


VOTED: That the sum of thirty five thousand (35,000) dollars by and hereby is appropriated for the enlargement, alteration, improvement and reconstruction of the existing buildings in the Grove Street property to be used for a Town Yard: said sum to be raised by general tax and expended under the direction of the Town Manager.


There being no further business under Article 27, the Moderator declared it disposed of.


Article 28. (Disposal of Town Yard Property.)


VOTED: That the Board of Selectmen be and hereby is authorized and empowered on behalf of the Town to sell, convey or otherwise dispose of all or any portion of the land with the buildings thereon which is currently being used as a Town Yard.


Said land is bounded and described as follows:


Beginning at a point on the northeasterly side line of Massachusetts Avenue, at the southeasterly boundary line of the property numbered 1087 Massachusetts Avenue, thence northeasterly on the division line between the property numbered 1087 Massachusetts Avenue, and the land of Town of Arlington a distance of 80.55 feet to an angle point, thence northwesterly by the rear of said property numbered 1087 Massachusetts Avenue, a distance of 100.38 feet to an angle point, thence northeasterly a distance of 200 feet more or less to an angle point in Mill Brook, thence northwesterly approxi- mately on the center line of said Mill Brook distances of 92.9 feet and 208.45 feet, respectively, to the northwesterly side line of Hobbs Court, thence northeasterly on said northwesterly side line of Hobbs Court distances of

R. right-of-way, thence southeasterly on said south- westerly side line of the Boston & Maine R.R. right-of-way a distance of 326.56 feet to land of the Metropolitan District Commission, thence south- westerly by said land of the Metropolitan District Commission a distance of 321.99 feet to the angle point in Mill Brook, thence southwesterly by Lot 3 the end of Laurel Street and Lot 1 a distance of 341.14 feet to a point on the northeasterly side line of Massachusetts Avenue, thence northwesterly on said northeasterly side line of Massachusetts Avenue, a distance of 51.84 feet to the point of beginning and containing 157,073 square feet more or less.

Article 29. (Appropriation for Service Roadway -- Spy Pond Field.)


VOTED: That the sum of twenty six thousand eight hundred (26,800) dollars be and hereby is appropriated to construct a permanent service road between Wellington Street and Pond Lane on Town property known as Spy Pond Field; said sum to be raised by general tax and expended under the direction of the Town Manager.


There being no further business under Article 29, the Moderator declared it disposed of.


Article 30. (Disposal of Land on Mystic Street.)


VOTED: That the Board of Selectmen be and hereby is authorized and empowered on behalf of the Town to sell, convey or otherwise dispose of certain portions of land on Mystic Street, (with or without the buildings thereon) which were acquired under the vote on Article 25 of the Warrant for the Annual Town Meeting of 1958; and which land will not be required for the relocating or laying out of a portion of Mystic Street.


Said land is bounded and described as follows:


Rear Portion -- Beginning at a point on the northwesterly side line of relocated Mystic Street, at the division line between premises numbered 44 Mystic Street, and premises numbered 40 Mystic Street, thence southwesterly on said northwesterly side line of relocated Mystic Street, a distance of 58 feet more or less to a point on the division line between said #40 Mystic Street, and Lot B, thence northwesterly by said Lot B a distance of 69.81 feet to an angle point, thence northeasterly by Lot A a distance of 39.27 feet to an angle point, thence southeasterly on the division line between #40 Mystic Street, Lot 8 and #44 Mystic Street, a distance of 97.22 feet to the point of beginning and containing 3603 square feet more or less.


Rear Portion -- Beginning at a point on the northwesterly side line of relocated Mystic Street, at the division line between premises numbered 44 Mystic Street, and a private way, thence southwesterly on said northwesterly side line of relocated Mystic Street, a distance of 90 feet more or less to a point on the division line between #44 Mystic Street, and the premises num- bered 40 Mystic Street, thence northwesterly on said division line a distance of 38 feet more or less to an angle point, thence northeasterly by Lot 8 a distance of 70.29 feet to an angle point, thence southeasterly by said private way a distance of 86 feet more or less to the point of beginning and containing 4448 square feet more or less.

Article 32. (Transfer of Land to the Arlington Housing Authority.)

VOTED: (Unanimously) That the Board of Selectmen be and hereby is authorized and directed on behalf of the Town to petition the General Court for authority to sell, convey or otherwise dispose of the parcel of land hereinafter described, which is now part of the public parks within the Town, to the Arlington Housing Authority for the use of said Housing Authority to erect buildings thereon for housing aged citizens of Arlington. If said authority is granted by the General Court, the Board of Selectmen, acting on behalf of the Town, is hereby authorized and directed to sell said land here- inafter described to the Arlington Housing Authority for the above described use for the sum of one dollar ($1.00).


Said parcel of land is bounded and described as follows:


Beginning at a point on northerly boundary of land belonging to the Boston & Maine Railroad at the intersection of land belonging to the Boston & Maine Railroad and the Arlington Housing Authority; thence easterly on said northerly side line of land belonging to the Boston & Maine Railroad a distance of 120 feet more or less to an angle point; thence northerly a dis- tance of 165 feet more or less to a point; thence northeasterly a distance of 105 feet more or less to an angle point; thence northwesterly 90 feet more or less to a point on land of the Arlington Housing Authority; then southwesterly along land of said Arlington Housing Authority 156.72 feet more or less to an angle point; thence southwesterly again along said Arlington Housing Author- ity land 159.77 feet more or less to the point of beginning and containing about 34,000 square feet more or less as shown on plan of land on file with the office of the Town Engineer, Arlington, Massachusetts, and entitled, "Study Plan -- Reservoir, Playground & Vicinity -- Scale 1" = 80' January 1955 -- James M. VOTED: That the report of the Planning Board on this article be received.

VOTED: (Unanimously) That the Town amend its zoning by-law by altering the zoning map therein referred to so as to include in the Residence C District all or any part of the area now included in land owned by the Town of Arlington for park purposes and located between land of Arlington Housing Authority, the Boston & Maine Railroad and land owned by the Town of Arlington, bounded and described as follows:

Article 31. (New Housing Project.)


A substitute motion offered by Mr. Joseph S. Vahey, Chairman of the Arlington Housing Authority and town meeting member from Precinct 14, was declared carried by the Moderator on a voice vote. Thereupon, on the motion of the Finance Committee, as substituted by the motion of Mr. Vahey, it was


VOTED: (Standing Vote, 107 in the affirmative and 70 in the negative) That the Town of Arlington hereby approves construction of a new Housing Project, namely, a Project for the Housing of Elderly persons, consisting of not more than 100 dwelling units pursuant to Chapter 667 of Massachusetts Acts of 1954 and Acts in amendment thereof and in addition thereto, to be known as State-Aided Housing Project 667-2.


There being no further business under Article 31, the Moderator declared it disposed of.


Article 34. (Town Departmental Outlays and Expenses.)
