Article 91. To see if the Town will vote to make an appropriation for the pur- pose of providing ornamental and additional light to the streets in the business area of the Town during the Christmas holiday season; determine in what manner the funds shall be raised and expended or take any action relating thereto.

Article 92. To see if the Town will make an appropriation of a sum of money to be expended under the direction of the Board of Selectmen for the purpose of pro- viding suitable headquarters for the Lt. Stanley G. Benner Detachment, Marine Corps League of Arlington, determine in what manner the money shall be raised and ex- pended; or take any action relating thereto.

Article 93. To see if the Town will make an appropriation of a sum of money to be expended under the direction of the Town Manager for the purpose of providing suitable headquarters for the Arlington Post 1775. Veterans of Foreign Wars, Inc. of the United States; determine in what manner the money shall be raised and expend- ed; or take any action relating thereto.

Article 94. To see if the Town will make an appropriation to be added to the Stablization Fund created under Article 73 of the Warrant for the 1958 Annual Town Meeting in accordance with the provisions of Massachusetts General Laws (Ter. Ed.), Chapter 40, Section 5B, as amended; determine in what manner the money shall be raised; or take any action relating thereto.


Article 95. To see if the Town will authorize taking a sum of money voted for the appropriation heretofore made at this Town Meeting under this Warrant, and not voted to be borrowed, from any available funds in the treasury and will authorize the Asses- sors to use free cash in the treasury in any available funds to an amount not exceeding $400,000.00, in the determination of the 1960 tax rate.

And you will notify and warn the voters of the Town of Arlington to meet at the time and places herein specified by leaving at every dwelling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least before the day of said meeting for the election of officers.

By virtue of this Warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein specified by causing a printed attested copy of said Warrant to be left at every dwelling house in the Town, previous to the day of the meeting for the election of officers and by posting an attested copy of said Warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the times, places and objects of the meet- ings was published in the local papers.

ANNUAL TOWN ELECTION


In pursuance of the foregoing Warrant, the inhabitants of the Town of Arlington, qualified to vote in elections, met in the polling places designated by the Board of Selectmen for the several precincts in said Town on Monday, March 7, 1960, at seven o'clock in the forenoon.


Upon receipt of the returns as made by the election officers of the several pre- cincts, they were canvassed by Miss Ann Mahon, Town Clerk, Messrs. Timothy J. Buckley, Arthur P. Wyman and Joseph H. Cormier, Registrars of Voters, assisted by Miss Mary A. Farrington and Miss Elizabeth M. Holt, Assistant Registrars of Voters, and the results were announced at 3:00 P. M. on Tuesday, March 8, 1960, as follows:

TOWN RECORDS


The amended record of votes cast for Town Meeting Member in Precinct 14 for three years is set forth in "Record of Recount" on March 19, 1960.


All used and unused ballots, tally sheets, total vote sheets, voting lists, and all other records pertaining to the Town Election, properly signed and sealed, were delivered to the Town Clerk to be preserved by her during the time required by law.


The persons declared elected town officers, including town meeting members, were notified as required by the General Laws.

In accordance with Section 61 of Chapter 51 of the General Laws, the return of the registered voters in Arlington at the close of registration for the Town Election on February 12, 1960, was forwarded to the Secretary of the Commonwealth.


The results of the count of votes cast at the Town Election were forwarded to the Secretary of the Commonwealth.


In accordance with Section 132 of Chapter 54 of the General Laws, the total number of voters checked on the voting lists in each precinct was forwarded to the Secretary of the Commonwealth.


In connection with the work of the Department of Corporations and Taxation, a list of Town Officials was forwarded to the Director of Accounts.


RECORD OF RECOUNT - March 19, 1960


Pursuant to the petitions filed with the Town Clerk in accordance with the pro- visions of law, a recount of the ballots cast in each precinct of the Town for the office of "Selectmen for three years" and in Precincts 14A and 14B for the office of "Town Meeting Members for three years" at the Annual Town Election held on March 7, 1960, was conducted by the Registrars of Voters, assisted by duly appointed clerks, in the Town Hall on Saturday, March 19, 1960, at 9:30 o'clock in the forenoon.

ANNUAL TOWN MEETING - MARCH 21, 1960


Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington by a constable of said Town, notices having been sent by mail by the Town Clerk at least seven days before the day of the meeting to the town meeting members elected and qualified to act in town meetings in Arlington under the provisions of Chapter 43A of the General Laws, as amended, and published in the local newspapers as required by the Town's By-Laws, the town meeting mem- bers met in the Town Hall, in said Town, on Monday, March 21, 1960, at eight o'clock in the evening. The Warrant calling the meeting served as the notice sent by mail to the town meeting members by the Town Clerk.


Certificates were filed with the Town Clerk by the Chairmen and Clerks of Precincts 1, 4, 5 and 8 relative to meetings held on this date and of the elections to fill town meeting vacancies, as follows:


Precinct 1 - Paul R. Donaldson, 41 Marathon Street, until the next annual election to fill the vacancy arising from the resignation of Robert E. Burke, whose term was to expire in 1963.


Precinct 4 - Frederick S. Holway, 17 Cheswick Road, and Arthur G. Manley, Jr., 9 Littlejohn Street, until the next annual election to fill the vacancies arising from the removal from the precinct of John F. Carney and Barbara M. Carney, whose terms were to expire in 1961 and 1962, respectively.
