Passing to the report of Principal Russell, I wish to add a few observations. It has been my conviction for several years that in the grading of the work for the elementary schools, American educators in general have laid themselves open to the criticism, which is increasing mn a remarkable de- gree, of giving too much consideration to the subnormal child, or at least too little attention to the precocious child. Any classifying or grading system is unavoidably at the same time a levelling system. Although it is true that it is of vital inter- est to the community to give to the backward child an oppor- tunity to do his work at a speed possible for him, it is unjust to the precocious child to attempt to retard his progress to one-half or two-thirds of his capacity. In an ideal system each child should be given an opportunity to progress as fast as he is able. If we must level, let us avoid levelling down, as much as possible, or the next generation will suffer from stunted leaders. If our system at North Walpole cannot be made more flexible, so as to give the precocious child an op- portunity of completing his high school course at the age of seventeen. I think it advisable to give Prin. Russell's sugges. tion careful consideration.


Prin. Russell has but voiced the sentiments of all the teachers in urging a more frequent visitation of our schools by the parents. Much good would result from a more in- timate acquaintance between the teachers and the parents.


In the matter of repairs, permit me once more to suggest that little repairs delayed become expensive. The three rural school houses should receive some minor repairs which need not call for any special appropriation unless it should seem

advisable to paint one or more of them. A small appropria- tion should be made for the school buildings at Walpole Vil- lage. This office is frequently used for two hours in the morning for recitations because of the lack of any means of heating the small recitation room connected with the high school. The supplementary heating system should be ex- tended so as to include this small room, if not the rest of the building which is not now connected with it. At North Wal pole, a new heating plant will have to be installed in the Keep building, new floors should be laid in the four rooms of the same building, and the desks should be put in presentable condition. It would probably be economy to paint both build- ings this year.


Of the children in the schools at Walpole Village 127 have recently been given the eye test recommended by the department of public instruction. Of this number 92 with eyes normal as far as we can discover, 21 with slight abnor- malties, and 14 with eyes that should without doubt receive the attention of an eye speciailst. The parents of the chil- dren suffering with decidedly abnormal vision lave been not- ified of our findings. Some of the children suffering from slightly abnormal vision should doubtless receive attention and the parents have received admonitions from this office. The same tests given last year in the same schools to 147 children showed 101 normal, 31 with light abnormalities, and 15 with decided abnormalities. The same method was used last year in notifying the parents of the results. The im- provement this year does not seem to be very marked.


In addition to these defects in vision, there are many children in our schools today whose general health is im- paired and whose progress is retarded because of malnutri- tion, adenoids, diseased tonsils, defective hearing, and other defects discernible only to the physician. In my report a year ago I earnestly urged the inaugurating of some system of medical inspection for our school children. Our last legis- lature passed an enabling act in this respect. I believe it is a matter of only a few years before the great majority of the school districts of the state will vote to adopt the provisions of this act. I trust that Walpole will be in the van in this movement.


There are now nine days each year which the law states shall be observed as legal holidays. Eight of these occur when the schools are likely to be in session. Of these days, January 1, February 22, Fast Day, May 30, and October 12,

could be more appropriately observed by appropirate exer- eises in the schools rather than by elosing. This would be in compliance with the law and probably more in fulfillment of the original spirit of the statutes. I recommend that in the future the schools have regular sessions on these holidays but that the work be varied as indicated above. This arrange- ment would make visiting days for the teachers less subject to popular eriticism, and I recommend that one day each term be voted to the teachers for the purpose of visitation and ob- servation in other schools of the state.
