rich enough to offer salaries sufficient to retain all of its desirable teachers.


There has been but one change since September in your corps of teachers, viz , at No. 14, where Miss Viola Fenton, succeeds Miss Kings- bury. The immediate results have shown the wisdom of your action.


The work the past year has been conducted along the same general lines as in previous years with one exception, Pursuant with permis- sion granted by the board, manual training classes have been formed in grades V to VIII inclusive, at Walpole village, under the able instruc- tion of Mr. Frederick Woodlock. The equipment of the room and sal- ary of the teacher in this department is borne this year by private con- tributions. In regard to manual training the last New Hampshire School Report states as follows :- "Manual training in the elementary schools is a part of the regular program in the following school districts: Alton, Antrim, Berlin, Claremont, Concord, Union, Conway, Hillsboro Special, Hopkinton, Jefferson, Keene, Laconia, Lebanon, Littleton, Manchester, Marlboro, Portsmouth, Salem, Tilton, Walpole, Whitefield, Wolfeboro."


"The rapid growth of the tendency to include manual arts in the educational program may be seen from the fact that ten years ago man- ual training was to be found only in Concord and Manchester, and five years more had seen the addition of only Berlin ard Plymouth."


I believe it is exceedingly desirable that this new department be made a permanent part of the program.


The eye test which is recommended by the department of public instruction has been given recently in the schools at Walpole village. This test indicates that of the 147 children examined 101 have normal eyes, 31 have slight abnormalities, and 15 have eyes sufficiently abnor- mal to require the attention of a specialist. The parents of the pupils of the latter class have been notified, as in past years, of the discoveries made.


I believe that there exists in our schools in all parts of the town many cases of more or less arrested development due to physical defects in the children. A casual observer can not fail to discover indications of adenoids, diseased tonsils, defective bearing and vision, and defec- tive teeth. The advice of the conscientious teacher, who takes pains to inform the parents of children suffering from any of these defects, is seldom appreciated and more seldom followed. If this advise came from a reputable physician, I am of the opinion that it would be gen- erally followed and that much good would result.


I do, therefore, recommend for your earnest consideration the ad- visability of inaugurating some system of medical inspection in all of the schools of the town. It would seem altogether probable that it is a

matter of but a few years before some system of medical inspection for school children will be a statutory requirement in this state, if we judge from the tendency of our state to keep abreast with the more advanced ideas in educational administration.


In the matter of minor repairs I wish to remind you that it is with donbt cheaper in the end to keep our school honses in first class condi- tion rather than to postpone all repairs notil absolutely necessary.


Minor repairs postponed soon become major repairs. The buildings at Walpole village must be painted in the near future. I believe it would be good policy to finish the renewing of the black boards in the main room of the high school. A few minor repairs are needed in all of


the three rural schools. The stairs in the approach to the building at North Walpole demand immediate attention. It is probable that these stairs will have to be entirely renewed, but whether it is advisable to rebuild with wood or some other material I am unable to say. There should be a cleaner and more permanent approach to the Kilburn sch - ool th'n can be furnished with lose sand The floors should be renewed in the Keep building in the kindergarten, the first, and the second grade rooms, and in the upper hall, Many of the desks in both the Kilburn and the Keep schools are iu had condition.


With reference to the matter of transportation, I wish to quote again from the N. H. School Report, page 81. In his opinion in the appeal of Edgar J. Jones from the decision of the school board of Web- ster, Mr. Morrison observes as follows: "It is a well established prin- ciple that the parent has a primary obligation to provide for the educa- tion of his child, and in the fulfillment of that obligation must expect inconvenience and even hardship, nor is bis obligation in any way legs- ened by the action of an enlightened and beneficent state in providing free education for all children. If his residence is at an inconvenient distance from the school, that fact doubtless may constitute an hard- ship for him, but the hardship cannot be taken off his shoulders and constituted an hardship for the entire community. On the other hand our courts have established the doctrine that the parent cannot be obliged to submit his child to peril of life or health nor can he be obliged to give up his regular vocation for a part of the day while he conducts his child safely to and from school, whether with or without compensa- tion for so doing." I believe this opinion may furnish food for thought ou the part of both parents and school officials Those particulalry in- terested in this subject may fad pleasure in the reading of the receut decision of the supreme court, No. 989, Fogg v. Board of Education of Littleton.


I wish to annonnce to the board that a new flag has been purchas- ed for the Drewsville school, and that a bell is about to be installed in the cupola of the school building, all of which is dne to the generosity of Mrs. Henry Putnam.
