Prior to April 1, 1910 the water power of the Connecticut River in Walpole was valued for taxation at $150,000. In 1910 the valuation was put at $300,000. Litigation resulted, beginning after the 1911 assessment had been made at the same amount. All steps taken with reference to the assess- ment and valuation of this power since 1911 have been upon the advice of counsel. The litigation has resulted in great advantage to the town, and the benefits will continue during all the years to come. We submit a few figures illustrative of the present and future situation.

The results of the litigation appear in the 1912 assessment, as agreed upon to avoid the protracted delay of continued law suits and all disputed legal questions. The substantial valu- ation fixed on the basis of present development should con- tinue for at least three years to come, and if the power is further developed the town has waived no rights as to the then valuation.

Not only has the 1910 valuation been sustained, but it has been doubled. In the six years following 1910 the town will receive approximately $22,000 more in taxes than it would if there had been no litigation. The expenses of the litigation were $12,385 31. In other words all expenses are paid and at the end of the three years hence the town will have $10,000 net, (in addition to the tax disputed), and will enjoy a $5,000 increase in perpetuity on its annual income.

COMMITTEE ON TOWN LIBRARY


For the Year Ending March 1, 1913


The whole number of volumes now on the catalogue is 10,590, of which 93 have been added during the present year. Besides these 46 books have been recently purchased, but are not yet catalogued. Books have been presented by various donors, a list of whom is as follows : Miss A. D. Anthony, Es- tate of Mrs. Charles B. Bedlington, Mrs. Charles Bellows, Miss M. H. Bellows, Miss A. M. Buffum, Mr. and Mrs. Alexander Davidson, Miss Margaret Davidson, Arthur P. Davis, Double- day Page & Co., Miss Margaret Hillhouse, Miss Frances How- land, Middlebury College Library, State of New Hampshire, Miss Bradley Williams. The thanks of the town arc due to all who have presented books.


The number of volumes taken out in 1912 was 12,758, di- vided as follows :

The branch at North Walpole has been carried on as usual with Miss Anna C. Hartnett as librarian. The branch at Drews- ville has been cared for by Mrs. Henry E. Putnam. Both branches have been of great value in their localities.


The reading room has been well patronized during the year. The usual variety of magazines has been purchased from the reading room fund which is maintained by voluntary subscription. In addition "Literary Digest" has been pre- sented by Mrs. J. A. Bellows, "Saturday Evening Post," by Mrs. T. B. Buffum, "International Studio," by Miss Gertrude von Briesen, "New England Homestead," by Arthur Guild, and "Youth's Companion, " by Miss Eleanor Hayward.


One gift to the library deserves special mention. The collection of arms, which belonged to Pay Director Edward Bellows and which for sometime has been on the wall of the reading room, has been presented to the library by Mrs. Bellows.


For sometime the library building has been in need of repairs both inside and out. For that reason a somewhat

larger balance than usual has been left in the treasury as it is hoped that during the coming year some of the most necessary repairs may be made.


An appropriation of $500 is recommended for the coming year.
