TOWN OFFICERS
OF THE
Town of Williamsburg
FOR THE
YEAR ENDING DECEMBER 31, 1941

Town Warrant
Article 1. To elect a Moderator. To elect three Select- men, who shall be Overseers of Public Welfare and act as Board of Health. To elect one Town Clerk, one Treasurer, one Tax Collector, one Elector under the will of the late Oliver Smith, Esq., two Constables, one Tree Warden, all for one year; one Water Com- missioner, one Assessor, one School Commiteeman, one Commissioner of Trust Funds, one Library Trus- tee, all for three years.
Article 2. To choose all necessary minor Town Officers for the ensuing year.
Article 3. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning Janu- ary 1, 1942, and to issue a note or notes therefor, pay- able within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of General Laws.
Article 4. To see if the Town will vote to raise and ap- propriate such sums of money as shall be deemed necessary to defray the expenses of the current finan- cial year.
Article 5. To hear the report of the Selectmen, Treas- urer, School Committee, Water Commissioners, and other committees and act thereon.

Article 6. To choose a committee to expend the income from the Whiting Street Fund.
Article 7. To see if the Town will vote to authorize the Treasurer to pay the unpaid bills of 1941 out of the 1942 appropriation.
Article 8. To see if the Town will appropriate from the income of the Onslow G. Spelman School Fund the sum of one thousand dollars to pay off the note which is due in 1942 on the Spelman Annex to the High School.
Article 9. To see if the balance of $15.36 in the Road Machinery Expense Account of 1941 may be trans- ferred to the Road Machinery Earnings Account of 1941, showing a balance of $2,946.16, and the total be appropriated to the Road Machinery Expense Account of 1942.
Article 10. To see if the Town will vote to authorize the Assessors to use from Free Cash a sum not to exceed ten thousand dollars to reduce taxation.
Article 11. To see if the Town will vote to raise and ap- propriate a sum of money for the improvement of Mountain Street; said money to be used in conjunc- tion with any money which may be alloted by the State or County, or both, for this purpose; or take any other action in relation thereto.
Article 12. To see if the Town will vote to raise and ap- propriate a sum of money for the maintenance of our Chapter 90 roads; said money to be used in conjunc- tion with any money which may be allotted by the State or County, or both, for this purpose; or take any other action in relation thereto.

Article 13. To see if the Town will vote to allow the abutter-for purposes of grading and seeding the property and of saving the large elm tree thereon- to remove the deadend sidewalk of broken tar which is unsafe at present, extending from the parsonage property to the culvert on the westerly side of South Street in the village of Williamsburg.
Article 14. To see if the Town will vote to raise and ap- propriate & sum of money to be expended by the Se- lectmen to carry on a Civilian Defense program for the ensuing year.
Article 15 +To see whether or not the Town of Williams- burg will accept from the Trustees under the wills of Albert D. Sanders and Ellsworth H. Hyde, the balance of money in their possession for the benefit of School District Number 3 in said Williamsburg, to be known as the "Hyde and Sanders School Trust Fund" the income to be administered in the same manner as the rest of the School Trust Funds, or take any other action thereon.
Article 16. To see if the Town will vote to raise and ap- propriate $175.00 for a new sidewalk on the west side of South Street, Williamsburg, or take any other ac- tion thereon.
Article 17. To see if the Town will vote to raise and ap- . propriate $325.00 for a new sidewalk on the east side of South Main Street, Haydenville, or take any other action thereon.
Article 18. To see if the Town will vote to raise and ap- propriate a sum of money for the remodeling and im- proving the Town Hall, or take any other action : thereon.

Article 19. To see if the Town will vote to appropriate from the Road Machinery Expense Account a sum not to exceed one thousand dollars for the purchase of highway machinery equipment.
The Polls may close at 3 P. M.

Selectmen's Report
Your Selectmen herewith submit the following re- port :
The Board organized on February 10th, 1941, and elected Leon B. Sanderson, Chairman, and Oakley Ames, Clerk. Meetings have been held every Monday evening, except on holidays, and then have been held the following evening. The following officials were re-appointed: Mr. L. H. Cranson as Superintendent of Roads, Bridges and Fences ; Mr. Albert Lawton as Inspector of Barns, Animals and Meats ; Mr. C. K. Hathaway as Fire Chief and Forest Warden; Mr. B. L. Dobbs as Moth Superintendent; Mr. Frederick La Valley as Sealer of Weights and Measures; and Mr. A. J. Polmatier as Inspector of Dairies. During the year Mr. Frederick LaValley resigned as Sealer of Weights and Measures, and Mr. Leslie Taylor was ap- pointed in his place.
We have had very little WPA work this year within our town, as all of our WPA workers were transferred to Westover Field and have been there since last Spring. All of the WPA projects which have been approved have been discontinued by the Federal authorities, and any projects which we may wish to sponsor in the future will have to be re-written and Federal approval obtained before work can be resumed.
Our Chapter 90 Construction work was resumed this year after a two-year lay-off. It was not possible to com- plete the hard-surfaced road to the Whately line, but we hope to be able to finish this road during 1942. We also hope to be able to complete the hard-surfaced road on

South Street in Williamsburg this year, with some of our Chapter 81 money.
The shade trees in both villages were sprayed two times during the past summer. We feel that this is money well spent and hope for an appropriation which will enable us to spray them at least once this year.
Your attention is called to the report of the State Audit of the town accounts made this past year, which is in the back of the Town Report. It has been a little more than four years since our last Audit and we recommend that an audit of the Town's books be made at least every two years, which we understand we can have by request. Therefore, we expect to insert an article in next year's Town Warrant asking for an Audit within the year 1943. We feel that all the Town Officers have done their work in a very satisfactory way, as there were no discrepancies reported in any department.
We again wish to express our appreciation of the co- operation which we have received from the Finance Com- mittee and all other Town Officials during the past year.

Report of Finance Committee
The Finance Committee has held two meetings during the year, to meet the officials of the different departments and consider their requests for the coming year and trans- fer sums of money from the Reserve fund as requested and needed.
The committee respectfully requests that each depart- ment submit a tentative budget prepared in detail, when called upon to meet the committee next year.
