Report of Finance Committee


The Finance Committee has held five meetings the past year, to transfer sums of money from the Reserve fund as needed, and to meet the officials of the different departments, and consider and recommend the requests for the coming year.


The Committee respectfully requests that each depart- ment submit a tentative budget in detail, when called upon to meet the committee next year.


The Committee notes that over a period of years some departments have materially increased their budgets and would call attention to the fact that each $1,000.00 in- crease in appropriations raises the tax rate from 85¢ to 90¢ per thousand. It is hoped each department will scrutinize its budget more carefully.


The Committee would respectfully call the attention of the voters to the recommendations made by them in the fourth column of the budget recommendations.

Report of Water Commissioners


During the past year the regular maintenance work was carried out very efficiently under the supervision of Elmer Hurteau who repaired eight services, one hydrant and completed Chesterfield Road extension and lowered one gate valve.


The routine work done every year on reservoir proper- . ty was completed with a minimum of help.


The post war work as recommended during the past two years was started and consulting engineers, Tighe and Bond of Holyoke made preliminary surveys and we have two applications thru Federal Works Agency, both of which have been approved and we have been allowed $2,355.00 by Federal Works Agency to pay for Engineers service necessary to carry these projects to completion. Due to information obtained by this survey now being car- ried out by the Engineers we are unable to give a com- plete report, but can say from plans as now outlined by Engineers the project will not prove to be as expensive as we had first thought it would. If the occasion should pres- ent itself in the form of an emergency, we feel the plans will be ready for the approval of the citizens of the town in the early summer.


The Board of Water Commissioners wish to express their gratitude to the selectmen for their assistance and co-operation in helping us during the past year.

It is with regret that we were informed of the resigna- tion of Mr. Hurteau from the board. As the supervisor of maintenance he has been capable and efficient and we are sorry it was necessary because of his own work that he had to resign.


Recommendation :


Due to difficulty in obtaining labor at scale of wages paid and since work on water department in not steady, we feel we should be allowed to pay a higher rate for short projects.

The sum of $1177.50 has been turned over to Town Treasurer covering Post War Projects for Water Board No. 19-P-9 for $655.00 and No. 19-P-12 for $522.50 which is partial payment by Federal Government for Engineers Ser- vice on proposed larger water main from upper reservoir to High School and second project extension of main over Village Hill to tie into present main in Searsville.


Project No. 19-P-9 covers new feeder main from upper reservoir on which Federal Government allowed $1310.00 for Engineers Service.


Project No. 19-P-12 covers extension over Village Hill to tie into present main in Searsville on which Federal Government allowed $1045.00 for Engineers Service. Engineers have already started the survey on South St., of above projects.
