The Veterans' Service Center at Northampton, which included several of the Towns in Hampshire Coun- ty was discontinued as of December 31st, 1947 by agree- ment of all the towns which participated in the setup, as it apparently is going to be more economical to operate from now on separately ; however it is going to be neces- sary to appoint a Veterans' Service Agent who will have to be paid for some services and expenses.
Under our Chapter 90 Program we continued the work which we had started on the North Farms Road last year, and recommend that it be continued there until the road is completed.
Our Bridge Maintenance money this year was prac- tically all spent on the rebuilding of the Grist Mill Bridge, and next year the bridge in Skinnerville and the one near Graves Garage will have to be practically rebuilt.
We still have two highway trucks that are very ex- pensive to keep operating due to their age, and recom- mend the replacing of at least one of them with a new one, this year.

We did not have monies enough in the Community Building Account to paint it last year, but hope it can be accomplished this year, as it needs it badly.
We wish to again express our appreciation to all other Town Officials for their cooperation during the past year.

Report of Finance Committee
The Finance Committee has held five meetings dur- ing the past year to transfer sums of money from the Re- serve Fund as needed to meet the requests of the officials of the town departments, and to consider and recommend requests for the coming year. The committee respect- fully requests that each department submit a tentative budget in detail when called upon to meet the committee next year. The committee plans in the future to extend the period of deliberation of the annual budget. It will appreciate therefore the cooperation of all departments in preparing their requests at least one week earlier than is customary.
The committee has unanimously agreed on the opin- ion that the constant increase in the school appropria- tions is not warranted in view of the financial condition of the town and the changing educational process of our time. It is felt that the town cannot afford both to retain a traditional curriculum and to expand in the direction of modern educational offerings. This is not to say that the school, or the school board, have defaulted their duties in any manner. It is the intent of our comment to suggest a revaluation of the current educational philosophy and processes of the town. Above all, we reiterate our opin- ion that school costs can and must be decreased.
The committee is fully agreed on the advisability of the town's selling the Haydenville Community Building to the Gerald E. Larkin Post, No. 236, American Legion, at cost. We firmly believe that this transfer of the pro- perty will result in mutual benefit to the Legion and to

the town. The Legion will enjoy the American privilege of having a home of its own and the town will enjoy the benefits of having a well-housed Legion.
After extended deliberation the committee concluded that it would be advisable at this time to eliminate the request for an appropriation to employ a district nurse. It is pointed out that during the past eighteen months the community has been without the services of a district nurse. Further, the committee feels that the increased cost of employing a nurse at this time ($1000 per year or twice the amount paid in 1945) is not warranted by the demand for her services. The present school nurse has indicated her willingness to serve those making arrange- ments with her.
Again the Finance Committee wishes to remind each voter at this meeting that he has a profound responsibili- ty in directing the expenditure of the taxpayer's money. Ask yourself honestly whether or not the Town of Wil- liamsburg can afford this expenditure.
