Article 16. To see whether or not the Town will vote to raise and appropriate the sum of $5,283.50 for the purchase of a new Tractor with a Bulldozer and Shovel attachment and authorize the Selectmen to purchase such equipment and to sell or trade in the present Tractor owned by the Town, or take any other action thereon.


Article 17. To see whether or not the Town will adopt the provisions of Chapter 124, Acts of 1945.

Article 20. To see if the Town will vote to raise and ap- propriate the sum of eighteen hundred dollars for a new roof, and to strengthen and support and repair the tower of the Town building known as the Metho- dist Church, or take any other action thereon.

Article 21. To see if the Town will vote to raise and ap- propriate a sum of money to erect a permanent Honor Roll to the men and women who served in World War II, or take any other action thereon.


Article 22. To see if the Town will vote to authorize the Board of Selectmen to appoint a committee of three members to make recommendations for the control of the Dutch Elm disease in Williamsburg, in co- operation with the State and Federal agencies, or take any other action thereon.


Article 23. To hear the report of the Special Committee appointed under Article 2 of the Special Town Meet- ing held November 4th, 1946.


Article 24. To see if the Town will vote to raise and ap- propriate a sum of money for the construction of an additional storage reservoir to be located between the existing upper and lower reservoirs and deter- mine how the money shall be raised ; by borrowing or otherwise, or take any other action relative thereto.


Article 25. To see whether or not the Town will vote to extend a 6-inch water pipe line from the present Water Main on South Street to the residence of Sereno Clark, a distance of approximately 2,250 feet and raise and appropriate a sum of money for that purpose, or take any other action thereon.


Article 26. To see if the Town will vote to raise and ap- propriate the sum of $2,581.26 for the purchase of a new Dump Truck and authorize the Selectmen to purchase such equipment, and to sell or trade in one of our present used Trucks, or take any other action thereon.

Article 27. To see if the Town will vote to increase the pay of Firemen to one dollar per hour while on duty.


Article 28. To see if the Town will vote to authorize the Selectmen to request the Northampton Electric Lighting Company to increase the intensity of its street lighting system from 600 lumens per fixture to 1,000 lumens per fizture and to raise and appropri- ate the sum of one hundred ninety-eight dollars and twenty-eight cents ($198.28) for the same, or take any other action thereon.

Selectmen's Report


Your Selectmen herewith submit their Annual Re- port for the year ending December 31, 1946.


First and foremost, we wish to express our apprecia- tion to the townspeople, one and all, for the fine spirit of cooperation shown by everyone who helped to make the One Hundred and Seventy-fifth Anniversary of our Town such an overwhelming success. A celebration such as we had can only be accomplished by unselfished de- votion to the task, and we feel that the unanimity of pur- pose shown by all is a true testimonal of what can be done when th epeople of a Town such as Williamsburg really go to work. Congratulations from your Board of Select- men.


During the past year no particularly serious prob- lems have. confronted us, although we have had some things to attend to which were outside of our regular curriculum, such as the instituting of garbage and rub- bish collection routes, and we think that these have been taken care of about as well as could be expected for the amount of money which was expended.


Our Chapter 90 Construction work returned this year, and the money was expended on the North Farms Road, commencing at the Northampton line and working toward Mountain Street, and we recommend its continu- ance next year.

Our Bridge maintenance was exceedingly high this year, due to the fact that the so-called Masonic Bridge in Haydenville had to be entirely renewed with planking, and some welding and bracing had to be done to make it safe.


The age of some of our highway trucks is such that it is very expensive to keep them operating, and we recommend that one truck be replaced each year with a new one in order to keep them in working order and able to earn enough to keep the maintenance account in a satisfactory condition. The new Truck and Snow Removal Equipment which was purchased a year ago has done a very satisfactory job.


Due to the fact that we were unable to rent a Power Shovel until last Fall, we could not get our Chapter 81 road work ready in time for putting on the hard surface this fall, so we continued with preparing more road for hard surface, and next year hope to be able to hard sur- face all that we have prepared this year, and some more.


Our Tractor has been a very expensive piece of equip- ment to operate this year, and at the present time is not usable. It is fifteen years old, parts are almost impossible to get, and very expensive, and we do not think it is ad- visable to repair it again. We recommend the purchase of a new Tractor with a Bulldozer and Shovel attachment, which we could use not only in our road work, but also to keep our Town Dumps in a more respectable con- dition.


We were disappointed that we could not get a satis- factory price for the painting of the Haydenville Com- munity Building, and we expect that it was due to the fact that painting materials were almost unobtainable,

but we have returned the money which was appropriated and hope that it will be re-appropriated this year so that another attempt may be made to get the building painted.


We hope that the Townspeople are aware of and ap- preciate the situation that confronted your Water Com- missioners during the water shortage this past Fall, and feel that the Board deserves credit rather than criticism for the efficient way in which they handled the situation.


Again we wish to express our appreciation to all the other Town Officials for their cooperation during the past year.

Report of Finance Committee


The Finance Committee has held six meetings dur- ing the past year, to transfer sums of money from the Reserve Fund as needed, and to meet the officials of dif- ferent departments to consider and to recommend requests for the coming year.


The Committee respectfully requests that each de- partment submit a tentative budget in detail when called upon to meet the committee the next year.


The Committee notes with apprehension that every department has raised its estimates of expenditures for the coming year. In each instance, mutual discussion and agreement has resulted in keeping this increase down as much as possible. A much greater cause for concern, how- ever, is the request for various sums of money by town warrants. However well justifield these might be taken individually, the total amount, in the opinion of the Com- mittee, is beyond the financial resources of our town. Through the years we have seen a constant increase in the tax rate. Approval of all of the requests in this year's warrants will increase the rate to a degree which may have most undesirable consequences. Not only will the taxpayer be faced with greatly increased tax bills, but the reputation of Williamsburg as a thrifty New England town will be lost forever. The Finance Committee asks

each voter at this meeting to consider carefully the full responsibility of his task as a voter. Ask yourself honestly whether or not the Town of Williamsburg can afford this expenditure.
