Article 11. To see if the Town will vote to authorize the Selectmen to co-operate with the County and State under the provisions of Chapter 90 of the General Laws, for maintenance, and to vote to appropriate the sum of one thousand fifty dollars ($1,050.00), the Town's share of the expense, and to vote to appro- priate the sum of twenty-one hundred dollars -($2,100.00), the County and State's share of the ex- pense, and in anticipation of re-imbursement from the County and State under the provisions of this Chapter,

the Town's share to be raised by taxation and the County and State's share to be taken from the Surplus Revenue Account and returned to the Surplus Revenue Account when received from the County and State, or take any action thereon.
Article 12. To see if the Town will vote to authorize the Selectmen to co-operate with the State under the pro- visions of Chapter 81 of the General Laws, and to vote to raise and appropriate the sum of thirty-one hundred fifty dollars ($3,150.00), the Town's share of the expense, and to vote to appropriate the sum of fifty-two hundred fifty dollars ($5,250.00), the State's share of the expense, in anticipation of reimbursement under this Chapter, such sum to be taken from the Surplus Revenue account, the State's share to be re- turned to the Surplus Revenue Account when received, or take any action thereon.
Article 13. To see if the Town will vote to increase the salaries of the Selectmen from $250.00 to $300.00 for the Chairman, and from $100.00 to $150.00 for each of the other two members.
Article 14. To see if the Town will vote to raise and ap- propriate a sum of money for the purpose of purchas- ing and maintaining the Haydenville Club building for the use of the Veterans of all Wars, the Massa- chusetts State Guard, and such person or persons hav- ing proper permission, and a board of Trustees es- tablished consisting of the Board of Selectmen, the Commander of the Veterans Association and the Com- mander of the Williamsburg Company of the Massa- chusetts State Guard.

proper operation and maintenance of the building and to have full responsibility for its rental and the re- ceipts therefor turned into the Town's Treasury as income to defray a part of the maintenance appropria- tion.
Article 15. To see if the Town will vote to raise and ap- propriate, or transfer from available funds in the treasury, a sum of money for the purchase of war bonds or other bonds that are legal investments for savings banks, in order to establish a post-war re- habilitation fund, in accordance with the provisions of Chapter 3, Acts of 1943.
Article 16. To see if the Town will vote to establish an independent Board of Health which will consist of five members, including a Doctor, one District Nurse, one Selectman and two citizen laymen, and raise and appropriate the sum of one hundred fifty dollars ($160.00) per year for maintenance, said Board to be appointed by the Moderator and to serve for a period of one year, or take any other action thereon.
Article 17. To see if the Town will vote to authorize the Selectmen to sell, after first giving notice of sale in some convenient place in Town, fourteen days at least before the sale, property taken by the Town under tax title procedure provided that the Selectmen, or whom- soever they may authorize to hold such Public Auc- tion, may reject any bid which they may deem inade- quate, or take any other action thereon.
Article 18. To see if the Town will vote to raise and ap- propriate the sum of one hundred dollars to pay the land damage on a proposed relocation of a part of the Adams Road.

Article 19. To see if the Town will vote to change Article 5 under General Government of the Town By-Laws so as to read: "The polls at the annual town meeting shall be open for the election of town officers from 10 A.M. to & P.M."
Article 20. To see if the Town will vote to appropriate the sum of $1,500.00 to secure the services of a full- time Fire Chief for the Town, or take any other action thereon.
Article 21. To see if the Town will vote to eliminate the two party caucus system and substitute for the two party caucus system a citizen's caucus, or take any other action thereon.
Article 22. To see if the Town will vote to raise and ap- propriate a sum of money for the purpose of suppres- sing, eradicating and destroying ragweed, or take any other action thereon.
Other articles may be added to the posted warrant.
The polls may close at 3 P. M.

Selectmen's Report
Your Selectmen herewith submit the following re- port :
The Board organized on February 8th, 1943, and elected Leon B. Sanderson, Chairman, and Oakley Ames, Clerk. Meetings have been held every Monday evening, except on holidays, and then have been held the following evening. The following officials were re-appointed: Mr. L. H. Cranson as Superintendent of Roads, Bridges and Fences ; Mr. Albert Lawton as Inspector of Barns, Animals and Meats; Mr. C. K. Hathaway as Fire Chief and Forest Warden; Mr. B. L. Dobbs as Moth Superintendent; Mr. Leslie Taylor as Sealer of Weights and Measures, and Mr. A. J. Polmatier as Inspector of Dairies.
We had no Chapter 90 Construction work this year, and will not have any in 1944, although we apparently will have our Chapter 90 Maintenance, so that that part of our roads can be kept in good condition.
We were able to procure sufficient road material to complete the hard surface on South Street this past year, and hope to be able to do some of this same kind of work this year.
The entire WPA program has been suspended and the account closed.
We hope that everyone appreciates the work which our Rationing Board is doing, and that it is a function which has to be taken care of. We feel that our present Board is doing a fine job.

During the past year we had an audit by the Depart- ment of Corporations and Taxation and feel that every branch of your Town Government is taking good interest and care of the Department which it serves. The Audi- tors seem to think that an audit every year is advisable, but we feel that for the present at least, one every two years is sufficient. A copy of this year's audit is printed in the back of your Town Report.
We take this opportunity to express our appreciation of the co-operation which we have had from all Town Of- ficials during the past year.

Report of Finance Committee
The Finance Committee has held five meetings the past year, to transfer sums of money from the Reserve fund as needed and to meet the officials of the different departments and consider and recommend their requests for the coming year.
The committee respectfully requests that each depart- ment submit a tentative budget prepared in detail, when called upon to meet the committee next year.
On the proposal that the town buy the Haydenville Club property as a community house, the majority of the committee is of the opinion that it is unwise to invest the town's money in this venture. It is felt that the building" is inappropriate to the present or future needs of this town. The committee points especially to the architectural de- ficiency of the building and to its lack of sufficient sur- rounding land. It is felt that the purchase of this build- ing would forestall all possibility of obtaining a really ade- quate community house in the future. The committee recommends the construction of a new building in the fu- ture.

The committee strongly recommends the creation of a separate board of health. The direction and improve- ment of public health in the town would be greatly facili- tated by this independent board.
