Article 9. To see if the Town will vote to transfer and appropriate the balance of $4,216.41 in the Road Ma- chinery Earnings Account of 1944 to the Road Ma- chinery Account of 1945.


Article 10. To see if the Town will vote to authorize the Assessors to use from Free Cash a sum not to exceed ten thousand dollars to reduce taxation.


Article 11. To see if the Town will vote to authorize the Selectmen to co-operate with the County and State under the provisions of Chapter 90 of the General Laws, for maintenance, and to vote to appropriate the sum of $500.00, the Town's share of the expense, and to vote to appropriate the sum of $1,000 00, the Coun- ty and State's share of the expense, and in anticipa-

tion of re-imbursement from the County and State under the provisions of this Chapter, the Town's share to be raised by taxation and the County and State's share to be taken from the Surplus Revenue Account and returned to the Surplus Revenue Ac- count when received from the County and State, or take any other action thereon.


Article 12. To see if the Town will vote to authorize the Selectmen to co-operate with the State under the pro- visions of Chapter 81 of the General Laws, and to vote to raise and appropriate the sum of $3,150.00, the Town's share of the expense, and to vote to ap- propriate the sum of $5,250.00, the State's share of the expense, and in anticipation of reimbursement under this Chapter, such sums to be taken from the Surplus Revenue Account, the State's share to be re- turned to the Surplus Revenue Account when re- ceived, or take any other action thereon.


Article 13. To see if the Town will vote to amend its by- laws by adding thereto the following section :


"There shall be created in the Town a Board of Health separate from the Board of Selectmen, consisting of three members, who shall be elected at the annual Town meeting, to serve for a term of three years, and until their successors are elected and qualified. However, at the annual town meeting in 1946, one shall be elected for a term of one year, one for a term of two years, and one for a term of three years and thereafter one shall be elected at each annual town meeting for a term of three years. The members of the Board of Health shall receive such compensation for their services as the Town by vote shall de- termine."

Article 14. To see if the Town will accept the monies held in trust under the will of Albert D. Sanders, late of Williamsburg, Massachusetts, for the benefit of School District Number 3 in Williamsburg, upon the express condition that said funds be administered ex- actly in accordance with the terms of the will of said Albert D. Sanders.


Article 15. To see if the Town will accept the monies held in trust under the will of Ellsworth H. Hyde, late of Williamsburg, Massachusettts, for the benefit of School District Number 3 in Williamsburg, upon the express condition that said funds be administered ex- actly in accordance with the terms of the will of said Ellsworth H. Hyde.


Article 16. To see if the Town will vote to raise and ap- propriate, or transfer from available funds in the Treasury, a sum of money for the purchase of war bonds or other bonds that are legal investments for savings banks, for a postwar rehabilitation fund, in accordance with the provisions of Chapter 5, Acts of 1943.


Article 17. To see if the Inhabitants of the Town of Wil- liamsburg will accept the bequest to it of three thous- and dollars for the benefit of the worthy poor of said Williamsburg, who are not paupers, as is provided in the will of Mary E. Main, late of Williamsburg.


Article 18. To see if the Town will vote to raise and ap- propriate the sum of fifteen hundred dollars ($1,500.00) for the purchase of the Methodist Church on Main Street to be used as a Recreation Center, and determine under whose control and management said recreation center shall be placed in accordance with

the provisions of Section 14, Chapter 45, General Laws, or take any other action thereon.


Article 19. To see if the Town will vote to authorize the Selectmen to request an audit of the books and ac- counts of the Town of Williamsburg, by the State Director of Accounts ,during 1945.


Article 20. To see if the Town will accept the provisions of Sections 42, 43, and 44 of Chapter 48 of the Tercen- tenary Edition of the General Laws, providing for the establishment of a Fire Department.


Article 21. To see if the Town will vote to raise and ap- propriate the sum of $500.00 to complete the water extension on Chesterfield Road.

Article 22. To see whether or not the Town of Williams- burg will accept, lay out, and forever maintain as a road, town way, or street, over a strip of land two rods wide and approximately eight hundred feet long, extending from the main road between Haydenville and Williamsburg to near the residence of Walter E. Kellogg, Sr., and being approximately at the same location where there now exists a dirt road, the exact location to be marked by pins, bounds, or other monu- ments to be placed in the ground by the town, said way, road, or street to be known as Hosford Road.


Article 23. To see whether or not the Town of Williams- burg will accept, lay out, and forever maintain as a road, town way or street, over a strip of land two rods wide and approximately sixteen hundred feet long, extending from South Main Street in Hayden- ville to near the residence of Mrs. Katherine Walpole, and being approximately at the same location where

there now exists a dirt road, the exact location to be marked by pins, bounds, or other monuments to be placed in the ground by the town, said way, road, or street to be known as Walpole's Hill Road.


Article 24. To see if the Town will vote to raise and ap- propriate the sum of $121.87 to pay the expenses of injuries sustained by Vernon Loud at the Grist Mill Bridge in Williamsburg on or about October 3rd, 1944, or take any other action thereon.


Article 25. To see if the Town will vote to raise and ap- propriate the sum of $1,500.00 for painting and re- pairs on the Recreation Building in Haydenville, or take any other action thereon.


Article 26. To see whether or not the Town will vote to establish a garbage collection route and raise and ap- propriate a sum of money for the same, or take any other action thereon.


Article 27. To see whether or not the Town will vote to install a new street light on High Street in Hayden- ville, about opposite the gate of the High Street Ceme- tery.


The Polls may close at 7 P. M.

Selectmen's Report


Your Selectmen herewith submit the following re- port:


The Board organized on February 14, 1944, and elected Leon B. Sanderson, Chairman, and Oakley Ames, Clerk. Meetings have been held every Monday evening, except on holidays, and then have been held the following evening. The following officials were re-appointed; Mr. L. H. Cranson as Superintendent of Roads, Bridges and Fences ; Mr. Albert Lawton as Inspector of Barns, Animals and Meats; Mr. C. K. Hathaway as Fire Chief and Forest Warden; Mr. B. L. Dobbs as Moth Superintendent; Mr. Leslie Taylor as Sealer of Weights and Measures, and Mr. A. J. Polmatier as Inspector of Dairies.


Again this year we had no Chapter 90 Construction, and there will be none in 1945. However, we were able to hard-surface the last remaining section on the Whately end of our Mountain Street Road out of our Chapter 90 Maintenance. We used all of the excavation material from this road for fill on the section of the Adams Road which was relocated after approval by the County Com- missioners. This relocation of a part of the Adams Road has long been needed and we feel that it has been well appreciated by those who have to use it, as well as making it much easier to maintain.


After our special town meeting held on August 7, 1944, in which the Town appropriated monies for a new Fire Truck and the remodeling of our Fire Stations, our troubles really began, for in addition to trying to get

priorities for a pumper and truck, which has now arrived, we also experienced plenty of delay in procuring the equip- ment necessary to do the work, however, we have prac- tically all of it now, and what is not already here is on the way. Also, as everyone knows, the problem of getting the necessary labor for this work has been a big factor in the delay, as well as an expensive part of the project. When it is completed, we feel that for a town of our size we have very good equipment and that it will be available and ready to go at any time.


At the same special town meeting it was voted to buy the Haydenville Club building (so-called) for a Recreation Center. This also has been done and with the monies appropriated for this purpose we were able to not only purchase the building but also to nearly complete the re- novation of the heating plant and the electric wiring, and we feel that the Town should appropriate a sum of money this year to finish putting the inside of this building in good repair as well as paint the outside, which as every- one can see it really needs. We think that when this building is in proper repair it will serve its purpose as a Recreation Center in fine shape, and will be well patronized by the townspeople, as well as provide good and suitable rooms for the newly organized American Legion Post and Ladies Auxiliary. We are sure that at the present time these two organizations are not only enjoying the rooms, but are doing a great deal of work and spending some of their money to make the building a fine place in which to meet.


As everyone knows, our Rationing Board is still on the job. We feel rather proud of them, and not only for the work they do without remuneration, but because of the few complaints which we receive, they have our congratu- lations.

During the past year we were able to finance the operations of our Town's business without the necessity of borrowing money, and that has not happened for several years. Let us hope it can be continued.


You will find an article in the Town Warrant asking for permission to request the Director of Accounts in Bos- ton for an Audit of the Town's Books this year. This is in accordance with a suggestion made by the last State Auditors that we have an audit at least every two years, but after analyzing the expense of the last two audits, we are in doubt as to its feasability, as the last two-year audit cost $854.56, and the audit previous to that was for a four- year audit and cost only $1,054.19. It is a bit easier for the Town Officials to have the books audited at least every two years, and it should also be easier for the State Auditors, but the proportionate expense per year is quite a bit more on the two-year audit.


Again we express our appreciation for the co-opera- tion which all other Town Officials have extended to us dur- ing the past year.

The Finance Committee has held five meetings the past year, to transfer sums of money from the Reserve fund as needed, and to meet the officials of the different departments and sonsider and recommend their requests for the coming year.
