REMARKS.
The Overseers, during the past year, have erected a building over the cellar of the old house on the Town's Farm, to be used as a wash room and tool house, and for the storing of carts and farming utensils, the cellar to be used for vegetables during the winter. It has long been considered a much-needed improvement, and the Superin- tendent has already found that its convenience and value for the purposes for which it was intended, has fully justified the expense. The cost was $583.57. The work on the cellar was done mostly by the help on the farm. They have also made some change in the stock on the farm, by
30
selling and otherwise disposing of the old oxen and cows, and procuring young stock; increasing the number from thirty-one in 1876 to fifty-two at the present time, and adding materially to the value in quality aside from the increase in number.
The outstanding bills against the farm are very small, from two hundred to three hundred dollars less than at the corresponding time last year. The whole number of in- mates at the farm the past year was twenty-three. The average number twenty. Deducting the cost of the new building ($583.57) from the balance against the farm, makes the cost of support, by the usual mode of computation, $2.60 each per week.
It will be seen by the report that the excess of expen- diture over income for the current year is about $8,400, caused by the repair and enlargement of the Town House. The account, in round numbers, would stand substantially as follows : -
Cost of land and building, including all expense, $16,000 Appropriation by the town, $6,000
The excess of income above expenses in the amount raised for all other expenses of the town was about 2,000
The excess of money in the treasury at the commencement of the year, above the
amount at the present time, about 4,000
The debt of the town is increased 2,000
And the unpaid bills are about 2,000
$16,000
It will be necessary for the town, the coming year, to provide for this increase of debt (say $5,000), either by taxation or funding the debt, according to the Act of the Legislature passed in 1875.
Respectfully submitted,
N. R. FARLEY, Selectmen W. D. BRACKETT, of Ipswich.
J. C. UNDERHILL,
