The average number on the Farm is twenty-one. The bal- ance against the Farm $737 10, and the interest on its value, $840 00, making the average cost of support $1 44 per week.

From the above accounts it will be seen that the demands against the town now due, exceed the amount of cash and taxes in the treasurer's hands; and a considerable part of the taxes may never be collected.

It will also be seen that the expenditures for 1857 exceed the income by $1,331 17. A similar result has been exhibited for several years past; the expenditures for the last three years ex- ceeding the income by $5,917 85.

16

The balance in favor of the town in " Balance of all Accounts," has been reduced from $17,584 10, in 1854, to $9,752 66, at this time ; being now $7,831 44, less than it was in 1854.

This condition of the finances of the town has been caused mainly by the great and needless expense for highways, during the last five years. The sums spent upon them during that time amount to $12,128 30, in addition to the highway taxes.

There has been a large increase, during that time, in the ex- penditures for other objects ; and unless the expenses shall be reduced, the taxes must be increased, or the town debt will be continually increasing.

The only department of town business that yields a profit is the " Liquor Business ;" but that cannot probably be extended so as to give sufficient revenue, unless we are afflicted with an illness worse than taxation.

REMARKS.

The average number on the farm, during the year, was twen- ty. The balance against the farm is $919.23, and the interest on its value, $840.00, making the average cost of support $1.69 per weck. It will be perceived that the amount raised the last year was not sufficient to keep the finances of the town in a healthy state. The expenses of the town, exclusive of the highway, school, county and state taxes, have exceeded the appropriation by $948.00. The balance now in the hands of the treasurer is $2,176.00, from which should be deducted, as not available for the next year, viz: School balance, $1,240.00 ; estate of T. Manning, $385.00, which must wait the suit commenced by the former treasurer ; probable abatements, with the pay to engine men, $200,00 ; which leaves only $351.00 to pay orders that may be drawn before the next tax list becomes due.

The balance in the hands of the former treasurer, N. R. Far- ley, is $1,153.00, from which deduct the tax of the estate of T. Manning, now in litigation, $800,00, leaving a balance in his hands of $353.00, which, in our opinion, is of but little value to the town.

We are pleased to find that the affairs of the town have been judiciously managed by the present board of town officers.

The property at the farm has been valued, this year, at a low

15

cash rate. We have omitted, in the inventory, the value of the personal property at the farm taken last year, as we found it so far from the true value.

The liquor traffic continues to be a paying business. Owing to the prevailing sickness, the amount of sales has somewhat increased.
