REPORT OF THE RECORDS FOR THE YEAR 1936
ANNUAL TOWN MEETING, MARCH 2, 1936
Pursuant to the warrant a meeting was held March 2, 1936 at the Rockland Opera House, beginning at 7:30 o'clock P. M., and the following votes were passed and action taken.
Article 1. Magorisk L. Walls was chosen Moderator and sworn to the faithful discharge of his duties.
The Moderator appointed the following tellers for the meeting: Myra Burke, Mary Clancey, Joseph Lelyveld, John Ransom, Nelson Gardner.
Article 2. Voted to accept the reports of the various town officers and committees. as published in the town re- port with the exception of paragraph 2, page 171, of the Police report which was deleted.

Under Article 3.
The appropriation for the School Department was raised to $102,673.00 to provide the sum of $400.00 for the em- ployment of an assistant to the janitor of the Mckinley School at the expense of the School Dept.
Article 4. Voted to raise and appropriate the sum of Eighteen thousand seven hundred ten dollars and sixty- six cents ($18,710.66) to be paid in to the town treasury on account of overlays in the following departments.

Article 5. Voted to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1937, and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 6. Voted to raise and appropriate the sum of one thousand dollars, ($1,000.) to be spent under the direc- tion of the Selectmen for the part payment of a Visiting Nurse.
Article 7. Voted to appropriate the sum of thirty-two thousand dollars ($32,000.00) for use of the Water De- partment the same to be taken from the Water Revenue.

Article 8. Voted to raise and appropriate the sum of two hundred eighty-eight dollars ($288.00) to be spent un- der the direction of the Selectmen for the purpose of rent- ing quarters for the use of the Veterans of the Spanish- American War.
Article 9. Voted to raise and appropriate the sum of four hundred dollars ($400.00) to be spent under the direc- tion of the Selectmen for the observance of Memorial Day.
Article 10. Voted to raise and appropriate the sum of sixty dollars ($60.00) for the care of the Town Cemetery.
Article 11. Voted to raise and appropriate the sum of nine hundred dollars ($900.00) to be spent under the direc- tion of the Selectmen for the purpose of renting quarters for the use of the Rockland Post No. 147 of the American Legion.
Article 12. Voted to raise and appropriate the sum of one hundred fifty dollars ($150.00) for the use of the Plymouth County trustees for County Aid to Agriculture and to choose James D. Mahoney as town director as pro- vided in Sections 41 and 45 of Chapter 126, General Laws.
Article 13. Voted to raise and appropriate the sum of three thousand eight hundred six dollars and thirteen cents ($3,806.13) for the maintenance of the Plymouth County Hospital.
Article 14. Voted to raise and appropriate the sum of six hundred dollars ($600.00) for the maintenance of Traf- fic Beacons and Signals.
Article 15. Voted to raise and appropriate the sum of one hundred dollars ($100.00) to be used by the School Committee to pay the expense of heating, lighting and cas- ualty insurance of the Jr .- Sr. High School and Mckinley

School buildings as well as additional expenses for jani- tors and supervision when the buildings are used by individ- uals and associations for educational, recreational and like purposes under provision of Chapter 71, Section 71 of the General Laws.
Article 16. Voted to raise and appropriate the sum of two hundred ninety-two dollars and fifty cents ($292.50) to insure the Firemen of the Town of Rockland that they might receive compensation in case of accident when on duty.
Article 17. Voted to build an elevated water tank, with a capacity of about 1,000,000 gallons.
Under Article 17.
Mr. Lindbergh, Engineer, of the National Gunite Con- tracting Co. was given unanimous consent of the meeting to speak from the floor.
Article 18. Voted to instruct the water commissioners to purchase or take by eminent domain a suitable site in Rice Park, so called, for the location of an elevated tank, to be paid for from water revenue or water bonds.

Article 19. Voted: That, for the purpose of financing the construction of a water tank, and the purchase and lay- ing of pipe, and to enable the Town to secure the benefits of the Emergency Relief Appropriation Act of 1935, there be raised and appropriated the sum of $70,000.00 and the treasurer, with the approval of the selectmen, be and hereby is authorized to borrow the sum of $40,000.00 and to issue bonds or notes of the Town therefor, under authority of and in accordance with the provisions of Chapter 404 of the Acts of 1935, said bonds or notes to be payable in not more than twenty years at such term and maximum rate of inter- est as may be fixed by the Emergency Finance Board.

All moneys received by way of grant from the Federal Government on account of this project shall be applied first to meet the cost of construction thereof (including prelim- inary expenses), and any balance thereof shall be applied to payment of the loan herein authorized.
The selectmen are hereby authorized and directed to ac- cept on behalf of the town, for use in carrying out such pro- ject a Federal Grant of money pursuant to the Emergency Relief Appropriation Act of 1935, and the water commis- sioners are authorized to proceed with the construction of said project and enter into all necessary and proper con- tracts and agreements in respect thereto, all subject to ap- aplicable Federal regulations; and the selectmen and the water commissioners are authorized to do all other acts and things necessary or convenient for obtaining said grant, for making said loan, and for construction of said project.

Article 20. Voted to raise and appropriate the sum of nine hundred thirty-six dollars and fifty-five cents ($936.55) to be paid as land damage to various persons for the taking of land in East Water Street as laid out by the County Commissioners.
Article 21. Voted to lay a drain pipe on Rice Avenue with catch basin at 26 Rice Avenue the necessary amount for cost of material to be taken from the appropration of Article 6, Special Town Meeting of October 23, 1935, the labor to be furnished by the Works Progress Administra- tion.
Article 22. Voted to raise and appropriate the sum of five thousand seven hundred thirty-seven dollars ($5,737.) to be spent under the direction of the Park Commissioners

for the completion of the Athletic field in Memorial Park, the labor to be furnished by the Works Progress Adminis- tration.
Article 23. Voted to maintain the road which leads to the Jefferson School from Market Street.
Article 24. Voted a committee of five be appointed by the Moderator to work in conjunction with the school and park departments to devise ways and means for disposal of sewage, from Rockland Jr. Sr. High School through a W. P A. project or emergency overlay, and to pass over the raising and appropriating of $6,000.00.

Article 25. Voted to raise and appropriate the sum of seven hundred fifty dollars ($750.00) to pay cost of mater- ial and other general expenses of the W. P. A.
Article 26. Voted to pass over the raising and appro- priating of a sum of money to install a street light in front of. 128 Belmont Street.
Article 27. Voted to instruct the Board of Selectmen to provide, without cost to the town, an occasional State Police Patrol over the roads of the town.
Article 28. Voted to transfer the sum of $698.50 from the special appropriation for repairs on the Library roof and to appropriate it to the following purposes :

Voted to pass over instructing the modera- tor to appoint a committee of five citizens, to serve without compensation, and to be known as the Highway Commit- tee, whose duties shall be to plan and make recommenda- tions relative to repairs, building and rebuilding of side- walks and streets; and to instruct the highway surveyor to co-operate and advise with said committee in the carrying out of his duties.

Article 34. Voted to lay a drain with catch basins from 19 Payson Avenue to Arlington street and the amount of two hundred dollars ($200.) be taken from the appropriation under Article 6, Special Town Meeting of October 23, 1935 for materials, the labor to be furnished by the W. P. A.
Article 35. Voted to raise and appropriate the sum of two hundred twenty-two dollars and thirty-six cents ($222.36) to keep street lights on all night service.
Article 36. Voted to build a drain and catch basins in westerly side of Liberty Street from East Water to Custer Street a distance of 625 feet and the amount of two hun- dred seventy-five dollars ($275.00) be taken from the ap- propriation under Article 6, Special Town Meeting of Oc- tober 23, 1935 for materials, the labor to be furnished by the W. P. A.
Article 37. Voted to pass over the raising and appro- priating of a sum of money to purchase land and erect a suitable fire-proof building to house town equiment.
Article 38. Voted to repair the bridge on Old Market Street and to raise and appropriate the sum of one hundred dollars ($100.00) for the same.
Article 39. Voted to pass over the raising and appro- priating of the sum of ten hundred fifty dollars ($1,050.00) for the purchase of a Power Sprayer.
Article 40. Voted to pass over the raising and appro- priating of the sum of four hundred fifty dollars ($450.00) for planting new trees on the Highway the Labor to be done under the W. P. A.
Article 41. Voted to accept a town way known as Beal Street Extension, as laid out by the Selectmen and filed with the Town Clerk from East Water Street running easterly a distance of about 430 feet.

Article 42. Voted to accept a town way, known as George Street Extension, as laid out by the Selectmen and filed with the Town Clerk from the corner of George Street and Crescent Street running south a distance of 200 feet.
Article 43. Voted to raise and appropriate the sum of five thousand dollars ($5,000.00) to be spent in conjunc- tion with the State and County to rebuild East Water Street from where the rebuilding ended in 1935 to Liberty Street and drainage to Cushing Pond.
Article 44. Voted to pass over the raising and appropri- ating of a sum of money to purchase a new tractor or re- pair the present tractor.
Article 45. Voted to pass over the raising and appropri- ating of a sum of money for the collection of garbage in accordance with rules and regulations to be made by the Board of Health.
Article 46. Voted to raise and appropriate the sum of thirty dollars ($30.00) to install two street lights on For- est Street between the corner of Pleasant and Hingham Streets.

Article 49. Voted that the laying of a water pipe and hydrant on private way known as Carey Court be referred to the Selectmen and the work be done as a future W. P. A. project provided this is possible.
Article 50. Voted to raise and appropriate the sum of five hundred fifty dollars ($550.00) to purchase a new cruising automobile with radio for the use of the police De- partment and to trade in the present automobile.
Article 51. Voted to pass over the raising and appro- priating of a sum of money to install an electric light on Webster Street between East Water Street and Hingham Street.
Article 52. Voted to extend the sidewalk on the north side of Crescent Street from the residence of James B. Studley to the corner of George Street and distance of 350 feet and the amount of one hundred fifty dollars ($150.00) be taken from the appropriation under Article 6, Special Town Meeting of October 23, 1935 for materials, the labor to be furnished by the W. P. A.
Article 53. Voted to' pass over the raising and appro- priating of a sum of money to build a sidewalk and curb on the west side of Concord Street from the north line of the residence of William Cunningham southerly to the residence of Ernest M. Locke but referred to the Selectmen for con- sideration as a future W. P. A. project.
Article 54. Voted to pass over the raising and appro- priating of a sum of money to build a cement curb and as- phalt sidewalk on the west side of Howard Street beginning at Market Street to Vernon Street.
Article 55. Voted to build an asphalt sidewalk with ce- ment curb on easterly side of Howard Street from Vernon Street to Crescent Street, a distance of approximately five

Article 62. Voted to raise and appropriate the sum of one hundred dollars ($100.00) to retop with asphalt a side- walk on the south side of Rice Avenue.
Article 63. Voted to pass over the making of a parking area on the town lot in front of the Police Station and the appropriating of a sum of money for grading and lighting said lot.
Article 64. Voted to pass over the raising and appro- priating of a sum of money to place the grounds of the School Street lot in condition for parking, and to provide suitable lighting for same.
Article 65. Voted to authorize the Selectmen to ap- point a committee of five (5) to study parking facilities in the business area and to determine available space adjacent thereto suitable for parking lots and to report with recom- mendations at a future town meeting.
Committee appointed : Joseph Lelyveld, Chairman; Warren Woodward, George Popp, Lawrence Blanchard, Lee Rhodenizer.
Article 66. Voted to pass over the raising and appropri- ating of a sum of money for placing trees along sidewalk borders, the work to be done under the direction of the Tree Warden.
Article 67. Voted that the Moderator appoint a com- mittee of five (5) to investigate the need of playgrounds in the North, East, South and West sections of the town, said committee to present a report of recommendations at a fu- ture town meeting.

Article 68. Voted to pass over the changing of the lo- cation of the fire whistle at the Engine House and the rais- ing and appropriating of a sum of money for the same.
Article 69. Voted to raise and appropriate the sum of fifteen dollars ($15.00) to install an electric light on Mar- ket Street in the area between the light nearest the Market Street Garage and the residence of Arthur E. Torrey.
Article 70. Voted to pass over the raising and appropri- ating of a sum of money for lighting the location of fire alarm boxes throughout the town.
Article 71. Voted to pass over the appointing of a com- mittee of seven (7) to consider the advisability of the town opening a factory for the manufacture of shoes to employ men and women now on welfare.
Article 72. Voted to authorize the Selectmen to appoint a committee of five (5) to work with local civic organiza- tions in their activities to bring new industries to Rock- land, and to assist in the security of existing business when- ever required but to pass over the raising and appropriat- ing of a sum of money to defray advertising and other ex- penses of said committee.
