SPECIAL TOWN MEETING AUGUST 8, 1938


Pursuant to the foregoing warrant a meeting was held in the Rockland Opera House, Savings Bank Building on Monday, August 8, 1938, beginning at 7:30 P. M. and the following votes were passed and action taken:


The meeting was called to order by the moderator, Mr. Magorisk L. Walls, at seven thirty o'clock.


The Clerk read the call for the meeting.


The Moderator stated that if there were no objections the articles in the warrant would be read as they were acted upon, there being no objections this procedure was observed.


Article 1. Voted to accept the report of the committee appointed at the last annual town meeting to investigate the question of painting and repairing the Fire Station.


The Moderator appointed the following Tellers for the meeting who were sworn by the Clerk.


Abram Lelyveld, Roland Phillips, Dennis O'Connor, Herbert Hunt, Benjamin Lelyveld.

At 7:45 o'clock a count of the voters present was order- ed by the Moderator and 260 voters were reported as pres- ent by the Tellers.


Voted to adjourn until 8:00 o'clock.


At 8:00 o'clock a count of the voters present was made and 324 voters were reported as present by the Tellers and the Moderator ruled a quorum was present for action on the aticles in the warrant.


Article 2. An amendment to insert "Municipal Build- ing to house Town Offices, Police and Fire Stations" in place of "Fire Station" in motion under this article was ruled out of order by Moderator upon question of point of order.


Voted: That for the purpose of financing and con- structing a Fire Station on a site to be chosen by the town and to enable the town to secure the benefits of funds granted by the Federal Government under the Pub- lic Works Administration Appropriation Act of 1938, there be raised and appropriated the sum of $67,000.00 and the treasurer, with the approval of the selectmen, be and hereby is authorized to borrow the sum of $40,000.00 and to issue bonds or notes of the town there- for, under authority of and in accordance with the provis- ions of Chapter 50 of the Acts of 1938, said bonds or notes to be payable in not more than twenty (20) years at such term and maximum rate of interest as may be fixed by the Emergency Finance Board.


All moneys received by way of grant from the Federal Government on account of this project shall be applied first to meet the cost of construction thereof and any bal- ance shall be applied to the payment of the loan herein authorized.


The Selectmen are hereby authorized and directed to

accept on behalf of the town, for use in carrying out such project, a Federal grant of money, pursuant to the Public Works Administration Appropriation Act of 1938: and a building committee of five citizens, to be chosen by the Moderator, is authorized to proceed with the construction of said project and enter into all necessary and proper contracts and agreements in respect thereto, all subject to applicable Federal regulations; and the Selectmen and the Building Committee are authorized to do all other acts and things necessary or convenient for obtaining said grant, making said loan, and constructing said project.

Article 3. Voted to pass over the erecting of a new Fire Station on the site of the present Fire Station and the raising and appropriating of a sum of money for a temporary station while the new building is being erected.


Article 4. Voted to appropriate the sum of $5,000 now held by the town and known as the "Real Estate Fund" towards payment of the purchase price of land to be used as a site for a new Fire Station.


Article 5. A motion to pass over the article not agreed to.

Article 9. Voted to appropriate the sum of Seventeen thousand dollars ($17,000.00) to defray the cost of Old Age Assistance, said appropriation to be provided for by transfer from Surplus Revenue Fund now available in the Treasury.

Voted to raise and appropriate the sum of Twenty-nine thousand dollars ($29,000.00) for the cost of materials for the construction of sidewalks and curbings on the various streets of the town, the labor to be furn- ished by the W. P. A. and that to meet said appropriation the treasurer, with the approval of the selectmen, be and hereby is authorized to borrow, under authority of and in accordance with the povisions of Chapter 58 of the Acts of 1938, the sum of $29,000.00 and to issue bonds or notes of the town therefor, said bonds or notes to be paid in not more than ten (10) years or at such times as may be di- rected by the Emergency Finance Board named in Chap- ter 49 of the Acts of 1933.

P. A., and that to meet said appropriation the treasurer, with the approval of the selectmen be and hereby is authorized to borrow under authority of and in accordance with the provisions of Chapter 58 of the Acts of 1938, the sum of $4,200.00 and to issue bonds or notes, of the town therefor, said bonds or notes to be paid in not more than five (5) years or at such times as may be directed by the Emergency Finance Board named in Chapter 49 of the Acts of 1933.

Voted to raise and appropriate the sum of One thousand dollars ($1,000.00) for the cost of materials and supplies to be used in the construction of a sewerage bed at the Mckinley School, the labor to be furnished by the W. P. Voted to appropriate the sum of Fifteen hundred dollars ($1,500.00) to defray the expenses of the Board of Health, said appropriation to be provided for by transfer from the Surplus Revenue Fund the amount of $819.09 and from the Overlay Surplus Fund the amount of $680.91, said funds being now available in the Treas- ury.
