ANNUAL TOWN MEETING, MARCH 6, 1939
Pursuant to the foregoing warrant a meeting was held in the Rockland Opera House, beginning at 7:30 o'clock P. M. and the following votes were passed and action taken.
The meeting was called to order at 7:30 P. M. by the Moderator, Magorisk L. Walls.

Military Aid, Massachusetts Hospital School and Burial of Indigent Soldiers.
Under Article No. 2 Adjourned Meeting March 13, 1939
Voted to return to Article No. 2 and to reconsider the amount pertaining to Snow Removal.
Voted to raise and appropriate the sum of $9,500.00 for Snow Removal, which amended the amount of $7,000.00 raised and appropriated at the meeting of March 6.
Article 3. Voted to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1940 and to issue a note or notes therefor, payable within one year, and renew such note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, Gen- eral Laws.
Article 4. Voted to raise and appropriate the sum of fifteen hundred dollars ($1,500.00) to be spent under the direction of the Selectmen for the part payment of a Vis- iting Nurse.
,Article 5. Voted to approprate the sum of twenty-nine thousand five hundred dollars ($29,500.00) for use of the Water Department the same to be taken from the Water Revenue.
Artcile 6. Voted to raise and appropriate the sum of two hundred eighty-eight dollars ($288.00) to be spent under the direction of the Selectmen for the purpose of renting quarters for the use of the Veterans of the Span- ish-American War.
Article 7. Voted to raise and appropriate the sum of four hundred dollars ($400.00) to be spent under the di-

rection of the Selectmen for the observance of Memorial Day.
Article 8. Voted to raise and appropriate the sum of sixty dollars ($60.00) for the care of the Town Cemetery.
Article 9. Voted to raise and appropriate the sum of nine hundred dollars ($900.00) to be spent under the di- rection of the Selectmen for the purpose of renting quar- ters for the use of the Rockland Post No. 147 of the Amer- ican Legion.
Article 10. Voted to pass over the raising and appro- priating of a sum of money for the use of the Plymouth County trustees for County Aid to Agriculture and the choosing of town director as provided in Sections 41 and 45 of Chapter 128, General Laws.
Article 11. A motion to raise and appropriate the sum of $100.00 for the purposes of carrying out this article not agreed to .
Voted to raise and appropriate $150.00 to be used by the School Committee to pay for the expense of heating, lighting, and Casualty Insurance of Junior-Senior High and Mckinley School Buildings as well as additional ex- pense for janitors when the buildings are used by individ- uals and associations for educational, recreational and like purposes under the provision of Chapter 71, Section 71 of the General Laws.
Article 12. Voted to raise and appropriate the sum of one hundred dollars ($100.00) for criminal cases in court.
Article 13. Voted to raise and appropriate the sum of two hundred ninety-two dollars and fifty cents ($292.50) to insure the Firemen of the Town of Rockland that they might receive compensation in case of accident when on duty.

Article 14. Voted to raise and appropriate the sum of six thousand dollars ($6,000.00) to be spent in conjunc- tion with the State and County to rebuild West Water Street from the Abington line to Union Square.
Article 15. Motion to pass over this article not agreed to.
Voted to raise and appropriate the sum of fifteen hun- dred dollars ($1500.00) to employ a "Visitor" to adminis- ter Public Welfare. This "Visitor" to be selected by the Board of Public Welfare from qualified applicants subject to standards recommended by the State Public Welfare Department.
Article 16. Voted to pass over the raising and appro- priating the sum of four thousand three hundred dollars ($4300.) for the material cost and contributory expenses to rebuild Exchange Street from Union to Liberty street, a distance of 1800 feet, the labor to be furnished by the W. P. A.
Article 17. Voted to pass over the raising and appro- priating of the sum of one hundred dollars ($100.00) to help defray the expenses of Christmas lighting on Union Street.
Article 18. Voted to raise and appropriate the sum of forty four hundred twentyseven dollars and thirty-five cents ($4427.35) for the maintenance of the Plymouth County Hospital.
Article 19. Voted to establish a Planning Board un- der the provisions of General Laws, Chapter 41, Section 81A, and amendments thereof, the board to consist of five members and at the annual election in 1940 to elect one member for a term of five years, one member for a term of four years, one member for a term of three years, one member for a term of two years, and one member for

a term of one year, and thereafter to elect each year one member for a term of five years, also that the Moderator be instructed to appoint a committee of five to continue as a Planning Board Committee and prepare a map show- ing the proposed zoning of the town to be submitted to the next annual meeting.
Committee appointed: Arthur P. Wilcox, Chairman, James A. Cody, Francis L. Gammon, Joseph Lelyveld, and Carl G. Fass.
Article 20. Voted to raise and appropriate the sum of nine hundred dollars ($900.00) for the maintenance of traffic beacons and signals.
Article 21. Voted to raise and appropriate the sum of five hundred dolars ($500.00) for the cleaning of catch basins and drains.
Article 22. Voted to appropriate the sum of four hun- dred fifty dollars ($450.00) from the amount raised by bond issue under Article 13, of the Special Town Meet- ing of August 8, 1938 for materials to resurface the side- walk on the westerly side of Union Street between Ves- per's Garage and the property of Maria Jenkins, a dis- tance of 900 feet, the labor to be furnished by the WPA.
Article 23. Voted to raise and appropriate the sum of eight hundred seventy-five dollars ($875.00) for mater- ials, for revising, indexing and filing of all Vital Statis- tics records of the Town of Rockland in conformity with Federal requirements, all labor to be performed by the WPA.
Article 24. Voted to pass over the raising and appro- priating of the sum of six hundred dollars ($600.00) to pay for material for repairs at G. A. R. hall, the labor to be taken from the W. P. A.

Article 25. Voted to install a Street light on Forest Street, near the residence of Charles Rose and raise and appropriate the sum of fifteen dollars ($15.00) for the same.
Article 26. Voted to pass over the raising and appro- priating of the sum of five hundred dollars ($500.00) to repair and resurface Beal Street Extension from East Water Street easterly a distance of approximately 430 feet.
Article 27. Voted to pass over the raising and appro- priating of the sum of four hundred six dollars and sixty- eight cents to pay bill of E. Worthington, Sanitary En- gineer, for work in preparing sewage plans for the town.
At adjourned meeting of March 13, a motion to re- consider this article not agreed to.
Article 28. Voted to pass over the raising and appro- priating of a sum of money to build a sidewalk and curb on the north side of Belmont Street from the residence of Charles McGonagle a distance of 225 feet.
Article 29. Voted to pass over the installing of a wat- er main on Weymouth street, a distance of 1225 feet, and raising and appropriating the sum of $1750.00 for mater- ial for same.
Article 30. Voted to appropriate the sum of six hun- dred dollars ($600.00) from the amount raised by bond is- sue under Article 13, of the Special Town Meeting of August 8, 1938 for materials to install a sidewalk and curb on the south side of Reed Street from the residence of Patrick Mahoney to Plain Street, the labor to be furn- ished by the W. P. A.
Article 31. Voted to raise and appropriate the sum of

five hundred dollars ($500.00) to pay the expense of fore- closing tax titles in the Land Court and cost of sale of land of low value acquired by the town by tax sales with- out foreclosure.
Article 32. Voted to raise and appropriate the sum of twelve hundred dollars ($1200.00) to be spent for the cost of material and general expenses under the W. P. A.
Article 33. Voted to authorize the selectmen to lease, for use as town offices, the store and basement in the building on the corner of Union Street and Taunton Av- enue, for a term of not more than five years, at a rental not exceeding eighteen hundred dollars per annum, pro- vided the owner will install a vault and suitable office par- titions.
Article 34. Voted to raise and appropriate the sum of twenty-four hundred dollars ($2400.00) as part payment for Sewing Material used in the Sewing Unit of the W. P. A.
Artcile 35. Voted to raise and appropriate the sum of five hundred and fifteen dollars, and eighty-seven cents ($515.87) to pay in part for administration expenses for Federal Commodity Distribution.
Article 36. Voted that the Moderator appoint a com- mittee of nine to act in conjunction with the Tri-Town observance of Armisice Day and raise and appropriate the sum of four hundred dollars ($400.00) for the same. Armistice Day Committee: Fred Martin, Chairman; James P. Kane, Frank H. Dixon, Harold R. Morse, War- ren B. Hamilton, Horace L. Crossman, William F. Wat- son, J. Rufus Chilton, Ray Bradbury.
Article 37. Voted to raise and appropriate the sum of four hundred dollars ($400.00) to pay for the expense of heating, lighting, gas and removal of garbage in the

Mckinley School building when the building is used by the Nursery, Sewing and Recreational projects of the Works Progress Administration.
Article 38. Voted to raise and appropriate $37.00 to provide suitable lights at the entrance to the drive in front of the high school and also at the Taunton Avenue entrance to the high school building.
Article 39. Voted to appropriate the sum of eight hun- dred eighty-five dollars ($885.00) from the amount raised by bond issue under Article 13, of the Special Town Meeting of August 8, 1938 for materials for a curbing and hard surface for the circular walk in front of the high school on Taunton avenue, the labor to be performed by the W. P. A.
Article 40. Voted to pass over the raising and appro- priating of a sum of money to complete the running track in Memorial Park.
Article 41. Voted to pass over the raising and appro- priating a sum of money to complete the tennis courts in Memorial Park.
Article 42. Voted to pass over the raising and appro- priating of a sum of money for a fence to enclose the athletic fields at Memorial Park.
Article 43. Voted to pass over the raising and appro- priating of a sum of money for materials, to install a side- walk and curb on the north side of Reed street from Di- vision to Plain street, the labor to be taken from W. P. A.
Article 44. Voted to appropriate the sum of seven hun- dred dollars ($700.00) from the amount raised by bond issue under Article 13, of the Special Town Meeting' of August 8, 1938 for materials to rebuild the sidewalk on the west and south side of Prospect street from West

Voted to take up articles 45, 46 and 47 collectively.
Article 45. Voted to raise and appropriate the sum of two hundred seventy-five dollars ($275.00) for new tires for the combination truck of the Fire Department.
Article 46. Voted to pass over the raising and appro- priating of the sum of eighty-five hundred dollars ($8500.00) to purchase a triple combination pump for the use of the Fire Department.
Article 47. Voted to pass over the purchasing of a triple combination pump for the use of the Fire Depart- ment and raising and appropriating of the sum of two thousand five hundred dollars ($2500.00) in the year 1939, and authorize the treasurer to borrow the sum of six thousand dollars ($6000.00) for such purpose, and to is- sue bonds or notes of the town to be payable in five years, under the provisions of Chapter 44, Section 7, of the Gen- eral Laws (Tercentenary Edition).
Article 48. Voted to pass over the raising and appro- priating of the sum of thirty-five hundred dollars ($3500 .- 00) to purchase pipe and material to connect 12 inch water mains from North Avenue to Rice Avenue the la- bor to be furnished by the W. P. A.
Article 49. Voted to adopt the following By-Law :- At any special town meeting no appropriation of money shall be made unless ten percent (10%) of the registered voters of the town are present at said meeting.

Article 51. Voted to pass over the raising and appro- priating of a sum of money to install an electric light on the south side of Webster Street between East Water Street and Hingham Street.
Article 52. Voted to pass over the raising and appro- priating of the sum of thirteen hundred fifty dollars ($1350.00) to build a sidewalk and curb on the south side of Prospect Street, from West Water Street to Highland . Street, a distance of 1350 feet.
