Report of Board of Public Welfare
The Board of Public Welfare herewith submits its annual report, covering the period from January 1 to December 1, 1936 inclusive.
The requests for aid in the Department of Public Welfare for the year 1936, varied greatly in the different months of the year. During the summer and fall our aid showed a de- cided improvement due in part to the labor created by the P. W. A. project for the rebuilding of Union Street, the employment by the W. P. A., and the State Sidewalk pro- jects, and the transferring of cases of recipients reaching the age of sixty-five to the Bureau of Old Age Assistance.
In the latter part of the year the aid again increased, due to the cutting of our quota by the W. P. A., and State Side- walk project, also the closing of the Apt Shoe Co. in Nov- ember, which caused many of their employees to request re- lief.
At the end of the year the Board of Public Welfare can see no lessening of relief for the coming year, unless some means can be found to get new business for our town.
The distribution of clothing and food under the W. P. A. is being handled the same as last year. The project is under the supervision of the W. P. A., where needy families may receive supplies of food and clothing. We wish to thank the different Churches, the Red Cross, and Fraternal socie- ties for their helpfulness and co-operation given us in our Social Service work.
Special mention should also be made to our Visiting Nurse who has had charge of our Practical Nurse project

and the Town Physicians who have given so liberally their time for the care of our needy sick.

OLD AGE ASSISTANCE
The number of Old Age Assistance cases for 1936 has increased from 106 to 210 persons. The large increase is the result of lowering, by the State, to conform with the Federal Social Security Act, the age limit from seventy to sixty-five years of age, for those eligible to receive this as- sistance.
This act came into operation on September 1, 1936 al- though the Federal Government reimbursed the towns for their share from February 1, 1936.
As the Federal Government reimburses the town to the extent of 50% up to $30.00 per month and the State reim- burses 2/3 of the remainder of the expenditure given, the recipient; the cost to the town should be very much less than at present although the annual appropriation will be more.

The rebuilding of Union Street is of sufficient impor- tance for the Selectmen to give a brief outline of the work accomplished on our main thoroughfare.
The rebuilding was made possible through the co-opera- tion of the Federal Government granting to the town, through a Public Works Administration project, a 45% grant to the town up to the estimated cost of $63,500.00 or a grant of $28,575.00.
The original project called for widening the street two feet on the east side from North Avenue to Union Square and two feet on the west side from Pacific Street to Union Square. It also called for rebuilding the road bed; laying a larger size water main from Exchange Street to North Ave .; installing new hydrants of an improved type, in the business district; new service connections, to connect with water mains; laying of drainage, with suitable catch basins for the entire length of construction.
Before starting the work the J. R. Worcester Co. of Milk Street, Boston was engaged to have charge of the engineer- ing part of the work. Bradford Weston Inc. being the low- est bidder was awarded the contract for rebuilding.
The road was constructed with a twelve inch gravel foundation with stone and bituminous concrete for the road surface, making a durable and easy riding surface, and one that can be easily repaired when necessity requires.
The Old Colony Gas Co. also laid a new gas main the en- tire length of the construction and the New England Tele- phone Co. extended their underground service over part of the work.
As the work neared completion we realized there were

ample funds to extend the scope of the project. At a spe- cial town meeting, the town voted to proceed with the same type of construction from Union Square to Market Street, provided the Public Works Administration would contri- bute its share of the funds. This contribution we were able to obtain.
The road was rebuilt full width from Union Square to Market Street with some additions of granite curbing and replacing concrete sidewalk near Union Square. New ser- vices connecting with water mains were put in. Other im- provements consisted of widening the corner at Market Street, and building a quarter round bituminous curb on the edge of the street, and when advisable, loaming and seed- ing the shoulders between street and sidewalk.
An immense amount of time and effort was spent in com- pleting the details, to further this project, and the Board of Selectmen feel that the town has been greatly improved. The entrance from the side streets to Union Street is one of the outstanding accomplishments.
At this time the Board wishes to thank, besides the Fed- eral Government, Mr. Thomas Worcester, of the J. R. Wor- cester Co. consulting engineers; Messrs. Turner, Ransom and Baxter, who were field engineers; Mr. Lowney, who was inspector of the work from the W. P. A. office; Mr. Bradford Weston and his foreman Fred Strother, who had charge of the building of the road; for their fullest co- operation at all times in the rebuilding of Union Street.
